SECTION 1. SCOPE OF WORK
1.1 ATTACHMENT A - SCOPE OF WORK
1. OVERVIEW
OC Waste and Recycling (“OCWR”) requires professional services of a Contractor to provide laboratory analysis of mainly groundwater samples collected from various landfills located in the County of Orange. In addition to groundwater samples, OCWR will also require analysis of stormwater, wastewater (leachate and condensate), some landfill gas samples, and occasionally solid materials such as sediment and soil samples.
The California State Water Resources Control Board (SWRCB) and its Regional Water Quality Control Boards (RWQCBs) issue various permits that aim to protect the quality of both groundwater and surface waters. Specifically, OCWR reports to both the Santa Ana and San Diego RWQCBs, who issue both general and site-specific permits requiring the implementation of groundwater monitoring and sampling programs. OCWR is responsible for the groundwater monitoring and sampling programs for three active and eight closed municipal solid waste landfills. In addition to monitoring groundwater, these programs also require the routine monitoring of leachate, condensate, and landfill gas. The three active landfills are also required to sample stormwater under the National Pollutant Discharge Elimination System’s (NPDES) Industrial General Permit (IGP), which is issued by the SWRCB. Furthermore, OCWR is required to sample both spring water and condensate generated at the closed Coyote Canyon Landfill as part of permits issued by Orange County Sanitation District. All samples will be collected by OCWR or its Sampling Contractor. This scope of work outlines the services required by the Contractor to analyze the various samples described above.
2. LABORATORY GENERAL REQUIREMENTS[AN[1]
2.1 Laboratory Minimum Specifications

Each time a sample changes hands, it shall be logged on the custody sheet with the time of custody transfer recorded. A hard copy of each original COC shall be mailed to OCWR at the address listed in section 5.2 within 30 days after receipt of the sample.
4. SAMPLE ANALYSIS REQUIREMENTS
4.1 Routine Analysis Requests
Contractor shall analyze the following routine samples collected by OCWR staff:
• Groundwater
• Stormwater
• Leachate
• Condensate
• Landfill Gas
All possible routine analyses are identified in Attachment B – Payment and Compensation. For convenience and clear communication, OCWR has developed Exhibit II - Group Listings for common groups of analytes required for our routine samples. Attachment B – Payment and Compensation also includes a list of individual analyses that may be required for routine samples.
The estimated usage for analytical services during the life of this Contract is 551 samples annually. No guarantee of usage or a minimum and maximum number of individual submittals is offered.
4.2 Non-Routine Analysis Requests
4.2.1 Rush Analyses
OCWR may occasionally request rush analyses with either 24-hour, 48-hour, or 5-day turn-around-times (TATs). TAT will be the maximum allowable period within which the laboratory must provide the Final laboratory analysis report and accompanying data, calculated from the date the Contractor received the sample. All requests for rush analyses will be communicated by OCWR to the Contractor when scheduling sample pick-up or sooner. An additional surcharge may be applied by the Contractor for rush analyses;
these surcharge rates shall be specified in Attachment B – Payment and Compensation.
4.2.2 Non-Routine Sample Requests
In addition to the sample types listed in Section 4.1, OCWR may occasionally require the analysis of solid materials such as sediment and soil samples.
OCWR may also occasionally require the analysis of constituents not listed in Attachment B – Payment and Compensation. In this situation, OCWR will contact the Contractor’s Project Manager to request a quote for the non-routine request. Contractor’s quote shall be based on the hourly rate specified in Attachment B – Payment and Compensation. Contractor may proceed with the request only after receiving direction, written or oral, from OCWR. Laboratory procedures may vary depending on sample matrix and are to be determined by Contractor’s senior personnel.
4.3 Approved Test Methods
Contractor shall analyze samples as soon as possible after receiving them and always within the maximum sample holding time allowed by the approved test method. Contractor shall perform all analyses according to published methods presented in the following documents:
• Standard Methods for the Examination of Water and Wastewater (APHA, AWWA, WEF), latest edition.
• EPA 600/4-79-020 Methods for Chemical Analysis of Water and Wastes, latest revision
• EPA 821-B-96-005 Methods for Organic Chemical Analysis of Municipal and Industrial
Wastewater, latest revision.
• EPA SW-846, Test Methods for Evaluating Solid Waste, latest revision
• Techniques of Water Resources Investigations of the United States Geological Survey – Book 5, Chapter C1: Laboratory Theory and Methods for Sediment Analysis, most current revision.
• Other procedures established as EPA protocol and published in the Federal Register.
Any variation from procedures detailed in the above publications by the Contractor shall be approved by
OCWR.
4.4 Method Detection Limits (MDLs) and Practical Quantitation Limits (PQLs)
In addition to concentration results, Contractor shall also report Method Detection Limits (MDLs) and Practical Quantitation Limits (PQLs) for each constituent analyzed.
