In its capacity as an RFQ, this document ALSO gives a FIRST-PREFERENCE to SMALL-business offerors whose annual average gross revenue, as computed over the offeror-company's three most-recently-completed company-fiscal-years, is less than $22,000,000----in accordance with that small-business-size-standard which is ASSOCIATED with this RFQ's designated NAICS Code: 561621.

But, as an RFQ, this document reserves DOT's

RIGHT to ALSO consider any and all LARGE-business offerors if and ONLY if no SMALL-business-offeror submits a proposal which is BOTH: (a) technically acceptable in DOT's sole judgement;

and ALSO (b) competitively-priced, in DOT's sole judgment.

Small-Business-Sources-Sought Notice, this document emphatically invites ALL interested small businesses to attempt to PROVE their capability for the performance of this project by e-mailing, to james.mowery@dot.gov and to

Daylight Time September 7th, 2020-----a full, formal, fully-priced-out proposal (Quotation) for the project described in this document.

In its capacity as a Brand Name Justification, this document ALLOWS any entity that is interested in performing this project by using any brand-name-item(s) of equipment OTHER THAN

DOT's DESIRED LENEL brand name that is specified in the attached Statement of Work and in the attached Lenel Brand Name Justification----to e-mail, to all of the DOT-persons whose e-mail addresses are given above, by 11:59 PM Eastern

Daylight Time August 31st, 2020, a full and detailed Brand Name Supporting Statement explaining precisely HOW and WHY the

DIFFERING-brand-name-item(s) contemplated by the responder would meet DOT's needs just as well as would DOT's DESIRED brand names, and at the high level of QUALITY that is indispensable to DOT.

Because this RFQ specifies work that largely amounts to a commercial items procurement, and because DOT plans to select the

LOWEST-TOTALLY-PRICED-TECHNICALLY-ACCEPTABLE

proposal, DOT does not anticipate that interested companies will have much of a need to ask DOT questions about this RFQ. However, DOT is requesting that all offerors who do need to ask questions please pose their queries by e-mailing them to ALL e-mail addressees listed above by

11:59 PM Eastern Daylight Time August 31, 2020.

All proposed prices shall INCLUDE the contractor's fully-INSURED SHIPPING of all parts and all equipment and all other supplies, F.O.B.

3. Description of Supplies/Services

Lobby verification project for the existing DOT Lenel OnGuard Physical Access Control

System. The Lenel OnGuard Physical Access Control System is integrated access control and alarm monitoring system that delivers maximum protection, versatility, simple operation and cost efficiency. OnGuard incorporates the most advanced technologies available, including object-oriented software, client/server database architecture and Microsoft’s

Windows 64bit operating systems.

The Lenel OnGuard Physical Access Control System can utilize the existing DOT SEFC access control hardware and existing interfaces to integrate with external systems without any modification to the system.

4. The Authority and Supporting Rationale Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Lenel (through its authorized service-companies) is a recognized Security Industry leader whom U.S. DOT has worked with during the last thirteen (13) years. Because of the nature of Lenel’s propriety system it is the only brand capable of providing the required supplies or services at the high level of quality indispensable to the fulfillment of the mission of DOT’s

Office of Security. Because such needed supplies and services are unique or highly specialized and propriety, Lenel is the only product available that is fully compatible with

DOT’s existing Lenel security system. In short, Lenel equipment talks to Lenel equipment while other manufacturer’s equipment may not.

The Department has made a significant capital investment in the Lenel OnGuard Physical

Access Control System. This is a Lenel proprietary system that is serviced and supported by the manufacture (Lenel) through its certified dealer network.
