EDUCATION FLOORING REPLACEMENT
WEBER BASIN JOB CORPS CIVILIAN CONSERVATION CENTER
SECTION 010150
STATEMENT OF WORK/GENERAL REQUIREMENTS
PART 1 – SUMMARY OF WORK
1.1 DESCRIPTION
A. Work for this project requires the Contractor to be responsible for supplying all labor, materials, equipment, utilities, miscellaneous items, freight and delivery and all necessary valid licenses for the work summarized as follows:
1. Building 31, Education Flooring.
1.2 LOCATION
A. This project is located at the Weber Basing Job Corps Civilian Conservation Center located 2.1 miles from South Weber, UT in Davis, County. The address is 7400 Cornia Drive, Ogden, UT 84405. Driving instructions can be obtained from the Center by calling (479) 667-3686.
1.3 PROJECT SCHEDULING
A. Work hours for this project are between 8:00 AM-4:30 PM Monday through Friday.

1.5 USE OF PREMISES
A. Confine constructions operations to immediate area of work. Do not disturb portions of Project site beyond areas in which the Work is indicated.
B. Government will occupy site and buildings during entire construction period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the work so as not to interfere with Government's day-to-day operations.
C. Keep driveways, parking areas, loading areas, and entrances to buildings clear at all times and available to Government, Government's employees, and emergency vehicles.
Do not use these areas for parking or storage of materials. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Government and authorities having jurisdiction.

A. Smoking is not permitted within the buildings or within 25 feet (8 m) of entrances, operable windows, or outdoor air intakes.
1.7 PERMITS (NOT USED)
1.8 SCHEDULE OF ITEMS
A. Schedule of Items: The project Schedule of Items includes several sections to organize the work into Base Items and Optional Items.
1. Provide pricing for all items listed in the Schedule of Items.
2. Contract award will be made for all Base Items.
B. Base Items (BI):
1. Base Item No. 1- Building 31 Education Flooring
a. Measurement: Contractor shall verify all quantities and field conditions.
b. JCC Deficiency # (Internal Use): 130485
c. Payment: The contract lump sum price as shown in the Schedule of Items includes all materials, equipment, labor and incidentals to:
1) Contractor responsible for measuring areas prior to submitting proposal.
2) Existing flooring is carpet on a pad.
3) The contractor shall remove and dispose of existing flooring/cove base as shown on the plans, and disposal as well as all furniture moving.
Contractor to clean and prepare substrate per flooring manufacturer recommendations.
4) The Contractor will also remove approx. 16 supply and return vents, cap the duct, patch the substrate prior to new flooring being applied.
The final list of vents to be capped will be located with and approved by the Center POC listed in Section 1.4 prior to the work.
5) The contractor will provide and install approximately 7,000 sq. ft. of Luxury Vinyl Tile (LVT) as shown on the plans. All adhesives/sealers and transitions/ moldings will be provided by the contractor.
6) LVT Plank Style Flooring shall be 7”x 48” x 5mm (20 mil wearing layer) Solid Polymer Core, commercial grade, meeting or exceeding GreenGuard certification. Minimum 15 year commercial limited wear warranty. Basis of Design: COREtec Pro Plus or approved equal.
Color: as selected by CO from wide range of manufacturer color choices.
7) The contractor will submit proposed Plank Samples as well as Product Data to the Contracting Officer (CO) for color selections and approval.
Color choices will be submitted via email. Hard sample will be sent to the Center POC listed in Section 1.4. Contractor to determine

