Statement of Work Department of Homeland Security United States Coast Guard

1.0 BACKGROUND

The U.S. Coast Guard Yard (Yard) currently holds a Wastewater Discharge Permit (permit #120052) with Anne Arundel County in Maryland. The permit authorizes the discharge of wastewater into the county sewer system in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in the permit. To comply with the permit, the Yard must meet the wastewater discharge standards established in the permit.

1.1 SCOPE

The contractor shall provide professional environmental and engineering services for wastewater sampling, analyzing, and reporting for the Yard as detailed in the statement of work.

1.2 APPLICABLE DOCUMENTS

The following documents provide specifications, standards, or guidelines that must be complied with to meet the requirements of this contract:

1.3 APPLICABLE REGULATIONS

The following regulations provide standards and guidelines that must be complied with to meet the requirements of this contract:

· 40 CFR 136 and EPA Guidelines #600/4-82-029

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 TASK 1. General

Quarterly (four times per year) field sampling, laboratory analysis, and reporting associated with the permitted discharge of wastewater from the building 18 sewage pump station shall be performed as detailed in the Statement of Work.

2.2 TASK 2. Labor Requirements

All work shall be conducted by a qualified consulting environmental firm. The consultant shall supply all professional services, labor, tools, transportation and equipment to perform the field and administrative work required to complete sampling reports. Personnel performing the work must be able to conduct work in a confined space.

2.3 TASK 3. Work

The contractor shall complete sampling events four times per year in accordance with Wastewater Discharge Permit No. 120052 and sections 2.3.1 through 2.3.3 of the Statement of Work.

2.3.1 Monitoring Requirements

1. The sampling location shall be the permitted sewage pumping station, also identified as building 18 in Wastewater Permit #120052.

2. Sampling for each period shall be conducted for three (3) consecutive days and shall produce a set of data for each day. In the event of equipment failure, the three (3) day monitoring period will restart at no cost to the Yard. Sampling for all periods shall be conducted a minimum of two months apart. The monitoring shall consist of sampling and analysis of the regulated wastewater for the pollutants listed in Table 1 of Wastewater Permit #120052.

3. Samples shall be collected in accordance with 40 CFR 136 and EPA Guidelines #600/4-82-029. Composite samples shall be collected over a 24-hour period. If the period of discharges is less than 24-hours, the samples shall be collected over the period of discharge in one working day. In the event of equipment failure additional sampling shall be conducted at no cost to the Yard. At a minimum, the composites should consist of equal volume collected in two-hour intervals. LEL and pH monitoring must be performed on site using portable meters. Contractor shall be able to provide equipment calibration records upon request. Laboratory analysis of samples collected shall be performed in accordance with 40 CFR Part 136.

4. For each measurement of sample taken pursuant to the requirements of this permit, the permittee shall record the following information:

a. The exact place, type, date and time of sampling;

b. The type of sample (grab or composite);

c. The analysis requested;

d. The turn-around time required for sampling results;

e. The date(s) the analyses were performed;

f. The person(s) who performed the analyses;

g. The analytical techniques or methods used;

h. The results of all required analyses; and

i. The minimum detection limit of each analysis.

5. The Contractor shall notify the Yard Project Manager and/or Contracting Officer’s Representative (COR) within two (2) hours where there is violation including any daily maximum or minimum effluent limitation, slug loading, or upsets (refer to County Wastewater Discharge Permit No. 120052).

6. The contractor will complete the chain-of-custody and transport samples to an analytical laboratory certified by the Maryland Department of Health and Mental Hygiene for analyzing drinking water samples.

2.3.2 Reporting Requirements

Monitoring results shall be summarized and reported to the Yard with copies of the original laboratory report no later than the following dates:

Additionally, the contractor shall prepare, in tabular format, a summary of the sampling results along with a listing of the permit limitation or relevant standard for comparison and the limit of detection for the specific parameter. The sampling results shall be submitted to the Yard no later than fourteen (14) days before the end of the sampling period to allow the Yard time to review the results and submit the final report to Anne Arundel County Department of Public Works.

2.3.3 Resampling Requirements

If resampling is required, it shall be completed within 5 business days of initial sampling/permit violation. The results of the resampling shall be submitted to the Yard within 14 days of the resample event.

3.0 CONTRACTOR PERSONNEL

The Contractor shall provide qualified personnel to fulfil all requirements of the statement of work.

3.1 EMPLOYEE IDENTIFICATION

3.1.1 Contractor employees visiting DHS facilities must present a state-issued REAL ID.

3.1.2 The Contractor must submit the name(s) of the employee(s) who will perform the sampling at least 5-business days before the scheduled sampling event.

3.1.3 For vehicle access to the Yard, Contractor must provide a copy of active vehicle insurance and registration to Coast Guard Yard Security.

3.2 EMPLOYEE CONDUCT

Contractor’s employees must comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, and possession of weapons) when visiting or working at Government facilities.

3.3 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS

The Government may, at its sole discretion (via the COR), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

4.0 OTHER APPLICABLE CONDITIONS

4.1 CONFINED SPACE ENTRY

Contracting personnel shall be able to perform confined space entry. Prior to each sampling event, the contractor must provide a copy of an OSHA approved Confined Space Entry Permit to the Yard’s Health and Safety Department. The Permit must be signed by Yard Health and Safety personnel, confirming all safety measures are in place prior to entering Building 18. The permit is only valid for 1 shift/day.

4.2 PERIOD OF PERFORMANCE

The period of performance for this contract is a one-year base period with two one-year option periods as follows:

4.3 HOURS OF OPERATION

Contractor employees must generally perform all work between the hours of 0800 and 1600 EST, Monday through Friday (except Federal holidays) at the U.S. Coast Guard Yard located at 2401 Hawkins Point Rd, Baltimore, MD 21226.

4.4 POST AWARD CONFERENCE

The Contractor shall attend a Post Award Conference with the COR no later than 5 business days after the date of award. The purpose of the Post Award Conference, which will be chaired by the COR, is to discuss technical and contracting objectives. The Post Award Conference may be held in person at the Yard or via TEAMS.

5.0 DELIVERABLES

Items 2-5 below have mandatory due dates. If the Contractor does not expect to meet the due date the COR and Project Manager shall be notified immediately.
