1352.213-70 EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010)

Kick-out Frame Frame

The Government will issue an order resulting on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The following factors will be used to evaluate quotations:

(1) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties.

Please provide documentation of the Captain and crew’s experience in deployment, retrieval and repair of skimmer trawls and installation of Turtle

Excluder Devices and Turtle Excluder Device components.

(2) Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. Provide documentation of:

a) Vessel 35 ft in length or larger with "Kickout" frames

b) Two skimmer trawls 16 ft wide (headrope length) or larger

c) Vessel engine power sufficient to push two skimmer trawls that are 16 ft wide (headrope length) a minimum of 2.0 kts

d) Sufficient space to accommodate up to two NOAA Fisheries staff in a dry indoor area that can be designated for camera equipment set up and break down.

e) Current U.S. Coast Guard Safety Inspection Certification for nearshore waters (< 3 miles)

f) Transit time for the vessel should be two days or less to the project location (Panama City, Florida) from its home port.

(3) Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. Provide a list of at least two but no more than three contacts, including phone numbers, of past performance references that you have successfully accomplished services similar to those listed in the statement of work.

(4) Price.
