Project Title:
Socioeconomic Characterization of Western Pacific Fisheries
Background:
Currently, local jurisdictions in Guam and the Commonwealth of the Northern Mariana Islands (CNMI) do not require commercial or non-commercial fishermen to obtain a fishing license to harvest living marine resources. Therefore, there are no population frames available to draw survey samples, which complicates research efforts directed to this community. During 2018, NOAA Fisheries Pacific Islands Fisheries Science Center (PIFSC) will be conducting a socioeconomic survey to better understand the characteristics of boat-based fishing in Guam and the CNMI. There is an interest from PIFSC to have a directory to allow researchers improved access to the fishing community to facilitate information exchange in terms of promoting current and past research as well as advertise future research plans. An additional survey effort in 2018 to estimate the economic contribution of boat-based fishing tournaments in Hawaii, requires assistance in soliciting survey participation.
Objective:
The NOAA Fisheries Pacific Islands Fisheries Science Center (PIFSC) Ecosystem Sciences Division - Ocean Synthesis and Human Dimensions (OSHD) Program seeks proposals from small businesses to assist in support of three integrated projects that will help to characterize the socioeconomics of Western Pacific Fisheries. This project has multiple deliverables that collectively will support research to describe the economic and social contributions of fishing to communities in the Western Pacific (Guam, the CNMI, and the state of Hawaii) and foster improved communication with the fishing community. This will be a Firm Fixed Price (FFP) award.
Scope of Work:
Fishing characterization directory: A diverse directory will be compiled to allow PIFSC researchers improved access to the fishing community and a deeper understanding of the economic and social linkages of fishing on Guam and the CNMI (Mariana Archipelago). Elements in this directory are described in the Tasks section, but in short - include an accounting of fishing tournaments, festivals, and clubs across the Marianas Archipelago; a comprehensive accounting of fishing-related businesses and support industries, and insights into methods of communications within the community (popular press and media, social media groups, online discussion boards, etc.).
Implementation of 2018 Marianas Archipelago Cost-Earnings Survey: A standardized survey will be fielded in Guam and the CNMI (to include Saipan, Tinian, and Rota) to characterize economic and social characteristics of small boat fisheries in the region. The survey instrument will be provided by the PIFSC Task Manager, but contracted outside vendor will be responsible for achieving targeted number of completed surveys on Guam and the CNMI (Saipan, Tinian, and Rota).
Generation of Hawaii Fishing Tournament Contact List: A list of Hawaii fishing tournament organizers and participants with contact information will need to be developed and delivered to the PIFSC task manager.
All source materials will be provided to NOAA Fisheries PIFSC Ecosystem Sciences Division OSHD Program. The quotation should include itemized cost specifications for each element of the proposed work to allow for flexibility in award based on scalability and funding availability.
The required skills for the project include demonstrated experience with:
· Knowledge of Western Pacific Fisheries (fishermen, marketing, fishing techniques, associations, clubs, etc.)
· Ability to recruit fishermen from Guam and the CNMI to participate in scientific research
· Successful socioeconomic survey experience in Guam and the CNMI
· Positive working relationships within the Western Pacific fishing community (Hawaii, Guam and the CNMI)
Preferable skills for the project include:
· Contractor based in the State of Hawaii
· Local contacts with fishery connections on Guam and the CNMI
· Current working relationships with Wester Pacific small boat fishermen
Tasks:
The contractor would be expected to:
Activity 1: Catalog (list) of fishing tournaments (boat, shore, and spear), festivals, and/or cultural events with connections to fishing held (and/or planned) during 2017-2018 on Guam and the CNMI. Attributes to include within each entry include: month held, island, tournament/event name, entry fee, target gear/species, estimated number of participants, organizer point of contact name, organizer mailing address, organizer email/phone, website/facebook group (if available), motivation for event or tournament (cash, fundraiser, community event, etc.), winning categories, and other attributes of interest (rules/style, keiki, wahine, military, etc.) as identified through discussions with contractor and PIFSC Task Manager.
Activity 2: Catalog (list) of active fishing clubs (boat, shore, and spear) on Guam and the CNMI. Attributes to include within each entry include: island, club name, club contact address, meeting date(s) and frequency, meeting location, current membership, year founded, club contact phone number, club contact email, facebook page (if applicable), current president, and other attributes of interest (target species/gear, club tournaments, club events etc.) as identified through discussions with contractor and PIFSC Task Manager.