installation method (floating or glue down) based on the substrate condition and per manufacturer recommendations.
8) The contractor shall furnish and install threshold/transition materials.
The color of the threshold material shall match the selected plank flooring.
9) The contractor shall remove and replace all the wood base in all rooms receiving new flooring. Care shall be taken to replace the trim with the finish floor. Contractor is responsible for the workmanship and carpentry to give a good clean look of the base trim, wall and floor upon completion. Any pieces damaged during removal are the contractors responsibility to replace in kind.
10) Submit warranty information when submitting product data.
PART 2 – SUBMITTAL PROCEDURES
2.1 DEFINITIONS
A. Action Submittals: Written and graphic information that requires Government approval.
B. Informational Submittals: Written information that does not require Government approval. Submittals may be rejected for not complying with requirements.
2.2 PROCEDURES
A. Contractor Responsibilities
1. Review each submittal and check for compliance with the Contract Documents.
2. Highlight, encircle, or otherwise identify deviations from the Contract Documents on submittals.
3. Include the following information on label or cover sheet for processing and recording action taken:
a. Project name.
b. Date.
c. Name and address of Contractor.
d. Name of manufacturer.
e. Unique identifier, including revision number.
f. Number and title of appropriate Specification Section.
g. Drawing number and detail references, as appropriate.
h. Date of Contractor’s approval.
i. Statement certifying that submittal has been reviewed, checked, and approved by the Contractor for compliance with the Contract Documents.
4. The Government will not review submittals that do not bear Contractor's approval and will return them without action.

5. Unless additional copies are required for final submittal, and unless the CO observes noncompliance with provisions of the Contract Documents, initial submittal may serve as final submittal.
6. Only final submittals with mark indicating action taken by Government are to be used for construction.
7. Submittals not required by the Contract Documents will not be reviewed and may be discarded.
B. Processing Time: Time for review shall commence on CO's receipt of submittal.
1. Initial Review: Government will review initial submittal within 10 working days.
Additional time may be needed if processing must be delayed to permit coordination with subsequent submittals. CO will advise Contractor when a submittal being processed must be delayed for coordination.
2. Resubmittals: If resubmittal is necessary, it will be processed in same timeframe as initial submittal.
2.3 ACTION SUBMITTALS
A. Prepare and submit Action Submittals required in the Technical Specifications in this contract, if applicable, and as indicated at the end of this subsection.
1. Submit pdf’s of each submittal, unless otherwise indicated. Mark up and retain one returned copy as a Project Record Document.
B. Collect information into a single submittal for each element of construction and type of product or equipment.
1. Mark each copy of each submittal to show which products and options are applicable.
2. Include the following information, as applicable:
a. Manufacturer's written recommendations.
b. Manufacturer's product specifications.
c. Manufacturer's installation instructions.
d. Manufacturer's catalog cuts.
e. Wiring diagrams showing factory-installed wiring.
f. Compliance with recognized trade association standards.
g. Compliance with recognized testing agency standards.
C. Required Action Submittals
1. Product data and color samples for flooring and all the components of the flooring.
2. Construction Schedule also showing each room’s content moving dates.
3. Closeout documents listed in specs. O&M, final warranties.
2.4 INFORMATIONAL SUBMITTALS
A. Prepare and submit Informational Submittals required in the Technical Specifications in this contract, if applicable, and as indicated at the end of this subsection.

1. Submit pdf’s of each submittal, unless otherwise indicated. Mark up and retain one returned copy as a Project Record Document.
B. Required Informational Submittals:
1. Accident prevention plan.
PART 3 – TEMPORARY FACILITIES AND CONTROLS
3.1 USE OF UTILITIES
A. Utilities: Use of Government existing facilities will be permitted without metering and without payment of use charges, as long as facilities are cleaned and maintained in an acceptable condition. At Substantial Completion, restore these facilities to condition existing before initial use. The following are available for use by the contractor: water, and electrical power services. The following are not available: telephone service.
3.2 SANITARY FACILITIES
A. Sanitary facilities are not available for use by the Contractor.
3.3 STAGING AREAS
A. Coordinate on-site staging and storage requirements with the Center Point of Contact or the Contracting Officer Representative (COR).
3.4 CONSTRUCTION WASTE DISPOSAL FACILITIES
A. Provide waste-collection containers in sizes adequate to handle waste from construction operations. Containerize and clearly label hazardous, dangerous, or unsanitary waste materials separately from other waste.
3.5 SAFETY AND ENVIRONMENTAL PROTECTION
A. Environmental Protection: Contractor shall provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.
B. Barricades, Warning Signs, and Lights: Comply with the national or state Manual on Uniform Traffic Control Devices (MUTCD) for erecting structurally adequate barricades, paint with appropriate colors, graphics, and warning signs/lights to inform personnel and public of possible hazard.

