About this file

This Questions and Answers document for CDC-RFA-JG-25-0061 addresses three key inquiries related to a funding opportunity for HIV services monitoring in Sierra Leone. The document clarifies that the indirect cost threshold for subawards is $50,000 (updated at the end of 2024), explains that funding preference points (30 points) are only awarded to prime applicant organizations meeting local partner definitions (not sub-recipients), and confirms that organizations can submit multiple applications as both prime and sub-recipients without limitation.

The related grant opportunity (CDC-RFA-JG-25-0061) is a Department of Health and Human Services cooperative agreement under the PEPFAR Global AIDS program (CFDA 93.067) with anticipated Year 1 funding of $350,000. The project aims to strengthen community-led monitoring of HIV services across 96 PEPFAR service sites in 7 Sierra Leone districts, focusing on HIV prevention, testing, treatment services, provider practices, and client satisfaction. Recipients will collect standardized data and collaborate with community representatives, healthcare providers, and government stakeholders to identify and implement service improvements.

Notice of Funding Opportunity CDC-RFA-JG-25-0061 Questions and Answers

1. The NOFO states the indirect cost threshold for subawards is $25,000 but 2 CFR 200 states the threshold is $50,000. Which indirect cost threshold for subawards is correct?

o The indirect cost threshold for subawards was updated at the end of 2024 and is currently

$50,000.

2. We are a 501(c3) non-profit organization - different from higher education - currently operating in Sierra Leone. For this competition, we will become a sub-partner of a local NGO/partner. In this partnership, the local NGO/partner (prime applicant) will receive at least 60% of the total award.

In this situation, will the local NGO/partner (prime applicant) receive its extra 30 points during the selection process?

o The prime applicant organization listed on the SF-424 must currently meet one of the definitions of a local partner to receive the points. Funding preference points do not apply to sub-recipients/sub-partners or consortium members.

You must follow the instructions in the NOFO to ensure the required supporting documentation is correctly submitted. Only applicants fully meeting the definition and able to provide the required supporting documentation at the time of application submission are eligible to receive the funding preference points; we will not award points on a scale for partially meeting the definition.

3. Can one organization submit multiple applications/proposals as a Prime with different organizations as Sub? / Can an organization submit applications/proposals as a Prime with one organization and submit another as a Sub to the same organization? / Can an organization submit applications/proposals as Prime, has a sub, and submit another as sub to a different prime?

o Yes. There is no limit to the number of applications an organization may submit as a prime applicant or as a sub-recipient. There is also no limit to the number of consortiums an organization can join. However, please note that we encourage you to submit proposals that encompass the entirety of the NOFO’s scope of work.

It is at your discretion to apply alone, as a consortium, or with sub-recipients, but there should be one prime applicant who submits the application and signs agreements representing the sub-recipient(s) and/or consortium members.
