About this file
This Statement of Work (SOW) details comprehensive water testing requirements for the Overton Brooks VA Medical Center in Shreveport, Louisiana. The contractor must perform multiple types of periodic testing, including quarterly Legionella testing for potable water and monthly testing for cooling tower and chiller water, with specific sampling protocols for different water sources. Testing requirements include Legionella identification, metals testing (copper and silver), water quality testing (coliforms, E. coli), and specialized testing for specific water systems like SPS (Sterile Processing Service) water.
The SOW mandates that the contractor's laboratory must be CDC Environmental Legionella Isolation Techniques Evaluation (ELITE) program certified and accredited by a nationally recognized body. The contractor will use an existing web-based data management system to upload and store all test results, which must be immediately available electronically. Testing locations include various water sources across the facility such as storage tanks, cooling towers, RO machines, and decontamination areas. The contract includes provisions for up to 30 return visits per year for retesting, with strict requirements for test method, reporting timelines, and data management.

3. SPECIFICATIONS
• Validation Testing
The contractor will provide all labor, materials, and equipment necessary to complete environmental validation testing of the potable and utility water.
The contractor’s laboratory must be certified by the Centers for Disease Control and Prevention (CDC) Environmental Legionella Isolation Techniques Evaluation (ELITE) program. In addition to the CDC ELITE certification, the laboratory must have environmental microbiology accreditation by a nationally recognized accrediting body, such as EMLAP, NELAP, etc.
• Legionella Testing
Legionella environmental testing shall occur at a minimum of once per Federal fiscal year quarter.
The laboratory will provide a report indicating the analytical results for each sample submitted.
Results will be calculated in terms of colony forming units (CFU/mL). All samples shall be properly preserved, and protocol records kept for final QA/QC. Results shall be provided within the timeline outlined for each test shall be immediately uploaded into the web-based data management site and emailed in PDF format to the client point of contact.
The contractor shall collect water samples from Building 1 and cooling towers for each quarterly testing cycle. The contract will collect samples from locations designated by the COR according to the following frequency and schedule:
• Month 1 of each quarter
- 4 Cooling Tower Water samples (11731 ISO spread plate method)
- 6 Copper Samples
- 6 Silver Samples
- 6 Potable Water Quality Samples (Total Coliforms, Escherichia coli)
• Month 2 of each quarter
- 4 Cooling Tower Water samples (11731 ISO spread plate method)
- 8 Potable Water samples (11731 ISO spread plate method)
- 2 Potable Water samples (PVT Premium)
- 6 Potable Water Quality Samples (Total Coliforms, Escherichia coli)
• Month 3 of each quarter
• 4 Cooling Tower Water samples (11731 ISO spread plate method)
• 8 Potable Water samples (11731 ISO spread plate method)
• 2 Potable Water samples (PVT Premium)
• 6 Potable Water Quality Samples (Total Coliforms, Escherichia coli)
At the time of sampling, the contractor shall test and document the following for each sample:
water temperature, level of residual biocide, and pH. The laboratory shall use either 11731 ISO spread plate method or PVT Premium with Next Day PCR Legionella Test as indicated in the schedule listed.
