Statement of Work
For Water Sampling
Dated 12 October 2021
1. Scope of Work. The objective of this contract is to support the 1st Special Operations Medical Group (1 SOMDG) by providing services to collect and analyze drinking water samples on Hurlburt Field, Florida.
1.1 Description of Service. The contractor shall provide all parts, labor, materials, supplies, equipment, transportation, and services necessary to collect drinking water samples on Hurlburt Field, transport them to the contract laboratory, and analyze such samples, including resampling. Services must conform to all applicable federal regulations and Florida Administrative Codes (F.A.C.). This work is required in accordance with (IAW) Safe Drinking Water Act; Rule 62-550, F.A.C.; Drinking Water Standards; Rule 62-560, F.A.C.;
Requirements for Public Water System that are out of Compliance and Department of Defense Instruction l715.6, Environmental Compliance. All sampling technicians will follow all applicable Department of Environmental Protection (DEP) Standard Operating Procedures.
1.2 Specific Tasks.
1.2.1. Location of Work and Testing Interval. The contractor shall collect and analyze all samples at the given locations and testing intervals listed in Attachments 1 through 3 and Specific Tasks 1.2.3- 1.2.12. Changes in location or testing frequency may be modified as necessary by base Bioenvironmental Engineering (BE) after coordination with the Hurlburt Field Contracting Officer.
1.2.2. Laboratory Certification. All analysis must be accomplished by a Florida Department of Health (FDOH) certified lab that has complied with F.A.C. 64E-1, F.A.C.
61E-1, and National Environmental Laboratory Accreditation Conference (NELAC) Standards for the examination of environmental samples in the following categories:
1.2.2.1. Drinking Water: Group I Unregulated Contaminants, Group II
Unregulated Contaminants, Microbiology, Other Regulated Contaminants, Primary Inorganic Contaminants, Secondary Inorganic Contaminants, Radiochemistry, Synthetic Organic Contaminants.
1.2.2.2. Non-Potable Water: General Chemistry, Metals, Microbiology, Pesticides-Herbicides, PCBs, Volatile Organics, Solid and Chemical Materials, Extractable Organics, Solid and Chemical Materials-Metals, Solid and Chemical Materials-Pesticides-Herbicides-PCBs, Solid and Chemical Materials-Volatile Organics.
1.2.2.3. Safe Drinking Water Act (SDWA)- Microbiology, Primary Inorganic, Secondary Inorganic, Synthetic Organic Contaminants, Other Regulated Contaminants; CWA – Microbiology, Metals, General Chemistry, Volatile organics; RCRA/CERCLA – Metals, General Chemistry, Volatile Organics, Extractable Organics, Pesticides- Herbicides-PCBs.
1.2.2.4. The contractor shall provide the base BE section with the lab certification on an initial and annual basis.
1.2.3. Total Coliform. BE will collect samples from each well and the sites designated in Attachment 1 during the appropriate week IAW 62-550.518, Microbiological Monitoring Requirements and the FDEP Revised Total Coliform Rule. BE shall transport the sample to the contracted lab for analysis. These samples shall be analyzed for total coliform (MMO-MUG) using method SM9223.
1.2.4. Water Quality Sampling. BE will collect samples from each well listed in
Attachment 1, in accordance with Northwest Florida Water Management District (NWFWMD) requirements, from each well during the first two weeks of January, April, July, and October and send them to the contracted lab to be analyzed using the corresponding method in parentheses: alkalinity as CaCO3, (EPA 310.1), bicarbonate alkalinity (EPA 310.1 CALC), carbonate alkalinity (EPA 310.1 CALC), chloride (SM4500 CL D), sodium (SM3111B), sulfate (EPA 375.4), field temperature (EPA 170.1), pH (EPA 150.1), calcium (EPA 215.1), magnesium (EPA 242.1), potassium (EPA
258.1 or SM3111B), total dissolved solids (SM2540C).
1.2.5. Nitrate and Nitrite Sampling. The contractor shall collect and analyze samples annually, between the months of March and April, from each well after treatment as required by Rule 62550.512, F.A.C., Nitrate and Nitrite Monitoring Requirements. The contractor shall analyze such samples using Nitrate-Nitrite Nitrogen method EPA 353.2 or
353.3 and Nitrate-Nitrite Nitrogen method EPA 354.1.
1.2.6. Fluoride Surveillance. The contractor shall collect and analyze 5 drinking water fluoride samples annually, during the month of April, using method EPA 340.2, from the locations below:

