About this file
This is a Sole Source Public Notice issued by the City of Salem, Oregon for landfill disposal of biosolids services. The City intends to procure these waste management services exclusively from Waste Connections US Inc., the operator of the Wasco County landfill. The anticipated contract award date is February 26, 2026, with the public notice period beginning February 19, 2026. Affected persons have seven calendar days from the first date of public notice to file a written protest challenging the sole source determination.
The annual contract value is $250,000 per year. As a sole source procurement under the City's adopted Public Contracting Rules, this contract bypasses competitive bidding procedures. Any protest must be submitted in writing to the City Manager's office at 555 Liberty Street SE, Room 220, Salem, Oregon 97301, accompanied by a certified or cashier's check for $500 to cover protest processing costs. Protests submitted after the seven-day deadline are deemed untimely and will not be considered. A valid protest must include detailed legal and factual grounds, supporting evidence or documentation, a description of harm to the protesting party, and a statement of requested relief.