MDL is defined as the minimum measured concentration of a substance that can be reported with 99% confidence that the measured concentration is distinguishable from method blank results.
PQL is defined as the minimum measured concentration of a substance that can be reliably quantified with acceptable levels of precision and accuracy under routine laboratory operating conditions.
Reported MDLs and PQLs shall reflect the detection capabilities of the specific analytical procedure and equipment used by the laboratory. Reported MDLs and PQLs shall not be simply restated from USEPA analytical method manuals. In relatively interference-free water, laboratory-derived MDLs and PQLs are expected to not be greater than published USEPA MDLs and PQLs. If Contractor suspects that, due to matrix or other effects, the detection limit for a particular analytical run differs significantly from the laboratory-derived MDL or PQL, the results should be flagged accordingly, along with an estimate of the detection limit achieved. For water analyses, in no case shall the MDL for a particular constituent exceed the most recent Maximum Contaminant Level (MCL) adopted by the State of California for drinking water. For soil analyses, in no case shall the MDL for a particular constituent exceed the most recent Regional Screening Levels (RSLs) for residential soils.
Concentration results greater than or equal to the MDL but lower than the PQL, shall be qualified as estimated values using a “J” data qualifier designation.
4.5 Analytical Quality Control
4.5.1 Internal Quality Assurance and Quality Control (QA/QC) Program
Contractor shall maintain a formal internal Quality Assurance and Quality Control (QA/QC) program. QA/QC program records shall be maintained and, upon request, be made available for inspection by OCWR. Contractor shall allow OCWR to periodically inspect their laboratory facilities; OCWR will pre-schedule the inspection with the Contractor’s Project Manager. OCWR may also require Contractor to submit monthly QA/QC summary reports.
4.5.2 Verification of Accuracy and Precision
To evaluate the Contractor’s accuracy, OCWR may periodically prepare and submit for analysis to Contractor, without prior notification or identification as such, solutions or other materials of precisely known composition.
To evaluate Contractor’s precision, OCWR may also periodically submit to Contractor, without prior notification or identification as such, two or more samples of identical composition, or differing in composition by a known factor established by volumetric dilution.
4.5.3 Discussion and Investigation of Potential Errors
Upon request of and at no additional cost to OCWR, Contractor shall be willing to verify the accuracy and precision of results, including a repeat analysis of samples, when warranted. These requests may be made either in response to unexpected results based on field conditions or historical records, or in response to unsatisfactory results of the periodic accuracy and precision verification samples. Contractor shall be responsive and provide a response to these requests within 2 business days. Repeated quality assurance and quality control issues shall serve as a basis to terminate this Contract.
4.5.4 Retention and Disposal of Unused Samples
In case a repeat analysis is required, Contractor shall retain any unused portions of samples, in the containers in which they were collected, for a minimum period of four weeks following submittal of the final laboratory analysis report to OCWR. Following this required period of retention, the Contractor shall dispose of any unused portions of samples at no additional cost to OCWR.
4.5.5 Retention of Records
Contractor shall maintain records of all Gas Chromatography Mass Spectrometry (GC-MS) scans for inspection by OCWR for a period of five years from date of sample collection. GC-MS scans may be required as part of the final report for certain samples.
5. SAMPLE REPORTING REQUIREMENTS
1. Preliminary Laboratory Results
Upon request, preliminary results shall be provided to OCWR within 48 hours of sample analysis to verify the timely analysis of collected samples. Preliminary results shall be made available either through an online client portal website or sent directly via email to: gwlabs@ocwr.ocgov.com
Unlike the final laboratory analysis report submittal, a preliminary laboratory results submittal only needs to include results. The preliminary laboratory results submittal does not need to include additional items commonly found in a final laboratory report, such as: signed cover letters, case narratives, QAQC records, COC, etc. Preliminary laboratory results also do not need to be accompanied with any Electronic Data Deliverables (EDD).
5.2 Final Laboratory Analysis Report
Final laboratory analysis reports and accompanying data shall be submitted to OCWR within 14 calendar days (national holidays exempted) from the date of sample pick-up, which will be established by the chain-of-custody record. For rush analyses designated for 24-hour, 48-hour, and 5-day turn-around-times, final laboratory analysis reports and accompanying data shall be submitted to OCWR within one, two, or five business days of sample delivery to the laboratory, respectively. Final reports and data shall be sent via email to: gwlabs@ocwr.ocgov.com.
Final laboratory analysis reports shall be submitted as PDFs. All reports shall be signed by a qualified supervising staff member, such as either the Laboratory Director, Senior Chemist, or Project Manager. Separate reports shall be produced for each COC submitted.
In addition to PDF copies of the final laboratory analysis reports, Contractor shall also provide the results in the following two Electronic Data Deliverable (EDD) formats:
• GeoTracker compatible Electronic Deliverable Format (EDF)
