Section B: Description of the Supplies/Services Required

This action is for a new requirement for Warrior's Edge Resiliency Training. This will be a firm-fixed price contract with an estimated value of $56,000. Period and place of performance is expected to be 25 September 2025 through 26 September 2025 at Joint Base Anacostia-Bolling. The workshop will provide a performance-based, mindset training program. The resiliency/mindfulness training will develop mindset skills to help fill a vital training gap for the base's total force. The partnership with the Warrior's Edge program aims to increase mindfulness and mental resilience scores in units with an overall goal of reducing stress. It aims to train the mind to have the capability to manage situations in preparation for physical and mental stressors. The training includes two in-person training sessions/workshops. The day one workshop is open to the total force on JBAB (not to exceed 600 participants) and focuses on building wellness, performance, and mental strength. The Day Two training is for twenty (20) base leaders who will be trained to be Warrior's Edge facilitators-capable of providing evidence-based mindfulness and resiliency guidance to all on JBAB. In addition to the in-person training, the twenty (20) day two participants will receive lifetime access to virtual facilitator training.

Section C: Justification for Soliciting from a Single Source or Brand Name

DAFI 90-5001 governs the Air Force's Integrated Resiliency program. Section 3.3 highlights total force training guidelines. Subsection 3.3.2 delegates leadership, including installation leadership, direction to implement resiliency training. It encourages collaboration with the Integrated Resiliency Office (IRO)/ Integrated Primary Prevention Workforce (IPPW) to determine local issues and needs to tailor specific activities. DoD Instruction 6400.11 requires IPPW to design primary prevention activities to form research-based, Comprehensive Integrated Primary Prevention (CIPP) plans using data gathered from community needs assessments. In response to scores on the installation's Defense Organizational Climate Survey (DEOCS), the Comprehensive Integrated Primary Prevention (CIPP) Plan was drafted and signed by installation leadership that requires the 11th Wing to conduct mindfulness and resiliency training using Warrior's Edge. The installation's CIPP Plan serves to strengthen the installation by helping agency programs to align activities with DAF vision, mission priorities and values to address resilience and violence prevention issues that impact Total Force Airmen, Guardians, DoD Civilians and their families. In accordance with the CIPP plan, only one responsible source, Warrior's Edge, will satisfy the requirement.

Section D: Efforts to Obtain Competition

The requirements owner conducted research using EBSCOhost MultiSearch and the National Library of Medicine to identify evidence-based resources to counteract high risk factors affecting the installation: high stress, presence of harassment and leadership challenges. Warrior's Edge was identified as a program best

April 2021 Page 2 of 2 suited to meet the needs of the installation. Based on the installation commander's concurrence with the Warrior's Edge training in the Air Force mandated CIPP plan, market research efforts were geared towards determining price for the training fair and reasonable. Our market research efforts extended to posting an intent to sole source and reaching out to other vendors that provide resiliency and/or mindfulness training to conduct price analysis on a per person basis.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Only one source is capable of providing this service based on installation leadership's approval of the DAF mandated CIPP plan. DAFI 50-9001 does not dictate what resiliency training is mandatory-it gives broad discretion to AF/A1Z, AFPC, MAJCOM/FLDCOM, Director Air National Guard, and installation leadership to tailor resiliency training to fit the total force's need. Communication with mission partner to determine if any other resiliency/mindfulness training could be added to the next CIPP plan to increase competition.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
