About this file
This is a Statement of Work (SOW) for Project 667-22-118, which requires the replacement of underground water storage tanks at Overton Brooks VA Medical Center (VAMC) in Shreveport, Louisiana. The contractor must construct two new 300,000-gallon pre-stressed concrete tanks with domed roofs, including a gravity retaining wall across a depression in the northeast corner of the site, an analyzer building with electrical services, and removal of trees and brush to create a haul route on City of Shreveport easement land. The contractor is responsible for all labor, materials, tools, equipment, licenses, permits, and services necessary for project completion, with a performance period of 365 days from the Notice to Proceed. The work must comply with all applicable codes in VA Design Manuals and other relevant standards, and the contractor assumes responsibility for any damages resulting from their fault or negligence.
The SOW specifies critical operational and safety requirements, including mandatory attendance at a Pre-Bid Site Visit, compliance with Infection Control Risk Assessment (ICRA) protocols and dust control during demolition, utility location verification prior to any demolition, and protection of adjacent hospital structures. Construction activities involving excessive noise or odor must occur after hours or weekends, with all utility outages scheduled at the hospital's convenience. The contractor must provide a minimum of two flaggers to manage traffic flow and ensure hospital operations and public use of the adjacent recreational easement area remain unimpacted. All chain-link construction fencing must be post-driven to ensure stability, the jobsite must be secured at all times, and a Stormwater Pollution Prevention Plan (SWPPP) with secondary runoff prevention methods must be implemented. Final deliverables include Pre-Final and Final Inspections with punch list completion, and comprehensive site cleaning upon project completion. This is a Service Disabled Veteran-Owned Small Business (SDVOSB) 100% set-aside with an estimated project value between $2,000,000 and $5,000,000, and the RFP is anticipated for release on or about April 17, 2026.

Statement of Work
Replace Underground Water Storage Tanks 667-22-118 Statement of Work Overton Brooks VAMC has a requirement to replace the existing underground water storage tanks. Contractor is required to construct two new 300,000-gallon pre-stressed concrete tanks with domed roofs. The location of the tanks requires the construction of a gravity retaining wall across the depression in the northeast corner of the site. Contractor will construct the retaining walls as described in the drawings. VA is securing an easement on the City of Shreveport land behind the VAMC. Contractor will remove trees and brush on the easement site to create a haul route for vehicles to access the retaining wall. An analyzer building will be constructed to support the operations of the water system with electrical services pulled from Building 42.
All work must be performed as specified herein and shall be in accordance with all applicable codes indicated in the Department of Veterans Affairs (VA) Design Manuals and any other applicable codes. The Contractor must provide all necessary labor, materials, tools, equipment, licenses, permits, and services for completion of this project. The Contractor must be responsible for all damages to persons or property occurring as a result of the Contractor’s fault or negligence. The Contractor must be responsible for all materials delivered and work performed until completion and acceptance of the entire work.
PERIOD OF PERFORMANCE:
The Contractor shall complete the work 365 Days from the issuance of the Notice to Proceed.
CONTRACTOR SITE VISIT AND FIELD VERIFICATION PRIOR TO BIDDING:
Contractor shall be responsible for attending the Pre-Bid Site Visit prior to bidding to verify all existing conditions and take any necessary measurements required to adequately bid the project. If the Contractor chooses not to attend the Pre-Bid Site Visit, the Contractor may submit their bid at their own risk.
INFECTION CONTROL DURING CONSTRUCTION:
Contractor shall follow and comply with the established Infection Control Risk Assessment (ICRA) specific for the project. Contractor is responsible for dust control during demolition and during hauling operations.
DEMOLITION:
Contractor must confirm the location of all utilities (water, gas, electrical, etc.) prior to any demolition activities. Contractor must protect all adjacent structures of the hospital during all operations. Repairing any damage shall be the sole responsibility of the Contractor. If any damage is noticed prior to starting work which may be misconstrued as damage caused by the contractor, immediately notify the COR, and the damage shall be documented as existing conditions.
PHASING, NOISE, SMELLS, AND AFTER-HOURS WORK:
Work resulting in extensive noise or odor, shall be performed after hours or on weekends. Any required utility outages shall be scheduled at the convenience of the hospital, and potentially require after-hours work or on weekends.
DELIVERIES:
Contractor shall coordinate material and equipment deliveries, storage, and handling requirements with COR.
SAFETY REQUIREMENTS:
The facility drive near the jobsite is the only exit for emergency department and long radius turns for semi-truck deliveries. VA is also securing an easement on the City of Shreveport land which is normally open to the public for use such as frisbee golf course, bike trails, jogging paths and picnic areas.
In addition to safety requirements defined in project specifications and drawings, contractor must always provide a minimum of two flaggers to assist with site access and construction activities outside of the construction site and nearby easement area. Flaggers must assist with traffic flow. Contractor must provide all necessary safety precautions to ensure hospital normal operations and pedestrians using City of Shreveport Land are not impacted by construction activities and traffic.
Also, all chain-link construction fencing must be post driven installed rather using sandbags or some other means to secure fencing. This will ensure the construction fence is stable enough to resist be blown over and knocked down easily. Jobsite must be secured at all times to include all entrances to construction site.
SWPPP is shown in project drawings. Contractor must use the plan and provide additional secondary methods to prevent runoff and unnecessary discharge onto the City of Shreveport land. This construction site will easily be visible from Clyde Fant Parkway which can be visible from several others outside of the medical center.
FINAL CLEAN, PRE-FINAL & FINAL INSPECTIONS:
Once all work has been completed, the Contractor shall adequately clean the project site and request a Pre-Final Inspection. Upon completion of the Pre-Final punch list items, the Contractor shall request a Final Inspection. Each of these inspections will be scheduled at the convenience of the hospital.
SUBMITTALS:
Contractor shall provide submittals as detailed in the specifications and samples of all finishes showing the full range of available colors and options to be selected by the VA-ID and COR.
