About this file
This is a Request for Interest (RFI) issued by the County of Solano, Department of Health and Social Services, for the Welfare-to-Work Expanded Subsidized Employment Program. The program seeks qualified employers willing to hire and provide subsidized employment to CalWORKs participants for a minimum of six months while offering necessary training and support. Respondents must be willing to serve as the Employer of Record and enter into a Worksite Agreement with the County that describes the participant's work assignment and outlines the responsibilities of both parties. Employment services must be available to clients residing anywhere in Solano County, including the cities of Fairfield, Suisun, Vacaville, Dixon, Rio Vista, Benicia, and Vallejo. The RFI was released on May 11, 2026, with responses due by May 19, 2027, at 5:00 pm via the OpenGov Solano County Portal. This is issued as an open and continuous opportunity, allowing interested firms to submit statements of interest at any time while the posting remains open.
Employers are responsible for compliance with all California State Labor Laws, including healthcare and paid sick leave requirements, and must maintain current business and payroll taxes covering FICA, unemployment insurance, state disability insurance, and workers' compensation insurance. The County provides tiered reimbursement of subsidized wages, beginning at 100 percent for the first three months and declining to 75 percent in month four, 50 percent in month five, and 25 percent in months six through twelve. Employers may request up to two extensions beyond the initial six-month subsidy period, during which the reimbursement rate remains fixed at 25 percent. Respondents must demonstrate their organizational credentials, background, years in business, prior experience delivering similar services, office locations, employee count, and business structure. No contract will be awarded based on this RFI, and responses may be used by the County without restriction or limitation.
