LIMITED SOURCES JUSTIFICATION AND APPROVAL
For Orders or BPAs established under Federal Supply Schedules
In accordance with FAR 8.405-6, the proposed contractual action is pursuant to the statutory authority under the Multiple Award Schedule Program [Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies]. This template is required for all limited sources justifications over the micro-purchase threshold, including brand name.
1. Agency and Contracting Activity (FAR 8.405-6(c)(2)(i)). Department of the Interior, Bureau of Reclamation (BOR), Acquisition Operations Branch, Denver, Colorado.
2. Nature/Description of Action (FAR 8.405-6(c)(2)(ii)). This Limited Source
Justification (LSJ) authorizes the award of a Firm-Fixed-Price, GSA Schedule Task Order on a sole source basis for the procurement of an Information Management & Technology (IMT) Workforce Plan to Strategy Consulting Team, LLC.
3. Description of Supplies/Services (FAR 8.405-6(c)(2)(iii)). BOR’s Office of the Chief
Information Officer (OCIO) requires the development of an IMT Workforce Plan to provide tracking of implementation, quarterly reporting, assisting the workforce team with action planning, implementation, and tracking, along with monitoring in accordance with the developed monitoring plan, quarterly monitoring reports, and annual assessment of competency and staffing gaps.
4. Authority and Circumstance Justifying Limiting Sources (FAR 8.405-6(c)(2)(iv) and 8.405-6(c)(2)(xi)).

In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

B. Rationale Supporting the Circumstance to Limit Sources: The requested IMT Workforce Plan has been in development and is still an unfinished project due to time constraints. In Fiscal Year 2022 BOR, Information Resources Office contracted for the development of an Information Management & Technology (IMT) Workforce Plan, along with implementation and monitoring support to meet the (OCIO) requirement for bureaus to establish workforce plans for its IMT workforce. The original Task Order (140R8121F0372) was awarded to Strategy Consulting Team, LLC as a competitive small business set-aside.
The IMT Workforce Plan was developed, approved, and contained eight action areas for implementation. Strategy Consulting Team, LLC provided support to federal action leads for the implementation of these areas. Due to unforeseen conflict of priorities to meet Executive Orders regarding cyber security, the federal action leads were unable to meet the planned deadlines for the implementation of these actions.
Currently, the IMT Workforce Plan has implemented four of the eight action areas, but the deliverable is considered unfinished. If this requirement was recompeted, there would be a duplication of costs to the government that is not expected to be recovered through competition. In addition, there would be a significant delay in the implementation of these remaining action areas if a new contractor would have to be caught up or start from the beginning which would risk milestones and deadlines.
5. Best Value Determination (FAR 8.405-6(c)(2)(v)). GSA has already determined the prices of supplies and fixed price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by 8.405-2(d). By placing an order against a schedule contract using the procedures in 8.405, the Contracting Officer has determined that the order represents the best value consistent with 8.404(d).
6. Description of Market Research (FAR 8.405-6(c)(2)(vi)). Market research was not conducted due to the award being made to the incumbent contractor.
7. Any Other Supporting Facts (FAR 8.405-6(c)(2)(vii)). None
8. Actions Taken to Remove or Overcome Barriers to Restricted Consideration (FAR
8.405-6(c)(2)(viii)). The award to the incumbent contractor is more advantageous to the Government due to incomplete deliverables. If this requirement was recompeted, there
