$22,000,000, as computed over the SBA-specified number of most-recently-completed-by-the-offeror company-years.

It is the DOT contracting officer's understanding that the SBA-specified number of most-recently-completed-company-years, for use in that average-gross-revenue-computation, USED to be THREE years, but that the SBA has since modified that computation-rule so as to establish a look-back-period of as much as five years. In any event, it shall be each prospective offeror's responsibility to research the SBA's current average-gross-revenue-computation-rules in order for the offeror-company to positively ensure that the offeror-company truly does qualify as a SMALL

Business under the size-standard associated with this Solicitation's applicable NAICS Code

(561621).

This Solicitation envisions a resulting

FIXED-Price contract (or Purchase Order, or

Delivery Order) under which the contractor will upgrade the Closed-Circuit Television (CCTV)

System at the U.S. Department of Transportation

(DOT), Federal Aviation Administration (FAA)

Headquarters Facility. The work is to be performed at the FOB-10A Orville Wright Building, in the FAA Administrator's Suite, located at 800

Independence Avenue, SW, Washington, DC 20591.

For more detailed information, see this

Solicitation's attached Statement of Objectives

(Statement of Work), as well as this

Solicitation's OTHER attachments, including the

Bosch-Equipment-List and the Bosch Brand Name

Justification.

It is NOT necessary that any offeror-company be listed under any GSA Schedule or under any other

Federal-procurement-schedule.

This Solicitation establishes a proposal-submission-DEADLINE, which is 11:30 PM

Eastern Daylight Time September 12th, 2022. All proposals shall be E-MAILED to ALL of the following E-Mail addresses: james.mowery@dot.gov

; Rod.Stephens@dot.gov ; Hank.Clyatt@dot.gov ;

Solicitation should be interpreted, by prospective offerors, as intended apostrophes.

Each proposal submitted to DOT in response to this Solicitation shall be divided into the following Parts:

~ a Part One, which shall either: (a) confirm that the offeror is proposing to use, in the performance of the project envisioned in this

Solicitation, ALL of the BOSCH hardware specified in this Solicitation; or ELSE (b) confirm that the offeror is NOT proposing to use the BOSCH hardware specified in this Solicitation, and go on to explain WHY the offeror is NOT proposing to use such BOSCH software, and go on to fully and precisely specify the hardware that the offeror

IS proposing to use in the performance of project envisioned in this Solicitation, and, perhaps most IMPORTANTLY, go on to explain fully and precisely HOW and WHY the NON-Bosch-hardware being proposed by the offeror will enable the offeror to successfully perform the project contemplated in this Solicitation, at the HIGH level of quality indispensable to DOT.

(Prospective offerors are hereby referred to this

Solicitation's attached Bosch Brand Name

Justification, and are hereby alerted to the fact that DOT¿s cognizant program officers have not, as of the date of publication of this

BOSCH Hardware contemplated and specified in this

Solicitation. And prospective offerors shall note that the phrase 'successfully use', as given in the immediately preceding sentence, refers to a HIGH-quality-performance-standard that will be evaluated and ascertained by DOT, in DOT's SOLE discretion, as DOT reviews each of the proposals submitted in response to this Solicitation.)
