About this file

This is a State Award Recommendation Letter from the Michigan Department of Military and Veterans Affairs (DMVA), DJ Jacobetti Home for Veterans, regarding Invitation to Negotiate (ITN) 190000000016 for wall saver products and accessories. The solicitation was posted on the SIGMA VSS procurement portal on January 4, 2019, for a seven-day response period, with proposals due on January 11, 2019. One bidder, Manutek Inc., submitted a proposal by the deadline. The contract term is two years, and the evaluation was conducted by Solicitation Manager Susan Mellon.

The State recommended an award to InPro Corp. in the amount of $499,999.99 (not to exceed), pending State Administrative Board approval. InPro Corp. was selected based on the solicitation's evaluation criteria, which prioritized responsive and responsible bidders offering the lowest price. Manutek Inc. was not recommended for award as it failed to meet the requirement of submitting a lower price than the manufacturer, InPro Corp. Bidders not recommended for award were encouraged to schedule a debriefing session with Susan Mellon, the Solicitation Manager, to understand the State's rationale for the award decision.
