About this file
This is a Walkthrough Attendees document related to a competitive bidding opportunity issued by Mt. Hood Community College (MHCC) Facilities Department in Gresham, Oregon, for the installation of low-voltage electrical conduit for landscape irrigation control wiring on the MHCC campus. The project requires Oregon State certified, licensed, and bonded contractors in good standing with the Construction Contractors Board (CCB). A mandatory pre-proposal walkthrough meeting was held on July 16, 2026 at 10:00 a.m., with attendance required for bidder eligibility. Proposals were due on July 22, 2026 at 2:30 p.m. The scope of work includes underground conduit installation to replace failing low-voltage (29 VAC) direct burial irrigation control wire and 3-inch Schedule 40 PVC water pipe, with conduit paths traversing campus sidewalks and two roads. Contractors must furnish all materials unless otherwise specified, perform utility locates and traffic control, restore sites to 95% compaction with surfaces graded smooth and ready for mulch or seed, and deliver final as-built drawings in PDF or CAD format.
The project is subject to prevailing wage requirements under Oregon Revised Statutes 279C.800 to 279C.870, with rates determined by the most current BOLI prevailing wage rate publication. Required insurance includes commercial general liability of not less than $1 million per occurrence, automobile liability of not less than $1 million per occurrence, and workers' compensation as required by law. Minimum cover depth is twelve inches for conduit and eighteen inches below roadways and waterlines, with conduit materials specified as Schedule 40 PVC or UL 651A/NEMA TC-7 HDPE with trace wire installation. Evaluation criteria are weighted as Technical Requirements & Approach (30%), Pricing & Cost Structure (25%), Warranty (25%), Vendor Experience & Past Performance (20%), and Implementation Timeline & Methodology (10%). Proposals should be submitted to Phil Parsley at Phillip.Parsley@mhcc.edu.
