About this file
This is a Request for Proposal (RFP) issued by the Baker County Board of Commissioners in Newton, Georgia, seeking a 5-year lease for a wheeled excavator with specific equipment requirements. The county is soliciting proposals for a wheeled excavator with a minimum of 170 horsepower, a mulcher head, and comprehensive operational features including cameras, selectable power modes, quick change adapter, high flow hydraulic pump, and specific configuration requirements such as 4 outriggers, AC cab with debris guards, and fold-down capability. The proposal deadline is August 29, 2025 at 12:00 PM, with a project start date listed as "ASAP", and the county expects to lease the equipment for a 5-year term with a minimum usage of 7,500 hours.
The RFP indicates that contract awards will be based on multiple evaluation criteria, including proposal format compliance, perceived solution effectiveness, vendor delivery capability, past performance, personnel availability, and overall cost. The Baker County Board of Commissioners reserves significant discretion in the award process, including the ability to award multiple contracts, accept the lowest price offer, award contracts before the deadline, and refuse any proposal without obligation. No specific budget or funding source is detailed in the document, and the RFP does not mention any set-aside provisions or incumbent contractors. The primary contact for the project is Johnny Duckworth, who can be reached at 229-328-7831 or comanager@bakercountyga.com.
