STATEMENT OF WORK
Electrical Systems Testing, Inspection and Repair NOAA Gulf of Mexico Disaster Response Center
The NOAA Gulf of Mexico Disaster Response Center is a 15,000 square foot facility located at 7344 Zeigler Blvd in
Mobile, AL 36608.
The contractor shall furnish all supplies, equipment and labor to perform inspection, testing and preventive maintenance of electrical system components, including two Cummins emergency generators, of the NOAA Gulf of
Mexico Disaster Response Center (DRC). All testing, inspection and documentation of work shall be conducted in accordance with component manufacturer’s operation and maintenance instructions. Documentation shall be provided to the Contracting Officer’s Technical Representative (COTR) within 10 working days of performance of a specific inspection and/or task. Documentation shall have, at a minimum, the procedure performed, certification by the contractor that work was performed, date and time and the results of the test/inspection or maintenance.

Work Specifications:
Summary of Testing, Inspection and Maintenance:
All scheduled monthly tests and inspections will occur during the first week of every month on a day pre-determined by the COTR and the contractor. On site work shall be conducted during normal business hours of 8 a.m. to 4 p.m. on the pre-determined day of the normal work week of Monday – Friday, excluding Federal holidays. All tasks performed shall be logged with the following information: date, personnel performing work, specific task/sub-task performed, status or findings, required follow-up monitoring and/or maintenance.
Task A – Emergency Generator Inspection, Testing and Maintenance (Monthly Tasks):
All tests, inspections and repairs shall be performed in accordance with the Cummins QSX15 Series Engine Operation and Maintenance Manual.
Exercise both generators for 30 minutes each at 30% load rating.
Check both generators for oil, fuel, cooling and exhaust system leaks. With the generator set operating, inspect the entire exhaust system visually and audibly including the exhaust manifold, muffler and exhaust pipe. Check for leaks in the exhaust system at all connections, welds, gaskets and joints and make sure that exhaust pipes are not heating surrounding areas excessively. Document and report any suspected leaks immediately. Check engine oil, coolant and battery electrolyte levels. Replenish fluids as necessary. With the generator set operating, inspect the fuel supply lines, return lines, filters and fittings for leaks. Check any flexible sections for cuts, cracks and abrasions and make sure that they are not rubbing against anything that could cause breakage. Note and report all leaks immediately.
Check and document the following while the generators are operating: frequency, AC Voltage at no load, AC Ammeter with no load. Check that all panel lamps are illuminating.
Check the terminals on the batteries and ensure all connections are clean and tight. Check and tighten battery vent plugs as necessary.

Use a battery hygrometer to check the specific gravity of the electrolyte in each battery cell. Reading should be between 1.215 and 1.260. Check the electrolyte levels and fill as necessary.
Check generator air outlet and remove any debris or obstructions. Note and report any discoloration or signs of excessive heat.
Inspect the coolant heaters. Note and report any discrepancies.
Inspect the battery charging system. Note and report any discrepancies.
With the generator set stopped after testing, check for loose belts, fittings, leaking gaskets and hoses or any other signs of mechanical damage. Document and report any problems immediately.
Task B – Emergency Generator Inspection, Testing and Maintenance (Semi-Annual Tasks):
Ideally, these tasks should be timed so that they are performed during the months of June (at the beginning of hurricane season) and January.
All tests, inspections and repairs shall be performed in accordance with the Cummins QSX15 Series Engine Operation and Maintenance Manual.
Inspect drive belts and air cleaners. Replace parts as needed.
Inspect radiator hoses for wear and cracks. Replace as needed.
Drain and change fuel filters.
Change engine oil and filters.
Change water coolant filter.
Clean crankcase breather.
Clean cooling systems.
Check the zinc plugs in the heat exchanger and replace if they are eroded to less than half of their original length.
Task C – Emergency Generator Inspection, Testing and Maintenance (Annual Tasks):
Test rupture basin leak detect switch.
Task D – Generator Transfer Switch Inspection, Testing and Maintenance (Annual Tasks):
Ideally, all of these tasks should be timed to be performed in June (at the beginning of hurricane season) and January.
All work shall be performed in accordance with the procedures in the Service Manual (40-1000 Amp: 962-0516 and
1200-3000 Amp Switch: 962-0517. These tasks shall be performed prior to the annual Generator Set Manual Start Test and the With-Load Standby System Test.
Thoroughly dust and vacuum all controls, meters, switching mechanism components, interior buswork and connecting tugs.
Clean the outside of the cabinet door and exterior surfaces with a damp sponge using mild detergent and water.
Check buswork and supporting hardware for carbon tracking, cracks, corrosion, or any other types of deterioration.
Note and report any discrepancies.
Check stationary and moving contacts. If contact replacement is necessary, the procedures are described in the Services
Manual (for 40-1000 Amp switches: 962-0516 and for 1200-3000 Amp switches: 962-0517).
Check system hardware for loose connections and tighten as necessary.
Check all control wiring and power cables (especially wiring between or near hinged door) for signs of wear or deterioration. Note and report any discrepancies.
Check all control wiring and power cables for loose connections and adjust as necessary.
Check the cabinet interior for loose hardware and adjust as necessary.
Tighten buswork, control wiring, power cables, and system hardware, as necessary. Hardware torque values are given in section 4 of the Service Manual (for 40-1000 Amp switches; 962-0516 and for 1200-3000 Amp switches: 962-0517).
Retorque all cable lug connections. Lug torque requirements are listed in section 1 of the Service Manual.
Replace the 3 V lithium batteries in the Digital Module and the Network Module every 2 years.
Verify proper operation of the battery charger.
Task E – Eaton 9390 UPS Inspection (Monthly Tasks):
Document the system parameters as described in Chapter 8 “Using the Control Panel” of the Eaton 9390 and 9390IT
Installation and Operation Manual.
