About this file

This specification document outlines requirements for the California Department of Food and Agriculture (CDFA) for the supply of Wheat Millfeed used in Mediterranean fruit fly rearing diet at their Hawaii Fruit Fly Rearing Facility in Waimanalo, Hawaii. The contract requires 2,583 bags (129,150 pounds total) of pesticide-free Wheat Millfeed delivered in 50-pound bags, with delivery required within 30 days of notice from CDFA. The contract term runs from February 18, 2025, through June 30, 2025, approximately 4 months. The contractor must provide all equipment, staff, services, supplies, and storage facilities necessary for timely delivery.

The product must meet strict pesticide residue limits (0.02 ppm for Methyl chlorpyrophos and Chlorpyrophos, 0.2 ppm for Malathion) and requires sample testing at CDFA's Center for Analytical Chemistry in Sacramento before acceptance. Payment will be made upon delivery and acceptance of product with COR approval. The contract is structured as a Blanket Purchase Order with no guaranteed volume, as orders will be placed on an "as needed basis" depending on fruit fly production levels. Pricing must include delivery to the Hawaii facility.

Wheat Millfeed (Pesticide Free)

1. Bid Specifications

A. Scope

1. A contract is required by the California Department of Food and Agriculture (CDFA) for the supply of Wheat Millfeed for the Mediterranean fruit fly (medfly) rearing diet to the CDFA Hawaii Fruit Fly Rearing Facility located in Waimanalo, Hawaii. Material to be packed in 50 lb. bags clearly showing product name, manufacturer, net weight and lot number.

2. The Contractor shall provide all equipment, staff, services, supplies and storage facilities necessary to ensure the timely delivery of required materials within the specified timeframe.

3. As fruit fly production has “peaks” and “valleys”, there is no guaranteed volume of material requested by CDFA; the demand will be based upon projected production levels.

4. The guaranteed delivery of uncontaminated medfly larval diet materials on an “as needed” basis is the pre-eminent charge of this contract.

B. Period of Contract This Blanket Purchase Order will be effective for approximately 4 months or until funds have been expended; whichever occurs first. Product will be ordered on an “as needed basis”. Price to include deliveries to the Hawaii facility. Term of this contract will be effective February 18, 2025 through June 30, 2025.

C. Contracting Officer’s Representative (COR)

CDFA will designate as COR the Director of the CDFA Hawaii Fruit Fly Rearing Facility (or designee), who will have authority to secure the orderly administration of this contract. The COR will not have authority to change the basic terms of this agreement.

D. Contractor Responsibilities

1. Providing only Wheat Millfeed containing no more than the maximum allowable pesticide residues (MAPR) as described in the following table will be accepted:

2. Sending a one pound sample of each lot must be sent to the CDFA Center for Analytical Chemistry, located at 3292 MEADOWVIEW ROADSACRAMENTO, CALIFORNIA 95832, prior to acceptance by CDFA in Hawaii. Any product from a specific lot found to exceed the maximum allowable pesticide residue shall result in the entire lot being refused by CDFA. Refusal of contaminated product will not change the targeted delivery timeframe.

3. Ensuring the Wheat Millfeed is delivered to the CDFA Hawaii Fruit Fly Rearing Facility in Waimanalo, Hawaii within 30 days of notice by CDFA in the quantity required by CDFA.

E. Basis for Payment

1. Payment will be made upon delivery and acceptance of product and receipt of an invoice.
