Statement of Work (SOW)

Design, Furnish, and Install a Complete Security and Access Control System for the National Weather Service’s (NWS) National Hurricane Center (NHC) and Weather Forecast Office

(WFO) located in Maimi, FL

A. Description and General Requirements:

NHC: http://www.nhc.noaa.gov/ and WFO: http://www.srh.noaa.gov/mfl/index.php

Existing Conditions: The NHC/WFO currently employees a central access control system using Hirsch Identive components, and Doorking gate operators. Workstation system software uses Windows XP, and Velocity 3.0. All installed components are original equipment when the facility was constructed in 1994, and are obsolete or failing. Much of the installed control wiring has many splices due to extensive troubleshooting and repair of failed components. The system uses obsolete proximity cards for security gate and door access. This project will allow for the use of Federal Common Access Cards (CAC) for gate and facility entry. This project will replace with new all existing computer and component hardware, gate operators, and control wiring. Electrical conduit is usable and accessable for the purpose of rewiring.

1. The NWS is soliciting interested and qualified private and commercial vendors to submit quotes for entering into an agreement for the purposes of designing, furnishing, and installing a complete security and access control system for the Miami NHC/WFO. The contractor shall provide all labor, tools, equipment, hardware and consumables to furnish and install a fully integrated and functional system.

2. The NWS expects a “turnkey” solution for this project. The awarded contractor shall design, furnish, engineer, fabricate, install, and test a complete and operational security and access control system, including all head end controlling equipment, hardware for four existing sets of doors, hardware for three additional computer room doors, replacement of six existing barrier gates, and the control rewiring of all equipment.

Provide a badging kit for the purpose of issuing temporary badges on site. All materials and equipment shall be new and unused. All services shall be performed by personnel skilled in security and access control system technology (contractors submitting a quote shall supply proof of any certifications detailing such).

4. New system shall be in conformance with Section 508 Standards for Electronics and Information Technology. http://www.section508.gov/

5. Provide a new workstation and 20 inch monitor with Windows enterprise software, to be located at the security guard station at the facility’s south entrance.

6. Provide security system software, which shall include one server workstation and two additional workstation licenses. Updates shall be provided for one year from the date of the Government’s acceptance of the final invoice.

7. Provide keypad readers and all associated door and security hardware for two entry security gates, two sets of double doors and 5 single entry doors. Other hardware to include, but not limited to; magnetic door locks, request to exit push button pneumatic timer switches, high security balanced contacts, doors strikes, etc.

8. Provide new control wiring from security system controller to all remote devices.

9. The system shall be connected to the existing Notifier fire alarm panel life safety interface.

10. Provide a badging kit with photo capability, and supplied with 300 compatible proximity cards.

11. Provide and install six security gate operators with 12 foot barrier arms. Existing gate operators are 120 volts, 1 phase. New operators may be connected to the existing in ground safety loops if compatable with new operators

12. Provide Operation and Maintenance manuals, including detailed operation procedures, cabinet drawings, a detailed bill of materials, and a recommended spare parts list.

13. Contractor shall provide complete start up and commissioning.

14. Training of the complete system shall be provided by the contractor who is awarded the resulting purchase order (PO), and will include system description and orientation, operation of the complete system, and troubleshooting procedures of likely failures.

15. Contractor shall provide, at a minimum, a 1 year warranty on the new controls and associated components, and a 1 year labor and workmanship warranty. Written copies of warranties are required prior to the Government’s acceptance of the final invoice.
