About this file

This document is a Justification and Approval for Other Than Full and Open Competition (JOTFOC) for a firm-fixed price purchase order to provide a service life extension for three Eaton Uninterruptable Power Supply (UPS) units installed at Hoover Dam. The requirement is for Eaton-certified technicians to perform a service life extension program (SLEP) overhaul on the existing UPS cabinets, which provide backup power for critical systems at the dam. The statutory authority cited is 41 U.S.C. 3304(a)(1) for brand-name descriptions. The estimated value is $260,000 with a 6-month period of performance. The JOTFOC states that Eaton is the only qualified source to perform the SLEP work and provide the necessary replacement Enersys lead-acid batteries, as these are proprietary components specifically designed for the existing UPS system. A solicitation will be posted on SAM.gov to allow competition for the Enersys brand batteries.

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN

COMPETITION

In accordance with FAR 6.302 or FAR 13.501(a), the proposed contractual action is pursuant to the statutory authority identified in paragraph 4. This template is required for actions over the Simplified Acquisition Threshold (unless the procurement is acquired as a limited source IAW FAR 8.405-6 or is an Exception to Fair Opportunity IAW FAR 16.505(b)(2)).

1. Agency and Contracting Activity (FAR 6.303-2(b)(1)).

U.S. Department of the Interior, Bureau of Reclamation, Lower Colorado Basin.

2. Nature/Description of Action (FAR 6.303-2(b)(2)).

Approval is being requested for other than full and open competition for a firm-fixed price purchase order with a 6-month performance period using FY 2024 funding. This requirement is for Uninterruptable Power Supply (UPS) service life extension for Hoover Dam. This request is only for justifying this as a brand name requirement.

3. Description of Supplies/Services (FAR 6.303-2(b)(3)).

Hoover Dam has 3 Eaton UPS units that have been installed since circa 2012. This is a supply with install requirement for the UPS units to undergo a Service Life Extension Program (SLEP) overhaul.

At Hoover Dam, the Eaton UPS cabinets provide back-up power for emergency lighting, operations command and control workstations, heating/ventilation/air-conditioning (HVAC), generating unit control functions, and staff workstations ensuring continuous operations when a power issue is encountered. The UPS cabinets are each tied to a dedicated large industrial vented lead-acid battery bank. These batteries are continuously charged and monitored by the respective UPS unit. When an unexpected power event occurs, the UPS uses back-up battery power to feed the critical circuits through the proper power breakers and the parallel tie cabinet (PTC) that is wired with both house utility power (the circuit experiencing the unexpected outage) and the UPS emergency power feed. This all happens automatically in a matter of seconds in a combination of, or all 3, within the UPS cabinets control scheme.

Each respective Eaton UPS cabinet is composed of parts manufactured and supplied strictly by Eaton. The parts supplied under the SLEP contract, certified original equipment manufacturer (OEM) components, are provided by Eaton to ensure they conform to the original performance capabilities and features as defined by the OEM (Eaton). The work, conducted by Eaton certified technicians, is also performed in accordance with (IAW) the Eaton service manuals, subsequent service manual updates, and OEM procedures. These publications are available for free on the OEM website (www.eaton.com).

Each UPS cabinet also has a surface mounted component electronic package assembly that requires a specific firmware version, to allow control parameters to be tuned and modified for optimal performance. These parameters can only be changed by Eaton certified

(04/2021) technicians, and this is one of the motivating factors for the SLEP work requirement. One of the currently installed UPS cabinets is not operating within standard limits and is damaging the vented lead-acid batteries by over-charging them and degrading the total life cycle.

A major benefit of the Eaton SLEP, as opposed to complete replacement, is it allows the existing frame and footprint of the UPS to stay in-place while only replacing select internal components and extending the total life of the respective UPS cabinet. The itemized component list, defined by Eaton, is standard across the platform and allows seamless integration of “zero-hour” components that extend the performance and equipment life cycle of UPS to ensure continued operation. The OEM certified parts are only provided by Eaton, and technical documentation is retained for records and any future warranty claim issues.

