STATEMENT OF WORK
Water Line Locating
24-Feb-22
1. BASIC SERVICES:
1.1. The contractor shall provide all management, tools, supplies, equipment, transportation, and labor necessary to locate and mark all SD One-Call tickets (SD One-call is a Call
Before You Dig Program) for Ellsworth Air Force Base’s 16” water line in accordance with the stipulations of South Dakota Law Chapter 49-7A and Administrative Rules
Article 20:25 and all industry standards consistent with underground utility locating.
The subject water line is located between Ellsworth Air Force Base, SD and Rapid City, SD, with a 500’ buffer on either side of the water line. Ellsworth AFB claims a 25’ easement on either side of the subject water line.
1.2. This is a reoccurring service for periodic water line locates in conjunction with third party construction, and not a one-time locating function. Services provided under this agreement do not require locating the 16" Water Line in its entirety; only the section(s) requested within a given SD One Call Ticket. Each SD One Call Ticket is limited to the number of grid location (not to exceed 6 grid locations) in accordance with the stipulations of South Dakota Law Chapter 49-7A and Administrative Rules Article 20:25 and all industry standards consistent with underground utility locating.
1.3 The easement and the 16” waterline are shown on Attachment 3 - Map.
1.4 The contractor shall be responsible for all costs and fee’s associated with South Dakota one call. Approximately $400.00 per year.
2. REQUEST FOR LOCATES:
2.1. The contractor and the 28 CES will be identified as the POC for all SD One-Call tickets. The contractor shall maintain a dedicated fax line, fax machine, and a phone with message capabilities. These numbers shall be kept current with SD One Call and the28 CES/CEO.
2.2. SD One-Call tickets will be faxed from the SD One-Call Center directly to the contractors dedicated fax line.
2.3. SD One-Call will leave a phone message for emergency tickets.
3. SIXTEEN INCH WATER LINE LOCATES:
3.1. Upon determining that the 16” water line is within the property identified on the SD
One-Call ticket, the contractor shall locate the 16” water line and mark the location at the property identified by the SD One-Call ticket. The 16” water line shall be marked with blue utility marking paint and blue wire flags in accordance with the stipulations of
South Dakota Administrative Rules and Laws (See 1.1).
3.2. If the excavation site is not within Ellsworth’s easement, the contractor shall verbally inform the construction site foreman (or property owner if property identified is a residential lot) of the fact that the line has been marked. The contractor shall document on the ticket the following information: date, time and site foreman/property owner’s name and phone number. If the excavation site is within Ellsworth’s easement, the contractor shall document on the ticket the following information: date, time and site foreman/property owner’s name and phone number. The contractor shall verbally notify the site foreman/property owner that they are not allowed to proceed with any work within the boundaries of Ellsworth’s easement until they have obtained written approval from Ellsworth AFB by calling 28 CES/CERR at 385-2669.
3.3. The contractor shall inform the site foreman (or property owner if property identified is a residential lot) that South Dakota state laws (see 1.1 ) require that if the excavation site needs to be expanded, the site foreman (or property owner) is required to call SD One-
Call to get the expanded area located.
3.4. The contractor shall also provide a copy of the SD One-Call ticket to 28 CES/CERR, in person or fax (605-385-4436), within four hours of determination that the excavation is within Ellsworth’s easement. The SD One-Call ticket shall include the site foreman/property owner’s information, a sketch on the ticket, or an attachment to the ticket, showing the relationship of the excavation site to the 16” water line.
4. DISPOSITION OF SD ONE-CALL TICKETS:
4.1. Within two business days of completion of the SD One-Call ticket locate, the contractor shall provide a copy of the SD One-Call ticket with applicable sketches and comments to an Authorized Caller located in 28 CES/CEO.
5. IRRIGATION SYSTEM LOCATES
5.1. Upon notification from 28th CES POC of on base dig permit, contractor will locate and mark all irrigation system components within dig permit request area within three business days. All irrigation lines shall be marked with purple utility marking paint and purple wire flags in accordance with the stipulations of South Dakota Administrative Rules and Laws (See 1.1).
5.2. Within two business days of completion of irrigation system locate the contractor will notify the 28 CES POC of completion.
6. INSURANCE: The contractor shall carry general liability, vehicle liability, and professional liability insurance coverage at a minimum of $1,000,000 each.
7. PANDEMIC RESPONSE: All personnel present on Ellsworth AFB are required to follow any and all pandemic response policies established by the base leadership. Personal protective measures (face masks, gloves, hand sanitization, etc.) may be increased or decreased related to the current pandemic conditions on Ellsworth AFB. Contractors performing on Ellsworth AFB will follow the guidance provided by the local work center where contract performance will occur or other government representatives on the base. Contractors that refuse to comply with any and all pandemic response policies may be denied access to the installation which can result in corrective contract actions.