All work shall be performed in accordance with the manufacturer’s specifications.
Check the air filters and replace them as necessary. (Left filter size is 16”x30”x1” and the right filter size is 14”x30”x1”.)
Record the results of all checks and not any corrective actions taken or needed and provide documentation.
Check the area surrounding the UPS system and inside the UPS cabinets. Remove any debris and remove any surface contamination. Ensure that the air intakes and exhaust openings are not blocked.
Task F – Eaton 9390 UPS Inspection (Annual Tasks):
Inspect and test battery. Note all findings.
Perform visual checks and operational tests of all UPS equipment and associated switchgear.
Review maintenance logs and log all alarm operations and output.
Complete a functional checkout and test of the UPS diagnostic systems.
Check environment, temperature, dust, moisture, room vents, etc.
Clean and tighten all power connections at the input and output terminals, at all circuit breakers, and at the terminal posts and fuses on the rectifier and inverter legs. During the inspection, check all power cabling for abrasions and burn spots. Visually check components for signs of overheating, swelling, leaking, etc. Visually check printed circuit board alignments.
Check and calibrate each system, to include switchgear and circuit breakers, meters, and alarm levels for frequency, voltage, current, transfer, trip, alarm, etc.
Perform system and component functional tests on all UPS equipment to insure proper functioning within specified parameters
Run all UPS system diagnostics, and correct all diagnosed problems.
Resolve any previous outstanding problems, review operation with user personnel, and report any power enhancement or equipment operation recommended changes.
Open all doors, drawers, and covers. Perform a thorough inspection of all cabinets for foreign objects. Perform a thorough dusting and vacuuming of all cabinet interiors. Use only rubber or plastic vacuum attachments to clean drawers and cabinets. Except for vacuuming, never attempt to clean the UPS subassemblies. Accumulated dust or grime should only be cleaned by the manufacturer’s service representative. The exterior panels can be cleaned with a mild cleaning solution. Transparent panels should be cleaned with a mild soap and water solution only. Restore all doors and covers to their secured condition.
Off-line load test the UPS system to ensure that the system is completely functional.
Return the UPS to service following the manufacturer’s recommended start-up procedures. Make sure that no damage to the UPS equipment or shutdown will occur because of inrush currents.
Task G – Eaton Dry-Type Distribution Transformer (Semi-Annual Tasks):
Clean terminations and vents.
Inspect insulators, terminals, terminal boards for tracking (discharge)/breaks/cracks or burns. Clean and repair as necessary.
Check terminal quality and connections, including taps for tightness. Replace and adjust as necessary.
Inspect ground connections and ground contact surfaces. Adjust and repair as necessary.
Check for moisture impacts.
Inspect paint finish for scratches, wear and corrosion. Repair as necessary.
Task H –Panelboard Maintenance and Inspection (Annual Tasks):
Clean out any accumulation of dust and dirt using a brush, vacuum cleaner or clean lint-free rags.
Visually inspect electrical joints and terminals in the bus and wiring system. Repair and/or adjust as necessary.
Visually inspect all conductors and connections. Clean and adjust as necessary. Parts which show evidence of overheating or looseness shall be cleaned and re-torqued or replaced as necessary. Ensure all nuts and bolts are tightened at bus joints to manufacturer’s torque specifications.
Examine fuse clip contact pressure and contact means. Replace any fuse clips that show signs of overheating.
Re-lighten plug fuses.
Check circuit breakers, switches and fuses to ensure they have the proper ampere, voltage and interrupting ratings.
Adjust or replace as necessary.
Operate each switch or circuit breaker several times to ensure that all mechanisms are free and in proper working order.
Replace as required.
Check the operation of all mechanical components and replace as required.
Exercise the switch operating mechanisms and external operators for circuit breakers to determine that they operate freely to their full on and off positions. Adjust or replace as necessary.
Check the integrity of all electrical and mechanical interlocks and padlocking mechanisms. Adjust or replace as necessary.
Check devices for missing or broken parts, proper spring tension, free movement, corrosion, dirt and excessive wear.
Adjust, repair or replace as necessary.
Clean and dress readily accessible copper electrical contacts, blades and jaws according to the manufacturer’s instructions when inspection indicates the need.
Look for and note any moisture or signs of previous wetness or dripping inside the cabinet.
Seal off any conduits which have dripped condensate, and provide means for further condensate to drain away from the panelboard if required.
Seal off any cracks or openings which have allowed moisture to enter the enclosure. Eliminate the sources of dripping on the enclosure and any other source of moisture, if required.
Replace or thoroughly dry and clean any insulating material, which is damp or wet or shows an accumulation of deposited material from previous wettings.
Inspect all component devices for moisture damage. Note findings.
Test the ground fault protection system in accordance with the manufacturer’s instructions and note findings.
Check insulation resistance if any of the following have occurred: severe short circuit, replacement or cleaning of insulating surfaces, panelboard has been exposed to high humidity, condensation or dripping moisture.
Note - All adjustments, cleaning and replacement of parts shall be done in accordance with the manufacturer’s instructions. Only clean nonmetallic light grease or oil shall be used.
Task I – Lighting Dimmer Adjustment (Semi-Annual Tasks):
Every 6 months, adjust lighting dimmers and automatic settings as necessary.
Task J – Perform Unscheduled Maintenance:
Any additional unscheduled maintenance or services that are required or recommended by the vendor and found during the scheduled maintenance must first be approved by the Contracting Officer (CO), and will be paid for via a modification to the purchase order (PO) billed at the hourly rate specified on the PO.
Task K – Parts and Supplies to Support Inspections, Routine Maintenance and Unscheduled Maintenance:
This task will be utilized if and when it is needed.
