About this file
Attachment B is a detailed contractor responsibilities document for a tree-thinning services contract with the United States Forest Service (USFS). The document outlines specific criteria for tree thinning operations, including guidelines for selecting trees to cut or preserve, with a focus on trees less than six inches in Diameter at Breast Height (DBH). The contractor is required to thin trees to achieve a 10' x 10' spacing, prioritizing lodgepole pine, Engelmann spruce, and sub-alpine fir, while preserving aspen trees. The scope includes precise instructions for cutting stumps, severing trees, and disposing of slash by creating windrows with specific dimensional requirements.
The document includes comprehensive fire safety criteria tied to the National Fire Danger rating system, with operational requirements that vary from normal operations to potential work stoppages during Red Flag Alerts. Contractors must have specific fire suppression tools, including shovels and fire extinguishers, and follow strict guidelines for equipment fueling and work hours during different fire danger levels. Additional contractor responsibilities include providing notification two days prior to beginning work, meeting with the agency representative, signing the work area, using agency-approved cutting methods, and exercising care to minimize damage to selected leave trees while furnishing all necessary labor, equipment, and materials for tree thinning operations on USFS lands.

ATTACHMENT B
CONTRACTOR RESPONSIBILITIES - The Contractor shall perform tree-thinning services in accordance with the following:
1. The Contractor shall thin trees by prescription and base spacing of leave trees using the following criteria:
A. Trees to be felled will be principally less than six inches (6”) in Diameter at
Breast Height (DBH). No trees under two feet (2’) in height need to be cut. The desired spacing of leave trees is ten feet by ten feet (10’ x 10’), provided that trees that are six inches (6”) in DBH and larger are considered for spacing purposes.
B. All dead trees smaller than six inches (6”) in DBH shall be cut.
C. Trees indicative of good quality, which are less than six inches (6”) in DBH, are those having well-formed, pointed crowns, uniform branching, dark green needled, no defects; they shall show dominance in height growth in relation to the average and have more than one-half (½) of the total height in live crown. These trees shall be selected as leave trees.
D. Trees indicative of poor quality, which are less than six inches (6”) in DBH, are those having one (1) or more of the following characteristics. These trees shall be selected for cutting.
(i) Height growth noticeably less than the average for the stand.
(ii) Trees having animal or mechanical scars.
(iii) Forks or evidence of excessive wide spreading crowns and heavy limbs.
(iv) Trees leaning more than five inches (5”) from vertical.
(v) Trees noticeably too tall compared to diameter growth that will be susceptible to snowbend, windthrow, or breakage.
(vi) Trees containing sweeps.
(vii) Trees showing mistletoe.
(viii) Any broken topped trees.
E. Priority order for leave tree species shall be lodgepole pine, Engelmann spruce, and sub-alpine fir.
(i) No live aspen will be cut and the contractor shall ignore aspen trees for spacing.
2. The Contractor shall cut stumps no higher than six inches (6”) on the high-ground side or below the lowest live branches, whichever is lower.
3. The Contractor shall completely sever trees from the stump.
4. The Contractor shall ensure that no tree remains caught in the canopy.
5. The Contractor shall dispose of slash using the following criteria:
A. Slash accumulated as a result of operations shall be placed in windrows
B. The windrows shall have a minimum size of six feet (6’) in height, six feet
(6’) in width, twenty feet (20’) in length and a maximum size of fifteen feet (15’) in height, ten feet (10’) in width, and fifty feet (50’) in length.
C. Material protruding more than three feet (3’) from the face of the windrow shall be cut and placed on the windrow.
D. Residual trees within five feet (5’) of the windrow shall be cut and placed on the windrow.
E. Windrows shall be at least one hundred feet (100’) apart.
F. Windrows shall be at least seventy-five feet (75’) from USFS roads.
Except where unit width does not allow, in this case windrows shall be as far from USFS roads as possible.
G. Windrows will be a minimum distance of twenty feet (20’) from trees outside the thinning unit.
H. The Contractor shall not leave slash or cut trees on the road or in the ditches along roads. All residual slash created from tree thinning operations shall be promptly removed from the road and ditches.
6. The Contractor shall exercise due care to minimize damage to the selected leave trees.
7. The Contractor shall furnish all labor, equipment, supplies, and materials necessary to thin tree stands on the USFS lands described in the Contract.
8. The Contractor shall cut trees with a method approved by the Agency.
9. The Contractor shall be responsible for signing the work area in both directions of travel prior to entering the work zone on publicly accessible USFS land.
(Example: MEN & EQUIPMENT AT WORK).
10. The Contractor shall provide notification two days prior to beginning work. The
Contractor will be required to meet with the Agency representative before starting project work.
11. Fire Criteria
The Contractor shall use caution when working in the forests, have spark arrestors on equipment, have fire suppression tools available, and take immediate action to extinguish any fires that occur in the vicinity.
The Contractor shall have within a three (3) minute round-trip of each saw: One (1) round pointed #0 to #2 long handled shovel with serviceable handle and one (1) five-pound (5lb) BC rated fire extinguisher.
If local and site-specific conditions warrant, additional restrictions shall be placed on the operator. The indicator for the required level of protection and or operations shall be the
National Fire Danger rating system.
Fire Danger Rating Operational Requirement
Low through High Normal operations and administration as specified in the Contract.
Very High In addition to normal requirements, the Contractor will be required to:
A. Fuel chainsaws and equipment on an area that has been cleared of all vegetation for a radius of three feet (3’) beyond the reach of the equipment. (Landings and roads will meet this requirement).
B. Have a minimum of a ten (10) pound BC rated fire extinguisher at the fueling site and any maintenance sites.
C. Have fire hand tools on site for each employee on site.
Extreme In addition to the “Normal” and “Very High” requirements, the
Contractor will be required to:
A. Operate only between the hours of 5:00 PM and 10:00 AM.
B. Remain in the area for one (1) hour following the shutdown of harvesting and cutting to ensure there is no smoke in the area and that no fires have ignited.
