REQUEST FOR INFORMATION

WAREHOUSE SERVICE SUPPORT PROVIDER

Marine Corps Systems Command (MCSC), Program Manager, Supply and Maintenance Systems (PM SMS), Expeditionary Medical Systems (EMS), is conducting market research to determine industry capabilities in supporting an ongoing requirement for a Warehouse Service Support Provider (WSSP) to receive, stock, store, redistribute, and dispose of medical equipment. This requirement is part of MCSC’s commitment to meet operational requirements, and for the general health and well-being of its forces.

The United States Marine Corps (USMC) provides its Medical and Dental Battalions and unit medical personnel with authorized medical and dental material and equipment (Department of Defense-classified Class VIII medical equipment and materiel, to include medical-peculiar repair parts) necessary to treat patients in operational and field environments. PM SMS is responsible for the life cycle support of fielded medical systems. This life cycle support requires the procurement of Authorized Medical Allowance Lists (AMALs), the Authorized Dental Allowance List (ADAL) material and equipment components, repair parts and medical kits, to sustain the operational readiness of Marine Corps Health Service Support (HSS) units.

The AMALs, ADAL, and medical kits are highly specialized capability sets comprised of Class VIII supplies and equipment. The MCSC EMS Team, centrally manages and controls the configuration of 25 separate AMALs, one ADAL, and three medical kits for the USMC. Each AMAL/ADAL and medical kit contains a list of specific commercially available equipment; supplies; repair parts; tools; and Test, Measurement, and Diagnostic Equipment (TMDE) to provide a specific medical capability.

In most instances, no single manufacturer or medical/dental provider or prime vendor is capable of providing all the equipment and supplies that comprise an entire AMAL, ADAL, medical kit, therefore AMALs, the ADAL, and medical kits equipment and material procured from numerous manufacturers will be received and shipped to the Medlogs by the WSSP. In regard to the retrograde and disposition of medical equipment and supplies from forward deployed Health Service Support (HSS) units, the WSSP will play a significant role. The WSSP will receive Class VIII material returning from forward deployed HSS units and stock, store, and exchange, redistribute, or dispose of medical equipment and supplies under the direction of Government personnel.

Requirement Description

The WSSP is required to receive, store, maintain and issue AMAL/ADAL and medical kit components procured by MCSC EMS and consolidate, pack, and ship the modernized AMAL/ADAL and medical kit assemblies or subassemblies (i.e., medical and dental equipment, repair parts, tools, and supplies) to units specified by the MCSC EMS Contracting Officer's Representative (COR).

The WSSP is also required to receive stock, store, and redistribute or dispose of excess medical equipment and supplies received from Enterprise Medical and Dental Battalions, MARFORRES, BIC, MCPP-N, SPMAGTFs, HSS units, MEDLOGCOs and other internal and external stakeholders (i.e., DLA, PV/ALT PV, Naval Warfare Center Crane and any other new procurement/acquisitions from commercial or DoD sources). The WSSP shall coordinate with the Government and provide the services necessary to dispose of excess medical equipment and supplies through authorized Government or commercial sources ensuring hazardous material is disposed by meeting or exceeding Federal, state and local regulations. The WSSP is required to consolidate, upgrade and/or modernize newly fielded or existing equipment assemblages as required and per Government direction. Authorized Government and commercial sources include the Tri- Service Medical Excess Distribution System, Defense Logistics Agency (DLA) Disposition Services (DS), Guaranteed Returns Program, the PM SMS Medical equipment exchange program, and a Government approved commercial hazardous waste disposal provider.

The warehouse facility where services will be performed should be located within approximately a 50 miles distance from the MCSC EMS offices at 59 Tech Parkway, Stafford VA and all equipment and material used in the execution of their contractual duties is provided by the WSSP.
