About this file
This special notice from the United States Coast Guard details planned changes to the technical requirements for the Waterways Commerce Cutter program. The notice provides revised specifications across multiple shipboard systems for cutters intended to serve as river buoy tenders and construction variants. Notable changes include reductions in significant wave height requirements and endurance allowances, as well as removals of vibratory hammer outfitting and dynamic roll and pitch equipment operation specifications. Deck cargo quantities and fuel load sizing methods were also adjusted. The Coast Guard intends for these technical revisions to be incorporated into the forthcoming request for proposals for the Waterways Commerce Cutter program.

WATERWAYS COMMERCE CUTTER PROGRAM
The Waterways Commerce Cutter (WCC) Program received significant feedback from its Request for Information on its Draft RFP released in July 2020. Based on that feedback and additional USCG analysis, the USCG expects to make several major changes that will be incorporated in its RFP release.
This Special Notice releases those major changes to the Technical Data Package and are reflected herein. There are many other changes to the Technical Data Package that will be reflected in the final RFP release.
In addition, this Special Notice is providing industry with additional or updated drawings from the WCC draft RFP. In particular, being providing:
1. The river buoy dump board drawing, which is a primary reference containing construction details for the buoy sinker dump unit.
2. The navigation block diagram, which provides guidance for the internal and external connections of the navigation system required in Section 420 of the specification.
3. A simplified version of the USCG’s indicative inland construction tender design, which is provided to industry for information only and will not be invoked or referenced by the specification or RFP.
4. A simplified version of the USCG’s indicative river buoy tender design, which is provided to industry for information only and will not be invoked or referenced by the specification or RFP.
