About this file
This is a Justification for Limited Source (LSJ) under FAR 8.405-6(a)(1)(i)(C) for a contract extension issued by the Department of War, Washington Headquarters Services, Acquisition Directorate on behalf of the Office of Secretary of War for Cost Assessment and Program Evaluation (OSW CAPE).
The Government seeks to extend the current contract HQ0034-20-F-0072 with incumbent Tyto Government Solutions, Inc. for Joint Data Support Services Analysis and Future Force Planning. The extension period runs from January 29, 2026, through July 28, 2026, with a total value of $1,543,730.40 in FY 2026 Operation and Maintenance Funds. The contract structure is hybrid, comprising Firm-Fixed Price (FFP), Firm-Fixed Price Level of Effort (FFP-LOE), and Time and Material (T&M) contract line items. The requirement encompasses data development, analysis, and IT support for Joint Data Support activities across functional areas including Air and Space, Ground, Maritime, Logistics, Command & Control, Communications and Computer systems, and Intelligence, Surveillance, and Reconnaissance. Services include managing Department-level studies, developing and managing equipment and force structure data, and supporting order of battle, operations, infrastructure, logistics, communications, intelligence, and concept of operations development. The extension is justified as necessary to maintain continuity while the Government completes source selection for a new multiple-award IDIQ contract, anticipated to be awarded in February 2026 with the first task order in April 2026. The Government estimates substantial duplication costs of $404,783.53 would result from awarding to a different contractor, comprising onboarding and training costs of $57,826.22, knowledge transfer costs of $115,652.44, and opportunity costs of delays estimated at $231,304.88. Market research was conducted through a Notice of Intent posted on SAM.GOV on January 9, 2026, with a due date of January 13, 2026, which yielded no responses. The justification was certified by Contracting Officer Shacasia T. King on January 28, 2026, and approved by Competition Advocate David H. Kao on January 30, 2026.

WASHINGTON, DC 20301-1155
ACQUISITION DIRECTORATE Control No. WHS-2026-1945-JA
JUSTIFICATION FOR LIMITED SOURCE JUSTIFICATION (LSJ)
UNDER FEDERAL ACQUISITION REGULATION SUBPART 8.4
1. AGENCY AND CONTRACTING ACTIVITY: The Department of War, Washington Headquarters Services, Acquisition Directorate (WHS/AD), Enterprise Research & Engineer Directorate (ERED), Technical Analysis Branch (TAB) on behalf of the Office of Secretary of War for Cost Assessment and Program Evaluation (OSW CAPE).
2. DESCRIPTION OF ACTION: The OSW CAPE has a continuing need for Joint Data Support Services Analysis and Future Force Planning. These services are currently supported under Contract HQ0034-20-F-0072, which was awarded to Tyto Government Solutions, Inc.
The current contract was previously extended for 5 months on August 29, 2025, and expires on January 28, 2026. The Government intends to extend the current contract Period of Performance (PoP) for continuity of services while the Government works to issue a long-term contract for this follow-on effort. This extension is required to continue services while the Government completes its source selection process. The bridge extension will be awarded to the incumbent, Tyto Government Solutions, Inc. as a hybrid contract, with Firm-Fixed Price (FFP), Firm -Fixed Price Level of Effort (FFP-LOE) and Time and Material (T&M) Contract Line-Item Number (CLINs), with a total value of $1,543,730.40 using Fiscal Year 26 Operation and Maintenance Funds. The POP will be extended from January 29, 2026, through July 28, 2026.
3. DESCRIPTION OF SUPPLIES/SERVICES: The OSW CAPE has a requirement to provide data development, analysis, and information technology support to implement Joint Data Support (JDS) activities associated with the DoW’s Analytical Support Services to Future Force Planning. JDS provides data development and analysis support to DoW’s studies and analysis in the following functional areas: Air and Space; Ground; Maritime;
Logistics; Command & Control (C2) Communications & Computer systems (C4); and Intelligence, Surveillance, and Reconnaissance (ISR). This work shall be accomplished by managing and participating in Department-level studies, warfighting, and analysis and by developing and managing data of U.S. and Non-U.S. equipment, unit, force structure, capability, and deployment data (including planning, programming, and acquisition data).
The work includes developing or assisting the development of data for order of battle, operations, infrastructure, logistics, communications, intelligence, and concept of operations
(CONOPS).

Bridge Summary Performance Period Dates Amount FY 2026 29 January 2026 – 28 July 2026 $1,543,730.40
4. CIRCUMSTANCES JUSTIFYING LIMITED SOURCES: This action is under the procedures of Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed under the Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole source or limited sources procedures.”
