About this file
This is a Sole Source Justification document for a simplified acquisition of commercial items under FAR 13.5 from the USDA Food and Nutrition Service (FNS) and Agricultural Marketing Service (AMS). The procurement is for 72,000 pounds (2 truckloads) of frozen walleye fillets in 40/1 lb packages from Red Lake Nation Fisheries, with an estimated value of $1 million and anticipated award period of March 1-31, 2025.
The justification establishes Red Lake Nation Fisheries as the only processor of 100% domestically sourced walleye fish meeting AGAR 470.103 requirements. A Sources Sought notice was posted on SAM.gov from November 18-December 18, 2024, with no responses received from qualified vendors. The AMS will determine fair and reasonable pricing using historical prices, published prices, and recommendations from the Livestock Poultry program economist. The document is signed by Danielle Lyons (Household Operations Branch Chief), Carrie Meyers (Contracting Officer), and Larry Nelson (Competition Advocate).