Activity 3: Develop list of local fishing websites, magazines, newsletters, radio, television, periodicals, major facebook /social media groups, online bulletin boards/threads relevant to fishing on Guam and the CNMI. Each entry should include (where applicable): island, target group (boat, shore, spear, kayak, etc.), other elements where available (distribution estimates, group members, listeners, threads, etc.) as identified through discussions with contractor and PIFSC Task Manager.
Activity 4: Develop a characterization directory for fishing on Guam and the CNMI. This directory would profile the commercial and noncommercial fishing industry and provide contact information to facilitate dialogue with the fishing community. Components of the Marianas Archipelago directory would include:
(a) Tackle/Fishing/Marine supply stores (including major catalog/online sources and local entrepreneurs – as available)
(b) Vessel dealers (to include kayaks, personal watercrafts)
(c) Vessel maintenance/repair businesses
(d) Trailer supply and maintenance businesses
(e) Vehicle accessory suppliers
(f) Ice retailers
(g) Other entities as identified through discussions with contractor and PIFSC Task Manager
Each directory entry should be annotated with relevant elements, to include:
island; company name, physical address; phone/email; point of contact; years in business; website/facebook page; and other attributes of interest as identified through discussions with contractor and PIFSC Task Manager.
Activity 5: Develop communications guide that includes a list of local fishing media products on Guam and the CNMI to include, but not limited to: radio, television, web, podcasts, magazines, newsletters, periodicals, speaker series, major facebook /social media groups, online bulletin boards/threads relevant to commercial and noncommercial fishing on Guam and the CNMI. Each entry should include (where possible): island, target group (boat, shore, spear, kayak, etc.), web address, point of contact name and phone/email, distribution estimates; and other attributes of interest as identified through discussions with contractor and PIFSC Task Manager.
Activity 6: Implement 2018 Marianas Archipelago Cost-Earnings Survey. A standardized survey booklet will be provided by PIFSC Task Manager, to obtain costs and earnings information. As there are no license frames in the region there will be no stratification or sample selection employed. A previous survey was completed in 2011 (Hospital and Beavers, 2012[footnoteRef:1]; Hospital and Beavers, 2014[footnoteRef:2]). This effort resulted in 147 completed surveys on Guam and 112 surveys were collected in the CNMI. [1: Hospital, J., and C. Beavers. 2012. Economic and Social Characteristics of Guam’s Small Boat Fisheries. Pacific Islands Fish. Sci. Cent., Natl. Mar. Fish. Serv., NOAA, Honolulu, HI 96822-2396. Pacific Islands Fish. Sci. Cent. Admin. Rep. H-12-06, 60 p. + Appendices.] [2: Hospital, J., and C. Beavers. 2014. Economic and Social Characteristics of Small Boat Fishing in the Commonwealth of the Northern Marina Islands. Pacific Islands Fish. Sci. Cent., Natl. Mar. Fish. Serv., NOAA, Honolulu, HI 96818-5007. Pacific Islands Fish. Sci. Cent. Admin. Rep. H-14-02, 58 p. + Appendices.]
For this 2018 survey we have set target sample sizes of 150 surveys on Guam and 130 surveys in the CNMI. Final sample sizes will be agreed upon in discussions between contracted outside vendor and PIFSC Task Manager. Written confirmation on final sample requirements will be provided by PIFSC Task Manager, but expectations are to achieve the target sample sizes. Each survey booklet will have a unique identification code and we will require unique fisher name, contact information and signatures associated with each completed survey (identification code). Duplicate surveys or surveys that cannot be documented as unique fishermen will be rejected. Surveys that are illegible or not filled out completely will be rejected. Surveys completed in excess of target sample sizes will be accepted.
Activity 7: Identify and successfully recruit Hawaii boat-based fishing tournament organizers and tournament participants to provide contact information for potential participation in a 2018 Hawaii fishing tournament expenditure survey. Tournament participants must have actively fished in tournaments selected to be sampled (determined in collaboration with PIFSC Task Manager), between January 2018 and September 2018. The contractor would be expected solicit participation and provide contact information for tournament organizers for all selected tournaments and a minimum of 750 names and addresses for tournament participants across all selected tournaments to the PIFSC Task Manager. The number of tournament participants will be scaled relative to the size of the tournament and will be mutually agreed upon in advance of the tournament between the contracted outside vendor and PIFSC Task Manager. Contact lists exceeding these minimum values will be acceptable.