C. Fire Protection.
1. Store combustible materials in containers in fire-safe locations.
2. Maintain unobstructed access to fire extinguishers, fire hydrants, fire-protection facilities, stairways, and other access routes for firefighting. Prohibit smoking in hazardous fire-exposure areas.
3. Supervise welding operations, combustion-type temporary heating units, and similar sources of fire ignition.
PART 4 – EXECUTION REQUIREMENTS
4.1 EXAMINATION
A. Before beginning work, examine areas and document existing conditions. Proceed with installation only after unsatisfactory conditions have been corrected. Proceeding with the Work indicates acceptance of surfaces and conditions.
B. Field verify all new and existing dimensions affecting the work of this contract before ordering products.
C. Immediately on discovery of the need for clarification of the Contract Documents, submit a request for information to CO. Include a detailed description of problem encountered, together with recommendations for changing the Contract Documents.
4.2 INSTALLATION
A. Locate the Work and components of the Work accurately, in correct alignment and elevation to fit with existing construction.
B. Make vertical work plumb and make horizontal work level.
C. Install per manufacturer's written instructions and recommendations.
4.3 PROGRESS CLEANING
A. Clean Project site and work areas daily, including common areas. Dispose of materials lawfully.
1. Comply with NFPA 241 requirements for removal of combustible waste materials and debris.
2. Do not hold materials more than 7 days during normal weather or 3 days if the temperature is expected to rise above 80 deg F (27 deg C).
B. Burying or burning waste materials on-site will not be permitted. Washing waste materials down sewers or into waterways will not be permitted.

4.4 PROTECTION OF INSTALLED CONSTRUCTION
A. Provide protection and maintain conditions that ensure installed Work does not get damaged or deteriorated prior to Substantial Completion.
4.5 CORRECTION OF THE WORK
A. Repair or remove and replace defective construction. Restore damaged substrates and finishes.
1. Repairing includes replacing defective parts, refinishing damaged surfaces, touching up with matching materials, and properly adjusting operating equipment.
PART 5 – CLOSEOUT PROCEDURES
5.1 SUBSTANTIAL COMPLETION
A. Definition of Substantial Completion: The Date certified by the CO when construction is sufficiently complete, in accordance with the Contract Documents, so the Government can occupy or utilize the Work or designated portion thereof for the use for which it is intended, as expressed in the Contract Documents.
B. Preliminary Procedures: Before requesting inspection for determining date of Substantial Completion, complete the following. List items below that are incomplete in request.
1. Prepare a list of items to be completed and corrected (punch list), the value of items on the list, and reasons why the Work is not complete.
2. Advise the CO of pending insurance changeover requirements.
3. Submit specific warranties, workmanship bonds, final certifications, and similar documents.
4. Obtain and submit releases permitting Government unrestricted use of the Work and access to services and utilities.
5. Deliver tools, spare parts, extra materials, and similar items to location designated by Government. Label with manufacturer's name and model number where applicable.
6. Complete startup testing of systems.
7. Submit changeover information related to Government occupancy, use, operation, and maintenance.
8. Complete final cleaning requirements, including touchup painting.
9. Touch up and otherwise repair and restore marred exposed finishes to eliminate visual defects.
C. Inspection: Submit a written request for inspection for Substantial Completion. On receipt of request, CO will either proceed with inspection or notify Contractor of unfulfilled requirements. CO will prepare the Certificate of Substantial Completion after inspection or will notify Contractor of items, either on Contractor's list or additional

