WHEATRIDGE_RECREATION_CENTER_VOL_1_Part_1.pdf

This is a comprehensive specifications document for the Wheatridge Recreation Center project involving the City of Wheat Ridge, Colorado. The City is seeking qualified contractors to design and supply new LED lighting systems to replace existing fixtures in the Recreation Center's Main Hall and Gymnasium areas. The project requires a turn-key solution encompassing lighting design, fixture installation, electrical connections, complete documentation, and integration of energy-efficient LED lighting with advanced control systems. A mandatory pre-proposal meeting is scheduled for October 13, 2025, at the Wheat Ridge Recreation Center, with proposals due by October 24, 2025, at 2:00 pm Mountain Time. The project must be completed within a seven-day installation period in 2025, with contractors required to work around the facility's operational schedule. The City will evaluate proposals using a best value procurement model, assessing qualifications, price, product quality, service capabilities, and alignment with city policies and budget.

The City requires contractors to be local to Colorado and to provide comprehensive electrical drawings, material specifications, and code and permit compliance documentation. A performance bond will be required for project execution. The contract includes provisions for annual renewal based on contractor performance and pricing, with the City reserving the right to rebid or terminate the agreement. The project focuses on modernizing the recreation center's lighting infrastructure to improve energy efficiency, longevity, serviceability, and safety. No specific budget figures or set-aside designations for disadvantaged enterprises are explicitly detailed in the specifications. The contract structure allows for potential multi-year engagement while maintaining the City's flexibility in future procurement decisions.
