About this file
This document is a Determination to Solicit from a Single Source for the U.S. Department of the Interior, Bureau of Reclamation. The procurement is for Online Partial Discharge Test Equipment from OMICRON Electronics Corp. USA, with an estimated total value of $354,246.00. The equipment includes: 1) MPD800 PD Measurement Equipment, 2) Montesto PD Monitoring Equipment, and 3) CMC 430 3-Protection Test Set and Calibrator.
The single-source justification is based on compatibility with existing Omicron equipment and standardization across Reclamation facilities. The agency has conducted market research over 20 years, evaluating PD monitoring equipment and switching to Omicron about 8 years ago. The Contracting Officer will perform price analysis to ensure a fair and reasonable price, using techniques such as comparing previous purchase prices and conducting market analysis for similar industry items.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation 13.106-1(b)(2), for purchases exceeding the simplified acquisition threshold, but not exceeding $750,000 Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity.
U.S. Department of the Interior, Bureau of Reclamation, UCB Office.
2. Name and Address of Single Source.
OMICRON Electronics Corp. USA 3550 Willowbend Blvd Houston, TX 77054
3. Description of Supplies/Services and Estimated Cost.
Online Partial Discharge Test Equipment:
1. MPD800 PD Measurement Equipment
2. Montesto PD Monitoring Equipment
3. CMC 430 3-Protection Test Set and Calibrator
The estimated total value of this procurement is $354,246.00
4. Description of Circumstances, including why only one source is reasonably available.
IAW FAR 13.106-1(b)(1)(ii), the need for a brand name procurement is based upon the items in Line Item 1 add-on items and accessories to partial discharge (PD) equipment Reclamation currently owns. Purchase of these items will expand the testing capabilities of currently owned Omicron equipment. Only Omicron equipment is compatible with the Omicron equipment owned.
Line Item 2 is a new stand-alone PD monitor that will allow long term monitoring but uses the same technology and techniques of our existing equipment thus being acceptable convention and performance.

Line Item 3 is a calibration source that is a smaller and more portable version of equipment that is used in our lab and Reclamation powerplants. Name brand is required for continuity with equipment standardized for over 20 years.
5. Determination of Fair and Reasonable Price.
The Contracting Officer will perform necessary price analysis techniques such as a comparison of the proposed price with prices found fair and reasonable on previous purchases (FAR 13 .106-3 (a)(2)(ii)), market analysis for similar items in the industry (FAR 13.106- 3(a)(2)(i)), and other determinations listed in FAR 13.106-3(2) if the information is available to determine if the quoted price is fair and reasonable.
6. Description of Market Research.
Market research was performed over 20 years of operating IRIS Power PD monitoring equipment across multiple facilities within Reclamation. Following a few pilot projects evaluating all manufacturers of PD monitoring/testing equipment, it was determined to switch to Omicron Energy monitoring/equipment about 8 years ago. Competition is always considered and evaluated for equipment that Reclamation has standardized for our teams and facilities. Market research is continuously performed by Reclamation’s subject matter experts as personnel at Reclamation power plants reach out to us for guidance on test equipment use/purchases. When the performance of what we currently use faulters or becomes obsolete then research and pilot projects are started to perform equipment evaluations by multiple engineers/technicians across Reclamation.
