Project Title:
Hawaii Bottomfish Oral History Project: Tracing Traditions and Fishery Development
Background:
The Hawaii bottomfish fishery is a unique small-scale fishery with rich traditions and strong social, cultural and economic importance to the people of Hawaii. The NOAA Fisheries Pacific Islands Fisheries Science Center (PIFSC) seeks proposals from small businesses to assist in documenting the history of the Hawaii bottomfish fishery through targeted video production activities.
Objective:
The project proposes to explore how the culture, traditions, and fishing techniques for the Hawaii bottomfish fishery have evolved over time. Documenting the bottomfish “family tree”, traditional knowledge, techniques, adaptations, culture and traditions will improve our understanding of changes in the fishery over time and provide valuable insights into the fishery. The NOAA Fisheries Pacific Islands Fisheries Science Center (PIFSC) seeks proposals from small businesses to assist in producing video segments that highlight key fisher interviews and document important aspects in the development and history of the Hawaii bottomfish fishery.
Scope of Work:
Produce video summary products: A key element of this task will be to design and produce video segments that highlight the important and unique heritage of the Hawaii bottomfish fishery. Content and design will be completed in collaboration with PIFSC point of contact, but the contractor will be responsible conceptual design and production of all materials in adherence with NOAA Fisheries video production guidelines.
During 2017, approximately 60 interviews with Hawaii bottomfish fishermen were conducted across the State of Hawaii, and accompanying each interview is raw audio and video feeds with approximately 45+ hours of video. Transcriptions of the interviews are currently underway and when complete, we estimate approximately 2500 pages of transcribed audio content. Existing source materials (audio, video, and transcriptions) from interviews conducted during 2017 are maintained by PIFSC and will need to be reviewed by the contracted outside vendor, in collaboration with the PIFSC point of contact.
The required skills for the project include demonstrated experience with:
Audio and video production processes including full product lifecycle management
Production and distribution of outreach materials targeted to the Hawaii fishing community
Fishing techniques both past and present, specifically for the Hawaii bottomfish fishery
Knowledge and experience working with Hawaii bottomfish fishery participants
Preferable skills for the project include:
Contractor based in the State of Hawaii
Documented current working relationships with Hawaii bottomfish fishermen
Access to B-roll footage of Hawaii bottomfish fishermen and/or fishing techniques
Tasks:
The contractor would be expected to:
Activity 1: In collaboration with PIFSC point of contact, conduct targeted audio and video editing to existing interview files and photos submitted by fishermen to extract “high point” segments from select interviews chosen for uploading to NOAA Voices from the Fisheries web portal. Produce “high point” video segments (minimum of 10) in adherence with Voices from the Fisheries video policies. Collectively, these “high point” segments should provide insights into the evolution of the fishery.
Activity 2: Develop script for video segments, design and insert branded fisher identification graphics, conduct appropriate video editing across multiple interview audio and video files, and where necessary, supplement with B-roll footage (responsibility of contracted outside vendor), and/or archived photos provided by interview participants maintained by PIFSC point of contact. Each segment produced should be approximately 5-7 minutes of continuous video and/or audio supplemented with video and still photos. All videos must adhere to NOAA Fisheries guidelines on video production.
Activity 3: Review existing videos, audio transcripts, and archival photos provided by participants of oral history interviews maintained by the PIFSC. Identify and conceptualize the design of a thematic video segment to support the research effort using content that pulls across all relevant interviews. The specific theme will be identified through qualitative analysis of interview data (to be provided by PIFSC point of contact) and/or a theme developed in collaboration with contracted outside vendor and PIFSC point of contact.
Activity 4: Develop script for video segments to support theme identified in Activity 3, design and insert branded fisher identification graphics, conduct appropriate video editing across multiple interview audio and video files, and where necessary, supplement with B-roll footage (responsibility of contracted outside vendor), and/or archived photos provided by interview participants maintained by PIFSC point of contact. The segment produced should be approximately 10 minutes of continuous video and/or audio supplemented with video and still photos. All videos must adhere to NOAA Fisheries guidelines on video production.
Activity 5: Provide full transcriptions of final video productions.
Activity 6: Deliver two versions of final video files to PIFSC point of contact; (1) a file with closed captioning on, and (2) a file with closed captioning off.
Period of Performance:
October 1, 2017 through September 30, 2018.
Place of Performance:
Performance will be located at contractor’s facility and in the field. Meetings with PIFSC point of contact may occur at the NOAA Inouye Regional Center federal facility or off-site.
Government-Furnished Property:
There will be no government-furnished property (GFP) associated with this contract.
Security Requirements:
A. Confidentiality Work described herein may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a, FAR 52.224-1, Privacy Act Notification, and FAR 52.224-2, Privacy Act. Contractor personnel are responsible for maintaining confidentiality of all subjects and materials.