The period of performance for this requirement is 6 months.

The estimated value is $260,000.00.

5. Demonstration of Contractor’s Unique Qualifications (FAR 6.303-2(b)(5)).

Connected to each of the 3 UPS cabinets are dedicated flooded lead-acid battery banks.

These batteries provide the back-up power that feed the critical loads when an unexpected power event occurs. The discharge time (emergency power) is dictated by the number of batteries connected in a string to the respective UPS cabinet.

A part of this requirement is obtaining 10 Enersys lead-acid batteries to replace a section of a UPS unit’s back-up battery string. Enersys, Type: 4DXC-21B, Datasafe D, flooded lead-acid batteries.

Enersys is a multi-national stored energy solution provider that was founded in the United States. They provide a wide array of energy systems (batteries) for UPS applications, telecommunications equipment, industrial facilities, and electric utilities. Small scale back-up power solutions, large-scale energy storage, and integrated power solutions are provided to their customers who use them for back-up (emergency power) by way of connection to a separately supplied UPS cabinet(s).

At Hoover Dam, the UPS cabinets provide back-up power for emergency lighting, operations command and control workstations, heating/ventilation/air-conditioning

(HVAC), generating unit control functions, and staff workstations ensuring continuous operations when a power issue is encountered. The UPS cabinets are each tied to a dedicated Enersys flooded lead-acid battery bank.

Enersys, Type: 4DXC-21B (Datasafe D) flooded lead-acid batteries are required for seamless integration into the existing battery bank. Deviating from the Enersys brand would cause issues as the chemical make-up, physical size, amp-hr rating (equipment rating), discharge time, and charging rate would all be different with an alternative battery supplier. These batteries are specifically designed for the high-power requirements of UPS cabinets that are supplying back-up power to workstations, specifically computers used by operations for command and control of the generating units at Hoover Dam. Their application is specific to UPS cabinets when long life cycles are required to ensure dependability.

Adding lead-acid batteries from an alternative manufacturer would cause increased total harmonic distortion (THD) and severely impact the power quality (alternating current waveform) used for the critical loads during an unexpected power event. Voltage regulation would be out of tolerance and could lead to short term sags, due to undervoltage, lasting more than one cycle (16.7 milliseconds) and disrupt operational capability of equipment fed from the station service batteries and UPS cabinets.

The differing chemical makeup of alternatively sourced batteries could lead to distortion in the battery output as discharge characteristics would not match and multiple waveforms would be present, passing through the UPS and distributed to all the electrical panels (and equipment) connected for emergency power. As the DC output of the battering is resynthesized back into an a/c waveform by the UPS, the loads would observe and use more distorted a/c waveforms, leading to power quality issues throughout the critical loads.

Enersys’s Datasafe D calcium flat plate battery offers the high rate of performance and long-life cycle needed, and previously installed, for continuous operations during an unexpected power event.

6. Description of efforts made to maximize competition (FAR 6.303-2(b)(6)).

A solicitation will be posted on SAM.gov to allow for competition among those contractors who can supply Enersys Datasafe D name brand batteries.

7. Determination of Fair and Reasonable Cost (FAR 6.303-2(b)(7)).

The Contracting Officer anticipates that adequate competition will determine price reasonableness, and if adequate competition is not obtained, the Contracting Officer will perform price analysis based on market analysis for similar items in the industry, review of current price lists and compare the proposed prices to historical prices paid in the last few years.

8. Description of Market Research Conducted (FAR 6.303-2(b)(8)).

A previous solicitation was posted on SAM.gov for this requirement, however the Statement of Work required UPS cabinet replacement. Due to system compatibility issues responses were received from contractors it would be more beneficial to perform a service life extension. The SOW was re-written to reflect this work for this current solicitation.

9. Any Other Supporting Facts (FAR 6.303-2(b)(9)).