1.2.7. Total Trihalomethanes (TTHMs)/Haloacetic Acids 5 (HAA5). IAW Rule 62- 550.514, F.A.C., Monitoring Requirements for Disinfectant Residuals and Disinfection Byproducts, the contractor shall collect samples from the sites designated in Attachment 2 and analyzed according to the method in parenthesis: TTHM (EPA 502.2) and HAA5
(EPA 552.1).
1.2.8. Natural Bathing Areas. The contractor shall collect and analyze 2 marine water samples from the Hurlburt Field Soundside Beach area for fecal coliform and Enterocci analysis, every other week, during the months of February through October.
1.2.9. Additional Florida State Drinking Water Contaminant Monitoring. In the event that additional monitoring requirements are added under Rule 62-550, F.A.C., modifications to the contract will be made by the Hurlburt Field Contracting Officer.
Monitoring of these contaminants shall be done on the months, years and locations listed in this document.
1.2.10. Emergency/Short Notice Sampling. The contractor shall be available within two hours of notification to collect and analyze samples IAW Rule 62-550.518, Microbiological Monitoring Requirements and the FDEP Revised Total Coliform Rule on Hurlburt Field during emergencies and short notice sampling. BE retains the option to collect samples for all emergencies including water line breaks. Upon notification, the contractor shall pick up samples from the BE office (Bldg 91043) within two hours. Note:
All samples must not exceed the maximum hold times.
1.2.11. Natural Disasters. BE will perform sampling during the recovery phase of a natural disaster up until which time the contractor is able to perform the sampling themselves. After the recovery phase, BE will continue to sample for Total Coliforms.
1.2.12. Sampling Supplies. The Contractor shall supply BE with the necessary sampling media that will be used to conduct monthly Total Coliform and Quarterly Water Sampling.
1.3 Notification Procedures.
1.3.1. The contractor shall immediately notify the utilities personnel (Attachment 4) if the pH level is below 6.5 or above 8.5, or the chlorine residual is below 0.2 or above 4.0, and arrange for them to meet at the location where the pH or chlorine residual was low or high. Utilities personnel shall verify the levels, flush the system, and the contractor shall re-measure after the appropriate amount of time until the pH and chlorine are within acceptable levels.
1.3.2. The contractor shall notify BE and Civil Engineering (CE) within two hours if analysis of the drinking water sample is positive for total coliform. If after duty hours, the BE on-call technician can be reached at (850) 496-5942. The contractor shall collect additional samples within 24 hours of analytical results IAW 62-550.518, Microbiological Monitoring Requirements and IAW with EPA’s Ground Water Rule.
1.3.3. The contractor shall notify BE within 48 hours if the fluoride concentrations exceed 2.0 mg/L or go below 0.6 mg/L.
1.4 Reports. The contractor shall provide BE, Utilities, and Civil Engineering Environmental section (CEAN) with copies of all analytical results, chains of custody and quality assurance/quality control (QA/QC) reports within 10 workdays of analysis completion on state approved forms. The contractor shall also send copies of the items in Attachments 1 through 3 to the Florida Department of Environmental Protection (FDEP) within the first ten days following the month in which the sample results were received in accordance with 62- 550, F.A.C.
2. Services Summary.
2.1 Services (SS). The services requirements are summarized into performance outcomes that relate directly to mission essential items. The performance thresholds describe the minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success and acceptable (satisfactory) performance.
3. Government Furnished Property, Supplies and Services. N/A
4. General Information.
4.1. Contract Manager. The Contractor shall designate a Contract Manager and alternate in writing to the Contracting Officer (CO) no later than the pre-performance conference and anytime changes are made. The Contractor shall provide to the CO the names and phone numbers of the Contract Manager for business hours. The Contractor shall also provide to the CO the names and phone/pager numbers of Contractor POCs for after business hours including nights, weekends, and holidays. This information will be kept updated by the Contractor whenever personnel changes occur. The Contract Manager or alternate shall have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract.
4.2. Contractor Personnel. Contractor personnel shall present a neat appearance. Contractor vehicle and sample coolers shall be routinely cleaned to prevent the contamination of sample jars.
Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.The government may restrict the employment under the contract of any Contractor employee or prospective Contractor employee, who is identified as a potential threat to the health, safety, security, general wellbeing, or operational mission of the installation and its population.
4.2.1. Contractor personnel shall wear appropriate identification badges on the outer clothing on the front of the body between the neck and waist so that the badge is visible at all times.
4.3. Area Cleanliness. The contractor shall maintain the location of work in a neat and orderly manner. The contractor shall clean up any spillage or other debris generated by its operations at these locations.
4.4. Federal Holidays. The contractor shall not normally be required to work during recognized holidays. The base recognizes the following holidays on the dates indicated:
New Year's Day, January 1 or the Friday preceding or Monday following Martin Luther King's Birthday, 3rd Monday in January President's Day, 3rd Monday in February Memorial Day, last Monday in May Juneteenth, 19 June Independence Day, July 4 or the Friday preceding or Monday following Labor Day, first Monday in September Columbus Day, 2nd Monday in October Veterans Day, November 11 or the Friday preceding or Monday following Thanksgiving Day, 4th Thursday in November Christmas Day, December 25 or the Friday proceeding or Monday following
4.4.1. If the Federal Holiday falls on a Saturday, the preceding Friday shall be recognized day of no work. Should the holiday fall on a Sunday, the recognized day shall be the following Monday.

