About this file
This is a Justification and Approval (J&A) for Other Than Full and Open Competition document for the U.S. Department of the Interior, Bureau of Reclamation. The procurement is for video surveillance and intrusion detection equipment and cabling for a security response force training center, specifically seeking Axis Communications cameras, Magnasphere magnetic door contacts, and CommScope ethernet cabling. The solicitation (140R8125Q0312) is using FAR 6.302-1(c) authority for brand-name descriptions, citing mandatory standardization across Bureau of Reclamation facilities and substantial replacement costs if alternative manufacturers are used.
The procurement will be solicited to small businesses via SAM.gov, with market research already conducted showing limited vendor availability. The document highlights compatibility requirements with existing Milestone video recording systems and security infrastructure at multiple dam facilities, including Hoover, Shasta, New Melones, and Folsom. Estimated costs to change existing systems range from $2.5 million to $75 million, which justifies the sole-source approach. The government plans to conduct additional market research to identify alternative sources when the current system is ready for replacement.

Axis Branded Product Per a memorandum dated 12/18/24 titled “Standard manufacturers for Reclamation Security Program”, The Bureau of Reclamation security program management efficiencies require that purchases of electronic security equipment utilize standardized manufactures to manage security risks and costs more effectively for the government.
Axis Communications is listed as a mandatory manufacturer of video surveillance equipment utilized by Bureau of Reclamation.
The listed equipment is used widely across Bureau of Reclamation facilities including Folsom, New Melones, ECAO, Yakima, Hoover, and more than ten existing Milestone videorecording systems. All communication between the software and hardware is proprietary; there are no other products that are compatible.
Axis Communications works closely with Milestone Systems, Milestone is the common video surveillance recording system across Reclamation facilities, to ensure that all their cameras and hardware fully compatible with Milestone. Axis is currently the only camera manufactures that is fully compliant with the John S. McCain National Defense Authorization Act. Use of any other cameras could cause a lapse in security due to lack of training and knowledge along with extensive cost to obtain training and changing current systems to support other hardware at Reclamation facilities. It’s estimated that it would cost more than $10,500,000.
Magnasphere Branded Product The listed equipment are the only products that are fully functional with Hoover, Shasta, New Melones, Folsom and an additional 30+ dams existing AMAG and Lenel security systems. Magnasphere is the only known remaining manufacture of high security magnetic switch door contacts that meets or exceeds Department of Defense and federal standards. An estimate to change the current system to support other hardware at all dams is approximately $2,500,000.
Commscope Branded Product The listed equipment are the only products that are installed at Hoover, Shasta, New Melones, Klamath, Glen Canyon, Grand Coulee, Folsom, and an additional 30+ dams.
CommScope manufacturers multiple types of copper cabling and cable specific products ethernet cable, cable management, connectors, cable assemblies, and cable patch panels.
CommScope is the industry leader in ethernet cable and components and is the only manufacture to offer a 25 year warranty. An estimate to change the current system to support other hardware at all dams is approximately $75,000,000.
