About this file
This document is a Performance Work Statement (PWS) for inspecting Well B at the Eielson Air Force Base (EAFB) Water Treatment Facility. The contractor shall provide all personnel, labor, equipment, supervision, and tools necessary to conduct a video inspection of the well casing, screen, and associated equipment to determine the well's current condition and suitability for continued use. Key tasks include a physical inspection of the wellhead and pump, video inspection, disinfection, and operational testing. The contractor shall provide preliminary and final reports within 30 and 60 days, respectively, after completing the inspection. Relevant regulations include UFC 3-230-1, AFMAN 32-1072, and ANSI/AWWA standards.
The related federal contract opportunity is for inspecting Well F, Building 3427, at the EAFB Water Treatment Facility, in addition to Well B. A site visit is scheduled for August 21, 2024, and interested contractors must provide personnel details by August 16, 2024. The end goal is to determine the current condition of the wells and whether further investment is warranted.

Performance Work Statement
Inspect Well B, Bldg 3430 for the EAFB Water Treatment Facility
Eielson Air Force Base March 2024
Prepared By: Sylvin B. Carter
Description of Requirement
1. BACKGROUND/GENERAL SCOPE
1.1 Eielson AFB (EAFB) is served by one water supply system that includes five (5) water wells and a 2.16 MGD water treatment facility to meet EPA, DOD primary and secondary drinking water standards and ADEC (Alaska Department of Environmental Conservation) Alaska Drinking Water Standards, Alaska Drinking Water regulations under section 18 AAC 80. The existing raw groundwater supply currently meets EPA regulations. The groundwater is obtained from four (4) wells (A, B, E, F) located throughout the base. An additional well (No. 7) is located on the southeast end of the runway and is tied directly into the water distribution without treatment, except for chlorine disinfection and a corrosion inhibitor which is added at Wellhouse No. 7. This wellhouse only operates upon a high demand, low pressure situation (fire flow demand scenario typically) in this area of the distribution system.
Over time as a water well ages, the rate at which water may be pumped (commonly referred to as the well yield, flow, or performance) tends to decrease especially in wells that were not particularly properly developed when they were first drilled. B Well, (Bldg 3430) was first established in the 1950s and was drilled to a depth of 89.5 feet with the well casing being 12 inches in diameter. The well has a static water level of 8.8 feet below the top of the steel casing and had a yield of 900 gpm. Because Well B has highest levels of PFC contamination of all the source water wells used for potable water production it is seldom used. However, the government is still leaning forward with getting Well B video inspected to verify the well’s current condition as it still viable option for source water for potable water production. When a well’s production begins to reduce this reduction can be attributed to many different changes in the well or to the physical condition of equipment such as decreased water level in the well, decreased specific capacity, increased sand or sediment content in the water, incrustation from mineral deposits, bio-fouling by the growth of microorganisms, physical plugging of the aquifer by sediment, well screen or casing corrosion including to damage to the well pump.
1.2 The contractor shall provide all personnel, labor, equipment, supervision and tools necessary IAW UFC 3-230-1, Change 1, WATER TREATMENT; AFMAN 32-1072, WATER-WELL DRILLING OPERATIONS; ANSI/AWWA Standard A100-20, WATER WELLS; 18 AAC 80, DRINKING WATER, Alaska Drinking Water Regulations or any other applicable military, state, federal and environmental regulations or industry standards not mentioned herein this document to Inspect Well B, Bldg 3430 at the EAFB Water Treatment Facility. The end goal of this project is to ensure the government knows the current condition of the well casing, screen, down pipe any other pertinent equipment or structures necessary for Well B that would enable the government to determine if further investment is warranted. This would be based off information gathered from the closed-circuit video inspection of the parts of the well deemed necessary for its proper operation.
1.3 The contractor shall first be responsible for conducting a complete physical inspection of the exterior of the wellhead seal and pump, pump motor then a video inspection of the internal condition of the well casing, well screen, pump stages/bowls and any other pertinent associated equipment needed for the efficient/necessary operation of the well.
The contractor will be responsible for the physical removal and reinstallation of all equipment that would enable them to perform the video inspection of the well. The equipment that was reinstalled must be fully operational at the conclusion of the inspection.
1.4 Before the contractor re-installs the equipment removed for the closed-circuit video inspection the contractor shall comply with the requirements IAW ANSI/AWWA Standard C654-13, DISINFECTION OF WELLS and thoroughly disinfect the well. Allow the well to rest for at least 12 hours before pulling samples for coliform bacteria. If the test results confirm a negative presence of coliform bacteria the contractor shall re-install the refurbished well pump and motor or install the new well pump and motor. The contractor shall provide written notification to government of the negative coliform bacteria test results.
1.5 With the well pump and motor and any other necessary equipment correctly installed the contactor shall conduct all necessary/required operational tests of the re-installed existing pump and motor and complete necessary/required documentation per the requirements of AWWA Standard A100-20, WATER WELLS.
1.6 The contractor shall provide a preliminary report within 30 calendar days followed by the final report to include the video inspection to the government within 60 calendar days after completion of this project. The contractor shall provide the government both physical and electronic copies of video inspection preliminary and final reports.
1.7 The contractor shall ensure proper transport and disposal of all waste materials IAW
Eielson AFB, ADEC, and EPA HAZWaste regulations and requirements as part of this project.
1.8 The contractor shall be responsible for the coordination and completion of all documentation that is required to meet ADEC regulations in the event the well design is changed because of this project for final approval to construct and/or operate. The government shall be provided with electronic/hard copies off all documents that are provided to ADEC.
