About this file

This Statement of Work (SOW) details the USDA Whitten Building Turnstile Project 2025, which requires a contractor to provide and install three waist-height, individual optical style turnstiles at the building's front entrance. The turnstiles must be Gunnebo Model# Opti Stile 1080 with specific requirements including stainless steel housing, tempered glass barriers with USDA logo, optical sensors for unauthorized entry detection, and integration with ePACS Lenel access control hardware and software.

Key project specifications include installing FIPS 201 compliant card readers, implementing a random screening feature, configuring fire alarm emergency egress capabilities, and ensuring bi-directional traffic control. The project has a 120-day performance period from the award date, with deliverables including material procurement within 10 days, a project kick-off meeting 7 days after award, weekly progress reports, and final site commissioning 180 days after award. The contractor must provide a 3-year warranty and preventive maintenance agreement, and coordinate closely with USDA security, IT, and safety staff throughout the project's execution.

USDA WHITTEN BUILDING

TURNSTILE PROJECT 2025

STATEMENT OF WORK

Task Objective

The contractor will provide and install (3) waist height, individual optical style turnstile separate lanes at the Whitten front entrance. Each turnstile lane will need to be installed in the entrance doorway and configured for ePACS Lenel hardware and software to include a random screening feature implemented by Gunnebo and card readers for ingress and egress. Turnstiles should have a built-in exit feature that will respond to a gate-open signal from the Whitten GSA fire alarm system. The contracting team will work closely with all stakeholders - IT, security and facility managers in executing this project. They should work closely with USDA to adjust each turnstile to ensure the least amount of down time at each location.

Support Need Statement

• The contractor will provide and install (3) standard ADA waist high compliant lanes, Gunnebo Model# Opti Stile 1080 optical turnstiles with swing glass barriers, stainless steel housing’s & lids with card reader integration using exact design and configuration from currently installed units with the same USDA logo. Units shall be in a metal finish that matches the doorway finish. Each turnstile lane will need to have a tempered glass “barrier” gate that will deter any unauthorized user from entering through the turnstile.

The tempered glass will need to have the “USDA logo” engraved onto each of the turnstile’s gates, visible upon entry. The turnstiles need to be equipped with optical sensors that are used to detect unauthorized entry, tailgating and can be configured for audible alarm notification and integration capabilities into the ePACS system. Each lane should have the ability for bi-directional traffic in one direction at a time and each direction can be controlled independently with configuration to open for free exiting if the fire alarm in tripped. Each turnstile should provide a wide variety of operating modes.

Each turnstile lane will need to be configured for ePACS access control. The turnstiles will need to be installed directly on mounting bases to the floor.

• Each turnstile installed at the Whitten Building shall have the random screening feature programed in from Gunnebo that will allow random users to be selected upon entry for screening. These configurations shall also have an output to be used in the LENEL software as a trigger for an alarm monitoring point to be seen at the verification station.

• Upon project completion, the contractor will need to conduct a pre-test certification to ensure full functionality and compliance with the scope of work. Any deficiencies found will be corrected and a full system testing report will be provided. The contractor will then schedule a Government Acceptance Test.

• Contractor will provide a complete accountability checklist to ensure the new installations enunciates properly for each turnstile location within the ePACS LENEL alarm monitoring system, to include but not limited to: access granted & access denied using current USDA HSPD-12 Identification card.

• Contractor will provide a fire drop module at the front entrance location at Whitten for turnstile emergency egress in accordance with D.C. and GSA fire code. The contractor will coordinate/install all fire drop wiring, conduit, and programing.

• Contractor will pre-program the LENEL system to the maximum extent possible, by creating & programming hardware, developing access levels, time zones, holidays, door schedules, and prepping for cardholder enrollment.

• Contractor will install FIPS 201 compliant, PIV compliant, multi-technology 200 –bit card readers at all four turnstile locations.

• Contractor will work closely with USDA/OSSP Security staff during the project management. Provide a schedule and plan to USDA stakeholders. Contractor will purchase and stage all necessary material and tools for the project.

• Contractor will coordinate with USDA\OO Safety and Fire Division during all fire alarm, turnstile release testing & certification.

• Contractor should ensure & schedule all appropriate fire alarm testing and certification on all newly installed turnstiles. This is to ensure all turnstile gates open during fire alarm activation.

• Provide (3) year warranty on all provided parts and labor, as well as a (3) year preventive maintenance agreement.
