About this file

This document is a Justification for Single Source Award issued by the Department of Veterans Affairs for a uniform procurement and maintenance contract. The Wilkes Barre VA Medical Center requires uniform services for its Environmental Management Service (EMS) and Nutrition and Food Service (NFS) workforces, with an estimated contract value of $52,000.00 for a one-year period. Network Contracting Office 4 (NCO 4) intends to sole source the requirement to US Supply LLC, a small business that recently received a similar contract for the facility's Facilities Maintenance Service, after the previous uniform contract expired in March 2025 and subsequent attempts to award a new contract were unsuccessful.

Market research was conducted by requesting a quote from US Supply, who provided sample garment information and a rough order of magnitude estimate. The price of $52,000.00 was deemed fair and reasonable compared to the Independent Government Cost Estimate (IGCE) and consistent with small business pricing. The justification is based on economy, efficiency, and urgency, with the contracting officer certifying the sole source award in accordance with FAR 13.106-1(b). The contract will be a firm-fixed price, requirements contract with a performance period of one year, effective 11/15/2024.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-25-AP-2640

1. Contracting Activity: Department of Veterans Affairs, VISN 4, Wilkes Barre VA

Medical Center is supported by Network Contracting Office 4 2237: 693-25-3-585-0071

LEAF: 214

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Wilkes Barre VAMC has a new requirement for the provision and maintenance of uniforms for the Environmental Management Service (EMS) and Nutrition and Food Service (NFS) workforces. NCO 4 intends to award a firm-fixed price, requirements contract for these services for a Period of Performance of One Year.

Estimated contract value: $52,000.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Wilkes Barre VAMC’s EMS and NFS service lines are currently without a contract for these services. Contract 36C24419P0962 was completed in March 2025 and services have been maintained to date with Government Purchase Card. The expired contract was extended for 6 months in September 2024, but NCO 4 failed to award a new, long-term contract for EMS and NFS.

NCO 4 recently awarded a new contract for similar services required by the Wilkes Barre VAMC’s Facilities Maintenance Service (FMS) to US Supply LLC (S54GRAW5ULL1), a small business in good standing with the Government. NCO has confirmed that US Supply can provide the services required by the EMS and NFS service lines. In the interests of economy, efficiency, and urgency, NCO 4 intends to sole source this requirement to US Supply for a period of One Year.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by requesting a market research only quote from US Supply for the Statement of Work provided by the EMS and NFS service lines. US Supply provided samples (not physical) of the garments they are able to provide along with a rough order of magntitude (ROM) estimate for outfitting the requesting service lines. Price obtained of $52,000.00 for one year of service is considered fair and reasonable in comparison to the IGCE and for small business https://www.acquisition.gov/?q=/browse/far/13

Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID# prices. The market research conducted for 36C24425D0050 was also reviewed for price reasonableness.

5. Contracting Officer's Certification: Purchase is approved in accordance with

FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
