MEMORANDUM FOR MICC-Fort Drum

SUBJECT: Brand Name Exact Match Memo for FedBid Buy WestPointEECSBCD0004 of two Stratasys F370 3D Printers

1. The Department of Electrical Engineering and Computer Science (EECS) provides fabrication support capability for roughly 350 students per year and is an integral enabler of senior design projects across several departments to include the Department of Civil and Mechanical Engineering (CME). 3D printers have become the backbone of our students’ ability to rapidly prototype and evaluate physical design components. The current pair of EECS’ 3D printers are 10 years old and well past their expected serviceable life. Since the two departments share many of the same students and co-support each other’s capstone projects, last year CME purchased four new Stratasys F370 printers in an open bid based on a jointly-developed set of specifications. Our lab program is taught to sophomore through senior classes where consistency and uniformity of equipment is critical to providing a learning environment that allows the students to focus on the educational material and not be distracted by needing to learn separate CAD software or operational capabilities for different pieces of equipment that perform the same function. Additionally, West Point is in the process of building a new laboratory building for CME and EECS in which both departments’ fabrication equipment will be co-located in combined prototyping labs. Having the same makes and models of key equipment is critical to interoperability between the two departments and our students. While it is crucial to precisely match the make and model of the 3D printers purchased last year, no specific vendor is required as long as they meet the requirements of this memorandum.

2. Last year CME submitted an open bid for any 3D printer that met our joint technical requirements with no specified make or model requested. Of the numerous bids received the Stratasys F370 3D printer was the best fit and price was selected for purchase.

3. Each make of 3D printer has its own CAD software, maintenance and operation procedures and specific form factor for consumable print and support material as well as normal wear-out components.

Only the Stratasys F370 printer would provide a common platform for both EECS and CME allowing for interchangeability of supplies and materials and interoperability between personnel.

4. For the reasons listed above, the Department of Electrical Engineering and Computer Science requests that a brand name or particular item(s) purchase of two Stratasys F370 3D printers with the following characteristics and options: 115vac, educational software and starter material option #EDU- 00059, one SCA-3600 220vac soluble support cleaning station, two cases of soluble concentrate, two replacement F123 extrusion heads, and on-site setup and training.
