About this file
This is a delivery schedule specification document for bread products required by the Federal Bureau of Prisons at FCI Manchester. Weekly bread deliveries are mandated for the period from June 1, 2026, through September 30, 2026, with delivery windows strictly between 8:00 a.m. and 2:00 p.m. EST. Federal holiday deliveries are not accepted. The Food Service Department will contact the contractor weekly to specify quantities needed, with all orders coordinated through authorized individuals to be identified at contract award. Deliveries must be palletized and scheduled in advance with the Food Services Warehouse prior to each delivery date.
The document establishes strict compliance requirements for product condition and temperature control: non-frozen perishable foods must arrive between 34°F and 41°F, canned goods above 34°F and unfrozen, and frozen foods at 0°F or below, with any evidence of prior thawing resulting in automatic refusal. All items must meet solicitation specifications and are subject to inspection and testing for up to three days, with non-conforming products either repaired, replaced, or reperformed at no additional cost to the government. Vendors are responsible for picking up rejected items within two weeks of notification at their own expense. Failure to maintain delivery schedules without excusable delay or meet contract specifications will negatively impact the contractor's past performance record and affect future award eligibility.
