About this file
This file consists of Addendum No. 1 to RFQ #27-02 issued by Isle of Wight County Schools for a Construction Manager at Risk (CMAR) project to construct a new Westside Elementary School, along with a supporting determination memorandum justifying the use of the CMAR delivery method. The addendum, dated July 21, 2026, addresses five pre-proposal questions submitted by interested parties and clarifies key project parameters. Proposers must acknowledge receipt of the addendum in their RFQ response and limit submissions to 30 pages front and back (60 single-sided pages), excluding the cover page and transmittal letter. The pre-construction phase is anticipated to begin October 1, 2026, with the Notice to Proceed for construction planned for early spring 2027. The commissioning authority will be managed by the design team under existing contract, and the need for theatrical or audiovisual system consultants will be determined once the CMAR is on board following completion of concept design changes.
The determination memorandum, prepared by the Chief Financial Officer/Purchasing Agent and dated April 27, 2026, provides the statutory justification required under Virginia Code 2.2-4382 for using CMAR instead of competitive sealed bidding. The determination identifies six primary factors supporting this approach: project complexity involving phased construction on an occupied site with multiple stakeholders and technical systems; cost management benefits through ongoing estimating and value engineering with establishment of a Guaranteed Maximum Price prior to construction; schedule flexibility to accommodate early construction activities and long-lead material procurement; risk allocation advantages through GMP structures; enhanced collaboration and quality through early contractor involvement; and current market conditions including material cost volatility and supply chain constraints. The project is based on a prototypical design previously constructed for Isle of Wight County Schools.

PRE-PROPOSAL QUESTIONS
1.1 PRE-PROPOSAL QUESTION: We’ve consulted on several CMAR procurements across the Commonwealth, and in this one, I noticed there doesn’t seem to be a justification for using CMAR based on the project’s complexity. The project must be complex for CMAR to be used (Code of Virginia §2.2- 4382, Paragraphs D and E). The statement included only references to the advantages of a GMP.
Response: Refer to the attached Justification approved by the County and School Board.
1.2 PRE-PROPOSAL QUESTION: Please clarify the number of pages allowed. The RFQ states 30 pages single sided and 60 pages front and back, not including the cover page. Is this correct?
Response: Please limit your RFQ response to 30 pages front and back (60 single sided), not including the cover page and transmittal letter.
1.3 PRE-BID QUESTION: I recently reviewed the referenced project and wanted to inquire about the third-party commissioning services. Section 01 91 13, 23 08 00 would typically indicate that a Commissioning Authority (CxA) be hired for this project by the Owner. With this project going for a CM at Risk I have seen on many occasions the Cx being under the CM contract. How will this be handled on this project?
Response: The Cx agent for this project will be handled by the design team and is already under contract for these services.
1.4 PRE-PROPOSAL QUESTION: Could you please advise whether this project has a theatrical consultant, AV design consultant, owner's representative, or other client representative assigned to oversee technology, theatrical, or audiovisual systems?
Response: This project is based on a prototypical design previously constructed for IWCS. Once the design team is complete with concept design changes and the CMAR is brought on board to assist with management of the project design, we will determine the need for any assistance with the stage requirements.

1.5 PRE-BID QUESTION: If known, what is the expected start date for construction?
Response: As indicated in the RFQ, the anticipated Pre-Construction phase is planned for Oct 1, 2026. The anticipated Notice To Proceed (NTP) for construction is planned for early spring of 2027.

Memorandum to File
Subject: Determination in Advance to Use Construction Management at Risk (CMAR) Project: New Westside Elementary School Date: April 27, 2026
This memorandum documents the determination in advance that the Construction Management at Risk (CMAR) project delivery method is more advantageous than competitive sealed bidding for the above-referenced project, in accordance with § 2.2-4303.1 of the Virginia Public Procurement Act and pursuant to IWCS Board Policy DJ-R, Section Q.2.
Background
The IWCS School Board is undertaking the construction of a new Westside Elementary School.
The scope, schedule, and operational considerations associated with this project require careful coordination and cost control.
Basis for Determination
1. Project Complexity The project includes phased construction, occupied site conditions, multiple stakeholders, and technical systems, which benefit from contractor involvement during the design phase to address constructability and sequencing.
2. Cost Management The CMAR method allows for ongoing cost estimating, value engineering, and alignment with the project budget throughout design. Establishment of a Guaranteed Maximum Price (GMP) provides financial predictability prior to construction.
3. Schedule Considerations The project timeline requires flexibility and the ability to begin early construction activities.
CMAR supports phased construction and early procurement of long-lead materials, reducing overall project duration.
4. Risk Allocation The CMAR delivery method shifts certain financial and construction risks to the construction manager, particularly through the GMP structure, while allowing for early identification and mitigation of project risks.

Memorandum to File April 27, 2026
5. Collaboration and Quality Early and continuous collaboration between the Owner, design team, and construction manager enhances coordination, reduces change orders, and supports improved project outcomes.
6. Market Conditions Current construction market conditions, including material cost volatility, labor availability, and supply chain constraints, support the use of a delivery method that provides flexibility and early contractor engagement.
Conclusion Based on the factors outlined above, it is determined that the use of the CMAR project delivery method is more advantageous than competitive sealed bidding for this project. This determination is made in compliance with the requirements of the Virginia Public Procurement Act and IWCS School Board Policy DJ-R.
