About this file
This document is a project specification file for a Warden Bridge Railing Guardrail Safety Project issued by a state transportation department in Montana. The project involves installing W-Beam guardrail on the Eastbound Warden Bridge along Route 10th Ave South, spanning approximately 4,200 linear feet on both the north and south sides. The work will be completed by August 29, 2025, with specific requirements including installation at standard height using terminal connectors and adherence to the Department's "Standard Specifications for Road and Bridge Construction" 2025 edition. The project includes mobilization, guardrail installation, and traffic control, with contractors restricted to starting work no earlier than 9:00 am due to high morning traffic volumes.
The project involves several environmental and safety considerations, including compliance with storm water drainage regulations from the Montana Department of Environmental Quality and protection of aquatic resources near the Missouri River. The contractor must implement best management practices (BMPs) to prevent material from entering aquatic resource areas and handle potentially lead-containing bridge paint according to specified safety standards. Bids must be submitted through the eMACS system, with quantities provided as estimates and actual bidding to occur on the Items tab. The contract includes provisions for potential additional work within 20 miles of the project center, subject to approval from the Helena Maintenance Division Administrator.

SPECIAL PROVISIONS – GUARDRAIL
1.1. ADDITIONAL WORK
1.1.1. Any additional work performed under this provision shall be the same type of work for which the contract was awarded and will only apply if the Contractor is set-up and operational at a designated location. Subsequently, no additional compensation for the bid item "mobilization" will be allowed. The additional work provision will not apply if the Contractor has to be mobilized to a new designated location.
1.1.2. The Maintenance Chief reserves the right to make, in writing, at any time during the work, such changes in quantities and such alterations in the work as are necessary to satisfactorily complete the project. Such changes in quantities and alterations shall not invalidate the Contract nor release the surety, and the Contractor agrees to perform the work as altered. If additional work or changes in quantity significantly change the scope of work, an adjustment will be made to the contract. A significant change is defined as an increase in excess of 125% or a decrease below 75% of the original contract quantity item. Any adjustment for an increase in quantity shall apply only to that portion in excess of 125% of the original contract item quantity, or in case of a decrease below 75%, to the actual amount of work performed.
1.1.3. Payment for work under this provision will be at the unit price bid for work for which the contract was awarded. Any additional work must be within 20 miles from the center of the project. Any additional work must be for the same type as specified in the original contract.
1.1.4. Additional work can only be performed after prior approval of the Helena Maintenance Division Administrator or the designee and written addenda from the Procurement Services Section. This addenda must be in the form of a Purchase Order Adjustment. The addenda will include the following information:
1.1.4.1. A description of the work to be performed.
1.1.4.2. Additional time adjustments, if any.
1.1.4.3. The cost associated with the additional work only if the additional work cost exceeds the total cost of the original purchase order regardless of a line item increase as they are estimates.
1.2. ENVIRONMENTAL SPECIAL PROVISIONS
1.2.1. Protection of Storm Water Drainage System and Compliance with Local Permit Requirements [208] (Revised 11-14-24M)
This project is located within an area designated by the Montana Department of Environmental Quality (DEQ) as a regulated MS4. Contact the City of Great Falls Public Works - Engineering, PO Box 5021, 1005 25th Ave NE, Great Falls, MT, 59403, phone 406-727-8390 and Cascade County Public Works - Planning, 279 Vaughn South Frontage Road, Great Falls, MT 59404, phone 406-454-6919 to determine if additional requirements are in place for construction storm water discharges that would affect this project. Review Subsection 208.03.1(C) for more information.
1.2.2. Protection of Aquatic Resources [208] (added x-xx-xx m)
Description. Aquatic resources are protected under federal, state, and tribal laws and regulations including but not limited to the Clean Water Act and the Stream Protection Act. The following approximate location(s) have been identified as apparent aquatic resources in the project limits:
· RP 94.85-95.05, Missouri River/Wetlands-North and South.
Additional aquatic resources may be present within the project limits. Coordinate with the Project Manager to identify these areas in the field.
Construction. Materials are prohibited from placement in aquatic resources, including wetlands and the Missouri River. Impacts to aquatic resources resulting from project activities have not been permitted or authorized. Impacts to these areas and associated consequences are the responsibility of the Contractor.
· Conduct work in a manner that prevents any material from entering aquatic resources.
Implement BMPs to prevent placement of materials in aquatic resources, if necessary. BMPs may include:
A stable physical barrier that prevents 100% of material from entering aquatic resource areas.
Remove and dispose of any physical BMPs upon completion of the project work.
Measurement and Payment. Work and materials to protect aquatic resources is measured by the lump sum. Include the costs to install, maintain, and remove BMPs in the unit price for PAR-BMP ADMINISTRATION – LS. Payment for the lump sum item will be in accordance with Table 208-2 of the Standard Specifications.
1.2.3. Bridge Lead-Based Paint
Description. Lead and other heavy metal based paint removed from steel highway bridge structures is considered a hazardous waste. Paint is regulated as lead-containing when concentrations exceed 5,000 milligrams per kilogram (mg/kg) or 0.5% by weight. Testing for lead has not been conducted on the project bridge paint covering the railings. Therefore, the bridge paint is considered lead containing. Lead-based paint can cause serious health effects to workers and the environment if precautionary measures are not expended.
Construction Requirement. Adhere to all requirements of Standard Specification 612.03 when impacting lead-based paint on the structure.
Basis of Payment. Include all costs associated with the requirements stated in this special provision in Other Items.