TOTAL TRIHALOMETHANES (TTHM)/HALOACETIC ACIDS 5 (HAA5)
The contractor shall take TTHM and HAA5 water samples annually, at the specified locations listed below, as required in the DEP approved Stage 2 Monitoring Plan for Hurlburt Field, IAW F.A.C. 62-550.514, F.A.C., Monitoring Requirements for Disinfectant Residuals and Disinfection Byproducts using to the method in parenthesis: TTHM (EPA 502.2) and HAA5 (EPA 552.1). Reduced Monitoring: Hurlburt Field is on reduced monitoring for TTHM/ HAA5 sampling, a total of 2 samples are required from each sample location. Analysis will be required before 30 September of the calendar year. Sampling must be accomplished between July and September but may be increased based on results.

ADDITIONAL SAMPLING
1. INFORMATION ONLY Lead and Copper Sampling. The contractor shall analyze a minimum of 120 samples biannually as required in the DEP approved Lead and Copper Monitoring Plan (DEP Form 62-555.900) for Hurlburt Field IAW F.A.C. 62-550.800, Control of Lead and Copper, using method EPA
200.8. Analysis will be required biannually for a total 120 samples Jan - July, and is not expected to be required again until July - Dec.
2. INFORMATION ONLY Triennial Sampling. The contractor shall collect and analyze samples at Hurlburt Field, transport them to the certified lab, and analyze such samples IAW, 62-550 Drinking Water Standards, Monitoring, And Reporting, according to Table 1 from the designated facilities every three years, beginning in 2023, Triennial Sampling will resume in 2026 based on the results of the samples collected in 2023 and FDEP requirements for 2026. The Triennial requirements for 2023 are as follows: primary inorganics, secondary contaminants, volatile organics (VOCs), and synthetic organics (SOCs). Synthetic organic compounds must be sampled twice between June and August, collected 60 days apart.

3. INFORMATION ONLY Radionuclides. The contractor shall collect and analyze radionuclide samples from the five wells listed in Table 3 above every 9 years, beginning in 2017 next samples due 2026. Radionuclide samples shall be collected and analyzed in accordance with 62-550.519 F.A.C.
Contractor shall sample for Gross Alpha, combined Radium-226/ 228, and Uranium.
4. Natural Bathing Area. The contractor shall collect and analyze 2 marine water samples from the Soundside Beach area on Hurlburt Field and conduct fecal coliform and enterococci analysis every other Tuesday or Wednesday during the months of February through October. If the sampling day falls on a holiday, then the sample will be collected the next working day.

5. INFORMATION ONLY Asbestos Sampling. The contractor shall collect and analyze samples every 9 years, beginning in 2020. Hurlburt Field BE will provide a sampling plan, including number of samples required, at least one year prior to required analysis. The current sampling locations are listed above in table 4.
