The document is a specification volume (Volume 1, Divisions 0-13) for the Wheatridge Recreation Center project in Wheat Ridge, Colorado. The City of Wheat Ridge is seeking qualified contractors to replace the existing lighting system in the Recreation Center's Main Hall and Gymnasium with new, energy-efficient LED lighting and integrated controls. The Request for Proposals (RFP 25-037) requires a comprehensive turn-key solution that includes lighting design, fixture installation, and complete documentation for code and permit compliance. A mandatory pre-proposal meeting is scheduled for October 13, 2025, with proposals due by October 24, 2025, at 2:00 pm Mountain Time. The project is planned for completion within a seven-day period in 2025, working around the recreation center's operational schedule.

The city will utilize a best value procurement model, evaluating contractors based on qualifications, price, product quality, service capabilities, and alignment with city policies and budget. While specific budget details are not explicitly stated, the project focuses on a comprehensive lighting infrastructure upgrade emphasizing energy efficiency and modernization. A performance bond will be required, and the contract is subject to annual renewal based on the contractor's performance and pricing, with the city reserving the right to rebid or terminate the agreement. The evaluation process will comprehensively assess the contractor's capabilities, references, project approach, and overall value proposition, with a preference for local Colorado contractors capable of meeting the project's technical and operational requirements.
