About this file

This is a Performance Work Statement for Work Item 8 (Interior Wet Deck Coverings, Reseal) under the USCGC William Hart (WPC-1134) and USCGC Joseph Gerczak (WPC-154) Dockside Availability FY2026 contract. The contractor must remove and reapply the upper components of epoxy flake deck coverings in 21 specified interior compartments totaling approximately 987 square feet across both vessels. The work includes sanding down existing deck coverings to remove all discolorations and damage, reapplying color coat and flakes to achieve uniform appearance, reapplying sealers, and renewing slip-resistant tread stickers (PC 6) where disturbed. The contractor must maintain the original net weight and thickness of the epoxy flake system by applying no more material than was removed and allowing sealer to cure per manufacturer specifications.

Additional requirements include conducting a comprehensive inspection of all deck areas and affected components (such as cove base and non-skid treads per Coast Guard Drawing 154 WPC 634-301) to identify any repairs needed beyond those specified in the scope, submitting findings in a Change Request Form for Contracting Officer approval, and furnishing and installing all protective coverings to prevent contamination of adjacent spaces and equipment. The contractor must exercise caution to avoid damaging the delicate joiner deck beneath, particularly on second deck areas, and remove all protective measures upon completion while inspecting for and remediating any contamination. No government-furnished property is provided. References include Coast Guard Drawing 154 WPC 634-301 (Deck Covering Schedule), Surface Forces Logistics Center Standard Specification 0000 (2022), and all work must comply with standard interference handling procedures.

3.1.2 Tech Rep.

Not applicable.

3.1.3 Protective measures. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness.

3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).

3.2 Inspection and Report. The Contractor shall inspect all deck areas being resealed as specified in Table 1 - Deck Covering Locations to be sealed, and all other affected components (e.g. cove base PC 7 of Coast Guard Drawing 154 WPC 634-301, non-skid slip resistant tread stickers PC 6 of Coast Guard Drawing 154 WPC 634-301, etc.). Determine if repairs in addition to those already specified in Table 1 will be required to complete the scope of work specified herein. Submit a CFR detailing findings and recommended additional repairs. Perform those repairs after the KO releases a modification or change request authorizing those growth repairs.

NOTE

hick the existing clear coat is in all areas, and it may be difficult to remove damaged or discolored clear coating without damaging the appearance of the flakes beneath. For these reasons the job should be planned as if application of flakes may be required over a significant portion of the specified surface to ensure scheduling problems do not occur during execution.

3.3 Epoxy flake system resealing. The Contractor shall remove coating from, and then recoat, the deck areas specified in Table 1 above. Sand down the existing deck covering areas to remove all discolorations and damage, which may require covering removal into the colored area. Reapply color coat and flakes to obtain uniform color, as required. Reapply sealers. Renew PC 6 of Coast Guard Drawing 154 WPC 634- 301 (slip-resistant treads) where disturbed. Maintain the existing net weight of the deck covering system by maintaining the original thickness of the epoxy flake system; generally apply no more material than was removed. Allow sealer to cure for the manufacturer recommended times.

CAUTION

Epoxy flake system is applied over delicate joiner deck on most of the 2nd deck areas. Do not damage joiner deck during removal of top layer of existing deck material.

To minimize impact on cutter weight & moment, do not add excessive deck covering material, beyond what was removed. Make new deck covering thickness as close as practicable to the original, pre-resealed thickness.

3.4 Cove Base. The Contractor shall renew all associated cove base (PC 7 on Coast Guard Drawing 154WPC 634-301) for each compartment listed in Table 1 if the associated Cove Base column is marked

4 inch wide cove base may be installed in lieu of 2.5 inch wide cove base as specified on the drawing. The Contractor may renew the existing cove base if 4 inch wide is installed.