items identified by CO, that must be completed or corrected before certificate will be issued.
1. Reinspection: Request reinspection when the Work identified in previous inspections as incomplete is completed or corrected.
2. Results of completed inspection will form the basis of requirements for Final Completion.
5.2 FINAL COMPLETION
A. Preliminary Procedures: Before requesting final inspection for determining date of Final Completion, complete the following:
1. Submit certified copy of CO’s Substantial Completion inspection list of items to be completed or corrected (punch list), endorsed and dated by CO. The certified copy of the list shall state that each item has been completed or otherwise resolved for acceptance.
2. Submit evidence of final, continuing insurance coverage complying with insurance requirements.
3. Instruct Government personnel in operation, adjustment, and maintenance of products, equipment, and systems.
4. Submit all closeout documentation.
B. Inspection: Submit a written request for final inspection for acceptance. On receipt of request, CO will either proceed with inspection or notify Contractor of unfulfilled requirements. CO will prepare a final Certificate for Payment after inspection or will notify Contractor of construction that must be completed or corrected before certificate will be issued.
1. Reinspection: Request reinspection when the Work identified in previous inspections as incomplete is completed or corrected.
5.3 LIST OF INCOMPLETE ITEMS (PUNCH LIST)
A. Preparation: Submit two copies of list. Include name and identification of each space and area affected by construction operations for incomplete items and items needing correction including, if necessary, areas disturbed by Contractor that are outside the limits of construction.
5.4 FINAL CLEANING
A. General: Provide final cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and antipollution regulations.
B. Cleaning Agents: Use cleaning materials and agents recommended by manufacturer or fabricator of the surface to be cleaned. Do not use cleaning agents that are potentially hazardous to health or property or that might damage finished surfaces.

C. Complete the following cleaning operations before requesting inspection for certification of Substantial Completion for entire Project or for a portion of Project:
1. Clean Project site, yard, and grounds, in areas disturbed by construction activities, including landscape development areas, of rubbish, waste material, litter, and other foreign substances.
2. Remove tools, construction equipment, machinery, and surplus material from Project site.
3. Touch up and otherwise repair and restore marred, exposed finishes and surfaces.
Replace finishes and surfaces that cannot be satisfactorily repaired or restored or that already show evidence of repair or restoration.
D. Remove waste materials from Project site and dispose of lawfully.

SECTION 024119
SELECTIVE DEMOLITION
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes demolition, cutting, patching, repairs and removal of selected portions of a building or structure.
1.2 DEFINITIONS
A. Remove: Detach items from existing construction and legally dispose of them off-site, unless indicated to be removed and salvaged or removed and reinstalled.
B. Existing to Remain: Existing items of construction that are not to be removed and that are not otherwise indicated to be removed.
1.3 QUALITY ASSURANCE
A. Regulatory Requirements: Comply with governing EPA notification regulations be-fore beginning selective demolition. Comply with hauling and disposal regulations of authorities having jurisdiction.
B. Standards: Comply with ANSI A10.6 and NFPA 241.
C. Visual Requirements: Do not cut and patch construction in a manner that results in visual evidence of cutting and patching. Do not cut and patch construction exposed on the exterior or in occupied spaces in a manner that would, in CO's opinion, reduce the building's aesthetic qualities. Remove and replace construction that has been cut and patched in a visually unsatisfactory manner.
1.4 PROJECT CONDITIONS
A. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities.
1. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from CO.
B. Government assumes no responsibility for condition of areas to be selectively demol-ished.
1. Conditions existing at time of inspection for bidding purpose will be maintained by Government as far as practical.

C. Hazardous Materials: It is not expected that hazardous materials will be encountered in the Work. If materials suspected of containing hazardous materials are encoun-tered, do not disturb; immediately notify Contracting Officer (CO).
D. Storage or sale of removed items or materials on-site will not be permitted.
PART 2 – PRODUCTS
2.1 REPAIR MATERIALS
A. Use repair materials identical to existing materials.
1. If identical materials are unavailable or cannot be used for exposed surfaces, use materials that visually match existing adjacent surfaces to the fullest extent pos-sible.
2. Use materials whose installed performance equals or surpasses that of existing materials.
PART 3 – EXECUTION
3.1 EXAMINATION
A. Survey existing conditions and correlate with requirements indicated to determine ex-tent of selective demolition required.
B. When unanticipated mechanical, electrical, or structural elements that conflict with in-tended function or design are encountered, investigate and measure the nature and ex-tent of conflict. Promptly submit a written report to CO.
C. Examine surfaces to be cut and patched and conditions under which cutting and patch-ing are to be performed.
1. Compatibility: Before patching, verify compatibility with and suitability of sub-strates, including compatibility with existing finishes or primers.
2. Proceed with installation only after unsafe or unsatisfactory conditions have been corrected.
3.2 PREPARATION
A. Temporary Partitions: Erect and maintain dustproof partitions and temporary enclo-sures to limit dust and dirt migration and to separate areas from fumes and noise.
3.3 POLLUTION CONTROLS

