About this file
This document is a Notice of Intent to Award a Sole Source Contract issued by the Washington Department of Fish and Wildlife (WDFW) for services related to the Oregon Spotted Frog (OSF) habitat at the West Rocky Prairie site. WDFW intends to award a sole source contract to Northwest Land and Water, Inc. to develop conceptual and quantitative models to be used as a planning tool for analyzing alternative site treatments and features to increase the frog's summer-fall aquatic footprint. The contract will have a term from 10/21/2019 to 06/30/2021 for Phase 1 of the work, with a cost not to exceed $20,000. Phase 2 is estimated to cost $140,000 but is not currently funded, and Phase 3 is indeterminate. Interested firms or individuals may submit a written statement of their capability to meet the requirements within 5 business days of the notice publication.
The proposed sole source contract is for a service under the authority of RCW 39.26. WDFW suggests that previous vegetative manipulations may have beneficially affected egg mass productivity, and recognizes that sufficient summer-fall OSF habitat at the West Rocky Prairie site is key to the frog's long-term survival. WDFW will review all responses received within 5 business days and make a determination on whether to proceed with a competitive procurement.

This is not a Request for Bids and there is no solicitation available. The proposed contract is for a service for which the State intends to award to only one source under the authority of RCW 39.26. Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, bids, or quotes.
Since 2009, WDFW has been enhancing oviposition sites by controlling invasive vegetative growth. Washington Department of Fish and Wildlife (WDFW) suggests that these vegetative manipulations may have beneficially affected egg mass productivity. WDFW recognizes that sufficient summer though fall OSF habitat at WRP is key to its long-term survival. As such, WDFW’s goal is to implement site treatments and/or construct features that increase the frog’s summer-fall aquatic footprint.
WDFW intends to award a Sole Source Contract to NORTHWEST LAND AND WATER, Inc, a company specialized in analytical capabilities to support water-resource development, management, and protection.
There are three phases to this work. Under this Contract, for the term 10/21/2019 to 06/30/2021, NORTHWEST LAND
AND WATER, INC will develop conceptual and quantitative models to be used as a planning tool for analyzing alternative site treatments/features. This is Phase 1 of this Service Contract, with the cost not to exceed $20,000.
Phase 2 is estimated to cost $140,000; however, it is not funded at this time. Phase 2 contract terms will be determined, in part based on the extent of the additional funding. Phase 3 is indeterminate and will only become known near completion of Phase 2.
Interested firms or individuals may identify their interest and capability to respond to this requirement by submitting in writing their name, address, point of contact, telephone number, email and a statement of capability. Interested firms will be considered only if they respond with clear and convincing documentation that they are capable of meeting or exceeding the requirements. All responses received within five (5) business days after the date of publication of this synopsis will be reviewed by WDFW. A determination by the Contracts and Purchasing Manager not to compete this proposed action based on the responses to this notice is solely within the discretion of the Department.
All responses must be in writing and returned to ATTN: Janice Jackson, Deputy Contracts Officer, Washington Department of Fish and Wildlife | Post Office Box 43200 | Olympia, WA 98504-3200. For electronic responses, note the email address on this document, and the phone number for inquiries.