Failure to extend these services and losing the support and expertise of the JDS Collections contract will disrupt our organization’s mission to provide timely and robust decision support to Senior DoD leaders and the analysts that serve them. If support is interrupted or delayed, analysts across the Department will lose access to data, resources, and expertise that senior leaders base their decisions. Analysts on this contract have been supporting the DSD’s Defense Comprehensive Review, and the robustness of analysis fueling the effort could suffer with an interruption to service.
The contracting team had originally anticipated the planned follow-on contracting vehicle, Joint Data and Analytic Support Services IDIQ, would be fully executed and able to support related JDS Analysis services by contract’s end on 28 January 2026. However, due to ongoing source selection process, the Government will need a couple of months to complete the process for a successful award. The multiple award IDIQ’s anticipated contract award is scheduled for February 2026 with the first competitive task order will be in April 2026. An additional three months of service to CAPE is included in the event there is a delay in awarding the first task order, which will prevent a gap in service.
Extending the JDS Analysis contract for six months will allow us to continue receiving essential services supporting DoW analysis while ensuring a seamless transition to the new IDIQ contract once it is fully executed. Failure to extend support would result in substantial duplication of cost to the Government. The substantial duplication of cost is estimated at $404,783.53 which is not expected to be recovered through competition. The estimated $404,783.53 cost of this extension includes approximately 2,912 additional labor hours, awarding services to a contractor other than Tyto would involve multiple transitions between potential contract holders (incumbent contractor, temporary contractor, and new contract awardees) which involves the Government paying multiple contractors for transition of different contracts for continuous support.
The Government would incur significant onboarding, training, and knowledge transfer costs to reach the current incumbent's level of expertise. We estimate the following cost breakdown for duplication of effort:
• Onboarding and Training: $57,826.22 based on onboarding costs which consists of onboarding with security, updating credentials on Common Access Card (CAC), Pentagon Access, and network accounts being processed.
• Knowledge Transfer: $115,652.44 based on estimated 80 hours required for current staff to document work and transfer knowledge.
• Opportunity Cost of Delays: $231,304.88, assuming a 30-day lapse in service to complete the award, based on financial risk due to delayed ability to address mission to provide timely and robust decision support to Senior DoW leaders and the analysts that serve them.
5. BEST VALUE DETERMINATION: The Contracting Officer (CO) determines that the anticipated prices will be fair and reasonable by using the techniques identified at FAR 15.404-1 “Proposal Analysis Techniques,” specifically FAR 15.404-1(b)(2)(ii) and FAR 15.404-1(b)(2)(v) to ensure award will be at fair and reasonable prices. In addition, the Government will compare proposed prices set forth by Tyto Government Solutions to historical prices paid by the Government under the current task order contract, HQ0034-20- F-0072, as well as compare proposed prices within the Independent Government Cost Estimate prepared for the PoP extension.
6. MARKET RESEARCH: Due to the urgent need to extend services to avoid a lapse in contractor support, the Government posted a “Notice of Intent” on SAM.GOV to notify industry of its intent to extend services on January 9, 2026 with a due date of January 13, 2026 and we received no responses.
7. OTHER SUPPORTING FACTS: CAPE’s JDS mission would experience a disruption to our organization’s mission should services be interrupted during the source selection process.
A six (6) month extension will be negotiated with Tyto Government Solutions to provide services until the IDIQ and first task order is awarded. The task order extension will be issued as the most logical cost-effective strategy and solution to the Government which will avoid duplicative costs and unacceptable delays in fulfilling the agency’s requirement and a potential gap in performance of critical services until time of contract award.
8. ACTIONS TO REMOVE OR OVERCOME ANY BARRIERS THAT LEAD TO THE
RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION
FOR THE SUPPLIES OR SERVICES IS MADE: This requirement is being recompeted unrestricted where the Government intends to award an IDIQ where this requirement will be part of the first task order due to the consolidation of three previous contracts. However, due to time constraint with the source selection process, the Government must restrict award consideration and implement an extension to Tyto Government Solutions while the Government works through the source selection process to award the new IDIQ contract.
Soliciting an open competition for a bridge contract for these services will take at least 180 days, which would cause a gap in the required services which would cause a lapse in the services. JDS cannot afford to have any interruption or a lapse in the performance of these services to compete an additional contract in additional to the contract award. The lapse or delay in services would cause irreparable damage to CAPE JDS mission.
9. If this acquisition is for new work as a logical follow-on to on original Federal Supply
Schedule (FSS), was the original order was placed under the FSS ordering procedures?
Yes, the original acquisition was issued on a competitive basis.
