BRAND NAME JUSTIFICATION
1. Contracting Activity

2. Nature and/or Description of the Action Being Approved
The purpose of this Brand Name Justification to procure DBM Corps Inc., parts for a government owned wideband satellite emulator prepared in accordance with FAR 6.303-2. The government requires a portion of this procurement to be obtained as a brand name for DBM parts to complete building a government owned Wideband Satellite Simulator. The completed simulator with outdoor radio frequency (RF) package will reduce or eliminate the satellite communication (SATCOM) labs requirement to use satellite capacity during testing events.
3. Description of Supplies and Services
As mentioned above, the parts listed below are only a portion of the procurement that must be obtained as brand name parts.

The remaining parts listed below are not brand name but critical to the completion and compatibility with the remaining parts for the building completion of a Wideband SATCOM Simulator:
a. Tri-Band Satellite Simulator
1) The Tri-Band Satellite Simulator with L-Band input-output will allow external connection of satellite link emulator used to create satellite channel effects needed for systems testing.
2) Tri-Band Sat Sim (X, Ku, Ka) with L band Tx/Rx (input/output), (current design from Atlantic Microwave sold by several companies that have supplied quotes).

b. RF over Fiber
L-band RF over fiber chassis is required to give compact fiber links between the Tri-Band Sat-Sim on the tower and the indoor satellite emulator. The number of fiber connections will be (6) L-Band TX and (6) L-Band RX modules. Two RJ-45 links are required to support remote M&C. The following requirements support the fiber interface between the tower and the SATCOM Lab indoor satellite emulator.
Weatherproof outdoor unit (ODU) chassis that supports all power and mounting for fiber modules. The chassis is forced air convection cooled with hot-swap fan tray. Front-mounted dual redundant hot-swap power supplies, with dual IEC on the rear. Configuration local control unit in ODU that allows local setting of modules parameters and local alarm reporting.
Indoor unit (IDU) chassis that supports all power and mounting for fiber modules.
The chassis is forced air convection cooled with hot-swap fan tray. Front-mounted dual redundant hot-swap power supplies, with dual IEC on the rear.
(6) L-band Single TX Module: RF over Fiber Transmit module converting L-band (850- 2450MHz) to 1310nm Optical. 10 km nominal range over a single-mode fiber. -20dB monitor port to provide monitoring of all channels. 13/18V LNB powering and 22 kHz tone. RF Connectors are SMA 50 ohm and Fiber connectors are SC/APC.
(6) L-band Single RX Module, RF over Fiber Receive module converting 1100- 1650nm Optical to L-band (850-2450MHz). 10 km nominal range over a Single-mode fiber. -20dB monitor ports to provide monitoring of all channels. RF Connectors are SMA 50 ohm and Fiber connectors are SC/APC.
(4) 100 Mbps RJ-45 Fiber optic modems (FOM) to 1310nm Optical, 10 km nominal range over a single-mode fiber to support remote management of the Tri- Band SAT SIM (Management and Control GUI) on remote laptop connected to indoor unit.
Mounting hardware to mount ODU enclosure on the trailer Cable Reel with 300' of 12-strand Fiber, with installed connectors: Blue Premium
Grade 12 Fiber TacCable Assembly, 9 m SM Fiber, SC/APC to SC/APC, 3ft ColorCoded 3mm Fan-Outs, 300 feet (91.4meters), on a Schill GT310 Reel with Cable Flanges.
Mobile Tower to support outdoor equipment
The mobile tower must support the following requirements; its intended deployment will be temporary locations. The towers trailer should be towable by standard pickup truck.
1) Fully-automated, Self-supporting and Guy capable, Lattice Steel Telescopic Tower
System Manual Override Capabilities, Manual Relief for Hydraulic Tilt and Manual Crank for Tower Lowering.
2) Support minimum 100 lbs of payload on the tower
3) Extended telescopic height should be 50 to 75 feet (50’ is min, 65 feet is ideal)
4) Payload power source must support 400W, 120VAC, could be solar solution with batteries and power invertor or small generator.
5) Setup AC power will be provided by owner using military generators (10 KW).
6) Multi-terrain Trailer to support off road locations
7) Self-contained guide line system attached to outriggers is ideal for frequent displacement
8) Stainless steel tower cables are required (setup is close proximity to the ocean)
9) Single Bulb,(Red) Aviation Obstruction Light, Single Bulb (Red) Aviation Obstruction
Light with Mounting Bracket, powered by payload power AC power supply.
The estimated dollar value for the complete the Wideband SATCOM Simulator is utilizing . This cost was estimated using market research obtained from the internet and vendor provided information.
4. Identification of Brand Name Rationale
This justification has been prepared in accordance with FAR 13.501, procuring items peculiar to one manufacturer. This procurement must be conducted on a brand name basis in order to sustain and maintain compatibility and interoperability with the existing DBMCORP Inc., products on the Wideband SATCOM Simulator.
5. Fair and Reasonable Cost Determination
Although this is a brand name procurement for a portion of the parts needed to complete the Wideband SATOM Simulator, there are numerous resellers available; thereby, providing a reasonable expectation of sufficient price competition. The Contracting Officer will determine prices to be fair and reasonable based upon adequate price competition, in accordance with FAR 15.404-1(b)(2)(i).
Pursuant to FAR 5.201 this justification will be posted in Contract Opportunities, beta.sam.gov.
6. Description of Market Research Conducted initially conducted market research by making contact with five vendors via the internet and email. provided the vendor contact information via email dated which was used to verify the business size in SAM.GOV indicating that
In addition, only provided a market research indicating the ability to provide the necessary products/supplies for completing the Wideband SATCOM Simulator. The remaining vendors continued to express interest, however did not provide any definite information demonstrating the ability to provide all of the items needed for this requirement. As a result this office issued RFI M68909-21-I-7801, posted to Contracting Opportunities in SAM.GOV on 21 May 2021 with a response date of 4 June 2021 for identifying potential small business sources. Of the responses received are registered as small businesses and all were found capable of providing the products as they were either the manufacturer or distributors for
In addition, sent in a capability statement demonstrating the ability to provide the items and the other only sent emails stating they could provide all of the items.
The information received from the RFI was reviewed by the customer and the contracting office in a meeting on , in order to determine if the responses received qualified as potential small business suppliers capable of providing all of the items needed. As mentioned above, it was found through the RFI that (small business), was the manufacturer/retailer for the products needed with global distributors which were the other responses received;

Therefore, it is recommended to solicit this requirement as a 100% small business set-aside pursuant to FAR 19.502-2(b), when there is an expectation of obtaining at least two responsible small business offers and award will be made at a fair market price through competition. Each of these vendors responsibility was verified through SAM.GOV and retain active registrations with no exclusions.
7. Other Facts Supporting the Justification
The government intends for the competitors for the non-brand name parts to source the brand name parts in order to maximize the competition and ensure compatibility with of all parts to complete the building of the Wideband SATCOM Simulator.
8. Actions to Remove Barriers to Future Competition
On-going market research and future RFIs will be conducted and released to determine if alternative products/parts are in the best interest of the Government. If an alternative is viable, competition will be pursued to the maximum extent practicable.
