About this file
This is a sole source procurement notice issued by the High Desert Education Service District (HDESD) on behalf of Bend-La Pine Schools for facilitation services related to a districtwide task force addressing safe and equitable classroom and school climates. The procurement is designated as sole source, with Whitney Swander identified as the qualified vendor. The notice was posted for a seven-day protest period ending July 20, 2023, at 4:00 PM. No specific contract term, renewal options, or award date is provided in the documentation.
The justification for sole source procurement centers on Whitney Swander's unique qualifications, including her established relationship with Bend-La Pine Schools since fall 2019, her expertise in complex facilitation, and her specialized proficiency in qualitative data analysis. The task force composition includes BEA and OSEA representatives alongside school and district administrators, requiring skilled navigation of power dynamics and positional authority during a period of active collective bargaining. The facilitator will organize and synthesize information between sessions to maintain process momentum. Protests should be directed to Katie Huff, Contract Analyst, at the HDESD address listed, with contact information provided for inquiries.

Bid – S-P09003-
This notice will be posted for seven (7) days as required by OARS 125-247-0275.
Bend-La Pine Schools is establishing a districtwide task force to address the issue of creating and maintaining safe and equitable classroom/school climates. We knew that facilitation would be complex for a number of reasons, including the following:
1. The issue is controversial, with staff across the district expressing alarm about the current state of student behavior and school expectations;
2. The task force is composed of BEA and OSEA representatives, as well as school and district administrators. Navigation of positional authority and power dynamics is critical in ensuring both the efficacy and the validity of the outcomes;
3. The district is currently involved in collective bargaining with both BEA and OSEA; and
4. The facilitator will need to organize and synthesize ideas and information between sessions in order to keep the process moving forward.
Whitney Swander has worked in multiple facilitation roles for BLS since the fall of 2019, so she is a known and trusted partner. She also has deep experience in complex facilitation, as well as qualitative data analysis: it is unusual (though not unique) to have a single individual with expertise in both these skills. For these reasons, Whitney Swander qualifies as a sole proprietor.