A. Dust Control: Use water mist, temporary enclosures, and other suitable methods to limit spread of dust and dirt. Comply with governing environmental-protection regulations.
1. Wet mop floors to eliminate trackable dirt and wipe down walls and doors of demolition enclosure.
B. Disposal: Remove and transport debris in a manner that will prevent spillage on adja-cent surfaces and areas.
1. Remove debris from elevated portions of building by chute, hoist, or other de-vice that will convey debris to grade level in a controlled descent.
C. Cleaning: Clean adjacent structures and improvements of dust, dirt, and debris caused by selective demolition operations. Return adjacent areas to condition existing before selective demolition operations began.
3.4 DEMOLITION
A. General: Demolish and remove existing construction only to the extent required by new construction and as indicated. Use methods required to complete the Work with-in limitations of governing regulations.
1. Neatly cut openings and holes plumb, square, and true to dimensions required.
Use cutting methods least likely to damage construction to remain or adjoining construction. Do not overcut corners or masonry construction.
2. Cut or drill from the exposed or finished side into concealed surfaces to avoid marring existing finished surfaces.
3. Do not use cutting torches until work area is cleared of flammable materials. At concealed spaces, such as duct and pipe interiors, verify condition and contents of hidden space before starting flame-cutting operations. Maintain portable fire-suppression devices during flame-cutting operations.
4. Locate selective demolition equipment and remove debris and materials so as not to impose excessive loads on supporting walls, floors, or framing.
5. Dispose of Demolished items and materials promptly.
B. Existing Items to Remain: Protect construction indicated to remain against damage and soiling during selective demolition. When permitted by CO, items may be re-moved to a suitable, protected storage location during selective demolition and cleaned and reinstalled in their original locations after selective demolition operations are complete.
3.5 CUTTING, PATCHING, AND REPAIRS
A. General:

1. Promptly repair damage to adjacent construction caused by selective demolition operations.
2. Employ skilled workers to perform cutting, patching, and repairs.
B. Protection: Protect existing construction during cutting, patching, and repairs to pre-vent damage. Provide protection from adverse weather conditions for portions of pro-ject that might be exposed during cutting, patching, and repair operations.
C. Adjoining Areas: Avoid interference with use of adjoining areas or interruption of free passage to adjoining areas.
D. Existing Services: Where existing services are required to be removed, relocated, or abandoned, bypass such services before cutting to minimize interruption of services to occupied areas.
E. Cutting: Cut existing construction by sawing, drilling, breaking, chipping, grinding, and similar operations, using methods least likely to damage elements retained or ad-joining construction.
1. Provide temporary support of work to be cut.
2. In general, use hand or small power tools designed for sawing and grinding, not hammering and chopping. Cut holes and slots as small as possible, neatly to size required, and with minimum disturbance of adjacent surfaces. Temporarily cover openings when not in use.
3. Existing Finished Surfaces: Cut or drill from the exposed or finished side into concealed surfaces.
4. Proceed with patching after construction operations requiring cutting or repairs are complete.
F. Patching: Patch construction by filling, repairing, refinishing, closing up, and similar operations following performance of other Work. Patch with durable seams that are as invisible as possible. Provide materials and comply with installation requirements specified in other Sections of these Specifications.
G. Repairs: Where repairs to existing surfaces are required, patch to produce surfaces suitable for new materials.
1. Completely fill holes and depressions in existing masonry walls that are to re-main with an approved masonry patching material applied according to manu-facturer's written recommendations.
H. Finishes: Restore exposed finishes of patched areas and extend restoration into ad-joining construction in a manner that eliminates evidence of patching and refinishing.
3.6 DISPOSAL OF DEMOLISHED MATERIALS

A. General: Promptly dispose of demolished materials. Do not allow demolished mate-rials to accumulate on-site.
B. Burning: Do not burn demolished materials.
C. Disposal: Transport demolished materials off Government property and legally dis-poses of them.
