The Q&A matrix addresses numerous technical and operational details about watercraft personnel requirements, dive operations, mission support, crew configurations, and contract administration.

Key highlights include a performance-based acquisition for watercraft operations with flexible staffing approaches, where contractors can determine their personnel mix while meeting specific performance standards. The contract involves multiple vessel types including Missile Retrievers (MRs) and utility boats, with requirements for personnel such as divers, radio operators, engineers, and support staff. The incumbent contractor is Florida Offshore Inc. (Contract FA481921C0001), and the solicitation will include wage determinations and specific crew configuration guidelines. Operational expectations include potential overnight missions, multiple vessel deployments, and specific maintenance responsibilities. The government has indicated that travel costs will not be reimbursed, and contractors have flexibility in meeting staffing and operational requirements outlined in the Performance Work Statement (PWS).
