About this file

This is a Request for Proposal issued by the Kahoolawe Island Reserve Commission (KIRC) in Hawaii for a comprehensive Water Development Study. The project, issued on September 15, 2026, seeks to address the island's limited freshwater availability and deteriorating catchment infrastructure through sustainable water collection, storage, and management systems. The scope of work includes three primary components: site assessment and data collection of existing water catchment systems and reservoirs; feasibility and design recommendations for rainwater collection improvements and new reservoir installations; and development of a comprehensive Water Development Plan. Deliverables consist of a technical report summarizing findings and design recommendations, a detailed Water Development Plan with diagrams and cost estimates, and a final presentation to KIRC staff and Commissioners. The project duration shall not exceed 6 months from contract execution, with all work, invoicing, and payment to be completed by May 31, 2027.

The selected consultant team must demonstrate experience in strategic rainwater catchment design and implementation, reservoir or large-scale water system planning in arid or remote island environments, and sustainable and low-impact infrastructure development. The proposal emphasizes integration of climate resilience, low-maintenance design, and ecological sensitivity into recommendations. The Water Development Plan must include a phased implementation strategy aligned with KIRC's operational capacity and funding opportunities. No specific pricing terms, set-asides, incumbent information, or funding amounts are detailed in the RFP document provided.

Request For Proposal

Project Title: Water Development Study

Date Issued: September 15, 2026

Project Overview:

The Kahoʻolawe Island Reserve Commission (KIRC) seeks to develop a comprehensive Water Development

Study to address the island’s limited freshwater availability and deteriorating catchment infrastructure. This effort will guide future investments in sustainable water collection, storage, and management systems to support ongoing restoration and revegetation efforts on Kahoʻolawe.

Objectives:

• Assess existing water catchment and storage infrastructure on Kahoʻolawe.

• Identify opportunities for strategic rainwater collection and reservoir development appropriate to the island’s arid conditions.

• Develop a practical and cost-effective plan for upgrading or replacing the current water system.

Scope of Work / Tasks:

1. Site Assessment & Data Collection o Conduct on-island assessments of current water catchment systems and reservoirs.

o Evaluate rainfall patterns, watershed areas, topography, and potential collection zones.

o Review historical water data and previous infrastructure records.

2. Feasibility & Design Recommendations o Identify suitable sites for rain catchment improvements or new reservoir installation.

o Recommend appropriate materials, capacities, and configurations for efficient water capture and storage.

o Integrate climate resilience, low-maintenance design, and ecological sensitivity.

3. Water Development Plan o Produce a written plan outlining proposed infrastructure upgrades, design concepts, estimated costs, and maintenance considerations.

o Provide a phased implementation strategy that aligns with KIRC’s operational capacity and funding opportunities.

Deliverables:

• Technical Report: Summary of findings, site data, and design recommendations.

• Water Development Plan: Detailed plan with diagrams, cost estimates, and implementation phases.

• Presentation: Final briefing to KIRC staff and Commissioners.

Timeline:

Project duration not to exceed 6 months from contract execution. Project must be complete, invoiced and paid for by May 31, 2027

Contractor Qualifications:

The selected consultant team should have demonstrated experience in:

• Strategic rainwater catchment design and implementation.

• Reservoir or large-scale water system planning in arid or remote island environments.

• Sustainable and low-impact infrastructure development.
