About this file
This file consists of a demographic fact sheet for Cleveland Ward 7 and an associated Request for Proposals (RFP) issued by the City of Cleveland for the redevelopment of scattered Land Bank parcels. The RFP targets approximately 166 parcels owned by the City of Cleveland Land Bank located within Ward 7, encompassing portions of Detroit Shoreway, Ohio City, Tremont, Stockyards, Clark-Fulton, and the Cuyahoga Valley on the city's near west side. The parcels total over 13 acres with a median square footage of 3,023 square feet and are positioned for multi and single-family residential infill development. Interested parties are invited to submit proposals for development of their chosen parcels alongside sealed bids for purchase. The RFP was issued on October 7, 2026, with a submission deadline of November 6, 2026, and an anticipated decision date of November 30, 2026. Submissions are made through the OpenGov platform with inquiries directed to AssetRedevelopment@clevelandohio.gov.
Of the 166 parcels, approximately 105 are located in Land Bank designated Market Rate areas while 61 are situated in Opportunity Market areas. The parcels are being offered at fair market value, with land bank sale proceeds intended to support policy goals including affordable housing development. The City's objectives include returning Land Bank parcels to productive residential use, increasing housing options while complementing existing urban design, establishing a citywide deployable housing portfolio that maximizes social benefit, and reducing the City's long-term maintenance burden. The Ward 7 demographic profile indicates a population of approximately 24,821 residents, with 78.7 percent aged 18-64 years, 10.2 percent aged 65 and over, and 15 percent under 18 years. The racial and ethnic composition includes 17.3 percent Black or African American residents, 3.9 percent Asian residents, and 1.5 percent American Indian or Alaskan Native residents.
