About this file
This is a Notice of Exemption from Competitive Bidding issued by Water Environment Services (WES) in accordance with LCRB C-049-0600 and ORS Chapter 279C.335 for the Sandy River Lane Force Main Replacement Project in Oregon. WES is seeking to utilize an alternative contracting method through a Request for Proposal (RFP) process for the selection of a Progressive Design Build contractor. The exemption from competitive bidding is being proposed to streamline the procurement process for this public improvement project. Written comments on WES's draft findings supporting the exemption must be submitted by Tuesday, June 30, 2026 by 6:00 PM Pacific Time to Ryan Rice, Procurement Manager, at rrice@clackamas.us. If a written request for a public hearing is submitted, WES will hold a hearing to receive additional comments on the draft findings.
The notice does not specify pricing terms, funding amounts, or other financial details related to the project. No information regarding set-asides, incumbents, or renewal options is provided in this exemption notice. The document serves primarily as a public notification mechanism to allow interested parties to comment on the agency's decision to pursue an alternative contracting method rather than traditional competitive bidding for this infrastructure project.
