The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with the requirements as described herein and in attached contract documents. The project entails surface preparation, chip sealing, slurry sealing, and paint striping/marking for roads and parking surfaces located at the National Geodetic Survey’s Training Center & Laboratory facility located at 15351 Office Drive, Woodford, VA 22580. There is approximately 53000 square feet of road surface requiring repair and double chip and seal application associated with Observatory road and 29000 combined square feet of road and parking surface area requiring slurry seal application associated with Office Drive and associated parking areas. The associated tasks include:

Task #1 – Repair open areas and potholes in Observatory Road prior to chip sealing. See figure 1. for an aerial view of Observatory Road. The portion of Observatory Road to be repaired and resurfaced begins with its intersection with Caroline County Road 610 (Pepmeir Hill Road) to the west and the point to the east where the road switches from hard surface to gravel. The estimated total length of road to be repaired and resurfaced is 2650 feet. This road surface averages 20-feet wide.

Task #2 – Repair and seal cracks in Observatory Road, Office Drive, Parking Area A, Parking Area B and Parking Area prior to chip and seal or slurry coating these surfaces. Office Drive forms a half circle with both its western and eastern ends intersecting with Observatory Road. Office Drive is approximately 900 feet. long. The approximate width of Office Drive is 18-feet. The approximate combined area of Parking Areas A, B and C is 12,750 square feet. See Figure 1. for an aerial view of Office Drive and Figure 2. for an aerial view of Parking Areas A, B and C.

Task #3 – Remove all vegetation and clean all surfaces of dirt and debris before installation of chip and seal and slurry coating.

ALL CHIP AND SEAL AND SLURRY SEAL WORK SHALL BE DONE WHEN THE ROAD IS DRY AND HAS A SURFACE TEMPERATURE OF FIFTY (50) DEGREES FAHRENHEIT AND RISING - NO COOLER.

3.1 Task #1: The Contractor shall repair all open areas, potholes and cracks, including turnkey supply of all aggregates, mineral filler, hydrated lime, bituminous material, additives, and additional base rock as may be necessary, etc.

3.1.1 Open areas of pavement and potholes sections shall be removed to a sufficient depth to accommodate a full depth replacement section of asphalt, and to allow for the remaining and/or revised base to be compacted. These sections to be removed will be cut away where they meet with stable pavement areas in order to provide vertical faces.

3.1.2 Contractor shall ensure that the subgrade and/or base have been properly graded and compacted, and further ensure the cross-slope, elevation, and alignment for conformance.

Contractor shall check for soft spots and ruts, and correct all deficiencies. Any damage to the subgrade or base must be repaired before placement of the new asphalt.

3.1.3 Patch pavement shall include sufficient slope/drainage in this area to mitigate standing water. A minimum of 3 inches of asphalt shall be applied:

3.1.7 Asphalt shall not be placed on any wet surface, when the temperature is below 50 degrees

F, or when weather conditions otherwise prevent the proper handling or finishing of the patch.

3.2 Task #2: Contractor shall repair and seal cracks in Observatory Road, Office Drive, and Parking Areas A, B and C. Cracks shall be prepared before application of chip and seal or slurry seal.

3.2.1 Hairline cracks (less than 1/4 inch) require no preparation

3.2.2 Small cracks (1/4 to 3/4 inch) shall be widened to a nominal width of 1/8 inch greater than the existing nominal or average width. The depth of the routed crack shall be approximately 3/4 inch. A backer rod material shall be placed in cracks that have a depth greater than 3/4 inch.

3.2.3 Backer rod shall be compressible, non-shrinking, non-absorptive material with melting point higher than the pouring temperature of the sealant.

3.3.3 Medium cracks (3/4 to 2 inches). Cracks that are 3/4 to 2 inches shall be prepared by cleaning the crack using a sandblaster, HCA heat lance, or wire brushes, and then cleaning with compressed air.

3.3.4 Large cracks (greater than 2 inches) shall be prepared in the same manner as potholes, where a saw shall be used to cut away damaged pavement to provide vertical faces. The area shall then be cleaned and filled instead of sealed.

3.4 Task#3: Contractor shall remove all vegetation, dirt, and any loose debris from Observatory Road, Office Drive and Parking Areas A, B and C prior to installation of chip and seal or slurry seal.

3.4.1 Scrape all oil spots to remove excess oil and dirt.
