About this file
This is a Request for Information (RFI) issued by the Department of General Services, Support Services Division of Solano County, California, regarding the Welfare-to-Work Expanded Subsidized Employment Program. The RFI seeks statements of interest from qualified employers and organizations willing to participate in the program, which aims to help CalWORKs clients gain paid work experience, enhance job skills, and transition into permanent, unsubsidized employment. The County is seeking employers who will hire welfare-to-work participants with subsidized wages for a minimum of six months while providing necessary training and support, as well as organizations capable of delivering job training, job coaching, and placement services. The RFI was released on February 10, 2026, with responses due by April 2, 2026, at 5:00 pm. Submissions must be made digitally via the OpenGov Solano County Portal at https://procurement.opengov.com/portal/solanocounty. The service area encompasses all of Solano County, including Fairfield, Suisun, Cordelia, Vacaville, Dixon, Rio Vista, Benicia, and Vallejo.
The County will provide reimbursement to employers on a tiered basis for a percentage of subsidized wages during the employment period, beginning at 100 percent reimbursement for the first three months and tapering to 25 percent by month six, with the option for employers to request up to two extensions beyond the initial six-month subsidy period at a fixed 25 percent reimbursement rate. Employers participating in the program must comply with all California State Labor Laws, including healthcare and paid sick leave requirements; maintain current business and payroll taxes including FICA, unemployment insurance, state disability insurance, and workers' compensation insurance; provide comprehensive general liability insurance; serve as the Employer of Record without subcontracting that responsibility; and conduct monthly job coaching and counseling meetings with participants. The RFI specifically notes that responses may be used by the County without restriction and that submission does not obligate the County to issue any subsequent contract or confer competitive advantage in future solicitations. Respondents must submit organizational information including credentials, background and history, years in business, office locations, employee and client information, and details regarding any mergers or acquisitions within the past ten years.

Month Percentage of earned wages reimbursed
Placement Type
Month 1 100% Initial Month 2 100% Month 3 100% Month 4 75% Month 5 50%
Month 6 25% Month 7 25% Extension 1* Month 8 25% Month 9 25% Month 10 25% Extension 2* Month 11 25% Month 12 25%
The initial subsidy period shall cover the first six (6) months, starting at full reimbursement and tapering down.

Employers may request up to two (2) extensions beyond the initial subsidy period. During any approved extension, the reimbursement rate remains fixed at 25% of the participant’s wages.
This tiered approach incentivizes employers to retain participants and transition them into unsubsidized employment.
